A new COVID-19 quarantine form asks air travelers coming to New Jersey questions like where they came from and where they're going. Health officials use the information to track and isolate infected people from out of state. Some feel the questions are too invasive, but those who don't comply won't face penalties as New Jersey sticks to an honor system for now.
