Despite laws on the books meant to reform the practice, a large number of towns in New Jersey are ignoring and even abusing rules prohibiting sick-leave payouts, wasting millions of taxpayer dollars every year, according to a report out on Thursday by the Office of the State Comptroller. The report says that 95% of the towns surveyed were sidestepping and undermining the law.
