S2010 E6: Paterson's 'Budget of Necessity'

Calling it 'not a budget of choice but a budget of necessity,' Gov. David Paterson outlines his 2010-2011 budget. The $134 billion dollar proposal includes huge cuts in school aid ($1.1 billion) and health care ($1 billion). Paterson also describes 'two dedicated taxes' to raise revenue: a one dollar per pack increase in the cigarette tax and the re-emergence of the 'soda tax.'
