METROFOCUS SPOTLIGHT- “WHO’S RUNNING FOR MAYOR”: ERIC ADAMS

The New York City mayoral race is just a few months away. So as part of our Metrofocus spotlight series on “Who’s Running For Mayor,” we are sitting down with each of the major candidates to discuss who they are and how they plan to improve the city. Tonight, we are joined by Eric Adams, who is the Brooklyn Borough President and one of the leading candidates in this year’s race.

Previously, he served in the New York State Senate and before that was a member of the NYPD for 22 years, a distinction no other candidate possesses. Adams recently gained the endorsements of multiple labor unions and elected officials. He believes that his connections within the city, his experience working for the people of New York at a variety of levels, and his pragmatic approach to governing, will allow him to be able to address the biggest issues facing New York City today.

THE NEW YORK CITY MAYORS RACE IS JUST A FEW MONTHS AWAY, AND AS PART OF THE 'METROFOCUS' SPOTLIGHT ON WHO'S RUNNING FOR MAYOR WE'RE SITTING DOWN WITH EACH OF THE MAJOR CANDIDATES TO DISCUSS WHO THEY ARE AND HOW THEY PLAN TO IMPROVE THE CITY.

TONIGHT WE'RE JOINED BY ERIC ADAMS, THE BOROUGH PRESIDENT OF BROOKLYN, AND ONE OF THE LEADING CANDIDATES IN THIS YEAR'S RACE.

PRIOR TO HIS TWO TERMS AS BROOKLYN BOROUGH PRESIDENT, ADAMS SERVED IN THE NEW YORK STATE SENATE, AND BEFORE THAT, HE WAS A MEMBER OF THE NYPD FOR OVER 20 YEARS, A DISTINCTION NO OTHER CANDIDATE HOLDS.

ADAMS HAS RECENTLY GAINED THE ENDORSEMENT OF MULTIPLE LABOR UNIONS AND ELECTED OFFICIALS AND HE BELIEVES THAT HIS CONNECTIONS WITHIN THE CITY AND HIS PRAGMATIC APPROACH TO GOVERNING WILL ALLOW HIM TO BEST ADDRESS THE CRITICAL ISSUES FACING THE CITY TODAY.

SO BOROUGH PRESIDENT ADAMS, WHY ARE YOU RUNNING FOR MAYOR?

AND WHY SHOULD NEW YORKERS VOTE FOR YOU INSTEAD OF THE MANY OTHER OPPONENTS THAT YOU'RE FACING IN THIS RACE?

EVERYONE IS TALKING ABOUT THE IMPORTANCE OF COMPETENCY IN THIS ELECTION.

BUT I BELIEVE IT'S ALSO CHARACTER.

WHO ARE THE CANDIDATES?

WHERE HAVE THEY BEEN OVER THE LAST 40 YEARS IN THIS CITY, IF THEY WERE ALIVE DURING THAT POINT IN TIME, OR EVEN SLOWER?

ONE THING ABOUT ERIC ADAMS, YOU CAN FOLLOW MY OVER 35-YEAR HISTORY IN THIS CITY.

AND MY COMMITMENT AND DEDICATION TO EVERYDAY NEW YORKERS.

AND WHAT I WENT THROUGH AS A YOUNG MAN, FROM BEING ARRESTED BY POLICE OFFICERS, ASSAULTED BY THOSE SAME OFFICERS, BUT NOT SAYING WOE IS ME, BUT LISTENING TO THE VOICES OF CIVIL RIGHTS LEADERS AND GOING INTO THE POLICE DEPARTMENT AND FIGHTING FOR REFORM INSIDE.

BUT ALSO BEING A PERSON WHO WAS A LOW-SKILLED EMPLOYEE.

I WAS A DISHWASHER AS A CHILD.

I ALSO WORKED IN THE MAIL ROOM.

I UNDERSTAND THE CALLS THAT THOSE WHO ARE CALLING FOR A FREEZE IN TUITION AND EVEN FREE COLLEGE.

I WENT TO SCHOOL AT NIGHT AT CUNY AND CONTINUED TO GO THROUGH THE SYSTEM OF BEING PROMOTED IN CIVIL SERVICE.

AND SO I AM A YOUNG MAN WHO HAS GONE THROUGH A LOT, AND NOW IT'S TIME FOR A MAYOR WHO HAS GONE THROUGH A LOT TO USE HIS SKILLS AND TALENTS TO HELP PEOPLE WHO ARE GOING THROUGH A LOT NOW.

AND THAT IS WHY I'M RUNNING.

THE CITY IS FAR BETTER THAN WHAT WE'RE SEEING, AND I'M GOING TO SHOW NEW YORKERS THEY NEED AND THEY SHOULD GET THEIR MONEY'S WORTH FROM THEIR TAX DOLLARS.

COULD YOU POINT TO SOME MOMENTS OR ACHIEVEMENTS DURING YOUR TENURE AS BROOKLYN BOROUGH PRESIDENT THAT MIGHT GIVE NEW YORKERS A GOOD SENSE WHAT WAS YOUR MAYORAL TENURE MIGHT LOOK LIKE?

A NUMBER OF THEM, I AM EXTREMELY PLEASED WHEN YOU LOOK AT THE BOROUGH OF BROOKLYN.

WE HAVE LED THE CITY IN JOB GROWTH.

WHEN YOU LOOK AT WHAT WE HAVE DONE AROUND HEALTH, OF MY INITIATIVE AND PROGRAM AT BELLEVUE HOSPITAL IS ONE OF THE FIRST OF ITS KIND.

IT'S A LIFESTYLE MEDICINE CLINIC WHERE WE ARE REVERSING CHRONIC DISEASES AND DECREASING MEDICINE, SOMETHING THAT I WAS ABLE TO DO WHEN I WAS DIAGNOSED WITH TYPE 2 DIABETES THAT CAUSED THE LOSS OF MY SIGHT AND PERMANENT NERVE DAMAGE.

I WAS ABLE TO REVERSE THE VISION LOSS AND THE NERVE DAMAGE LOSS.

AND NOW I'M USING THAT INFORMATION TO HELP OTHER NEW YORKERS.

AND THEN THE $125 MILLION THAT WE PUT INTO OUR SCHOOL SYSTEM TO BUILD OUT TECHNOLOGY IN OUR SCHOOLS.

BECAUSE IT'S ABOUT OUR CHILDREN.

IF YOU DON'T EDUCATE, YOU'RE GOING TO INCARCERATE.

AND THEN THE AMAZING PROGRAM AT THE BROOKLYN NAVY YARD.

FIRST OF ITS KIND, NINE HIGH SCHOOLS FEEDING INTO A CENTER THAT IS GOING TO GIVE OUR YOUNG PEOPLE REAL-LIFE EXPERIENCES RIGHT IN A WORKING ENVIRONMENT, SOMETHING THAT WE DON'T HAVE ANYWHERE ELSE IN THE CITY.

I'M GOING TO EXPAND THAT THROUGHOUT OUR ENTIRE CITY OF NEW YORK.

AND SO IT IS LOOKING AT INNOVATIVE WAYS TO MAKE SURE THAT OUR CITY'S GOING TO KEEP UP WITH THE 21st CENTURY.

AND REALLY STOP CREATING CRISIS BUT PREVENT CRISES.

YOU HAVE SAID THE CITY'S REVIVAL WILL OF COURSE DEPEND ON GETTING COVID UNDER CONTROL.

IF YOU'RE ELECTED AND WE'RE STILL EXPERIENCING COVID INFECTIONS, HOSPITALIZATIONS, MAYBE EVEN COVID DEATHS BY THE TIME YOU TAKE OFFICE ON JANUARY 1st, 2022, WHAT WILL YOU DO DIFFERENTLY THAN IS BEING DONE NOW TO GET COVID UNDER CONTROL?

THAT IS A GREAT QUESTION.

IT IS ABOUT TRANSFORMING OUR CITY INTO A REALTIME GOVERNANCE MODEL.

COVID AND ANY OTHER ASPECT.

THINK ABOUT THIS FOR A MOMENT.

YOU STEP ON A PLANE, AND YOU NOTICE AND YOU PEEK IN THE COCKPIT, AND YOU NOTICE THERE ARE NO INSTRUMENT PANELS.

NOTHING TO TELL YOU ABOUT WIND SPEED, IF YOUR LANDING GEAR IS UP OR DOWN YOUR FUEL CAPACITY.

YOU'RE GOING TO GET THE HECK OFF THAT PLANE.

BUT THAT IS HOW WE'RE RUNNING CITIES NOWADAYS.

WE ARE BASICALLY SCATTERING AND PRAYING, HOPING WE CAN GET IT RIGHT.

ERIC ADAMS AS MAYOR IS GOING TO CHANGE THAT.

JOIN ALL MY TECHNOLOGY SKILLS FROM THE TIME I WAS IN THE POLICE DEPARTMENT TO HELP USE REALTIME DATA TO FIGHT THE CRIME WE HAVE IN OUR CITY.

I'M GOING TO BUILD OUT SOMETHING THAT IS CURRENTLY TAKING PLACE IN BOSTON CALLED CITY SCORE.

I'M GOING TO DO A NEWER MODEL WHERE WE'RE GOING TO BE ABLE TO GAUGE THE STATUS OF OUR CITY.

SO WHEN YOU LOOK AT COVID, NUMBER ONE, WE'RE GOING TO HAVE REALTIME VACCINATIONS USING HANDHELD DEVICES SO WE CAN IMMEDIATELY IDENTIFY WHAT AREAS WE ARE MISSING.

YOU CAN'T DISTRIBUTE 900,000 VACCINES AND REALIZE YOU ARE NOT DISTRIBUTING THEM TO BLACK AND BROWN AND IMMIGRANT PEOPLE.

WE'RE GOING TO HAVE A REALTIME VERSION OF DOING SO.

AND THEN WE'RE GOING TO BRING CLARITY.

ALL OF OUR NEW BUSINESSES AND EXISTING BUSINESSES THAT WANT TO OPEN, WE'RE GOING TO GIVE THEM CLEAR DIRECTIONS ON HOW TO HAVE A SAFE ENVIRONMENT FOR THEIR COMPANIES.

BECAUSE THAT LACK OF THAT -- THOSE REGULATIONS, PEOPLE ARE AFRAID OF HAVING FRIVOLOUS LAWSUITS WITH THOSE WHO CONTRACT CORONAVIRUS.

AND FINALLY, IT'S IMPORTANT FOR US TO GIVE REAL SUPPORT TO OUR SMALL BUSINESSES IN A NUMBER OF WAYS THAT WE LAID OUT IN OUR 100-PLUS STEPS FORWARD FOR NEW YORK CITY TO GET US UP AND RUNNING AGAIN.

CAN YOU GIVE US SOME EXAMPLES OF THAT?

BACK ROOM WORK.

MANY OF OUR SMALL BUSINESSES, YOU ARE A BAKER.

YOU'RE SPENDING COUNTLESS NUMBER OF HOURS TRYING TO FILE DOCUMENTS WITH THE CITY.

DO YOUR BOOKKEEPING.

UNDERSTANDING REGULATIONS.

WE'RE SAYING, LET'S ALLOW OUR CHAMBER OF COMMERCE TO DO THE BACK ROOM WORK FOR OUR BAKERS OR ANY OTHER SMALL BUSINESS.

I WANT MY BAKER TO BAKE.

AND BE ABLE TO SELL HIS PRODUCT.

I WANT MY HAIR SALON TO DO HAIR.

SO THAT THEY CAN FOCUS ON THEIR HOURS AND MAKING SURE THEY CAN KEEP THEIR DOORS OPEN.

THEN WE CAN'T CONTINUE TO BE A CITY THAT'S TOO BUREAUCRATIC, TOO EXPENSIVE, AND JUST TOO INTENTIONAL ON GETTING IN THE WAY OF BUSINESS.

WE'RE GOING TO CREATE ONE PLATFORM WHERE OUR BUSINESSES CAN GO FILE ALL THE NECESSARY INFORMATION AND THEN WE WILL HAVE THE CITY GO FROM AGENCY TO AGENCY INSTEAD OF HAVING BUSINESSES GOING FROM AGENCY TO AGENCY.

LET'S CENTRALIZE THE INFORMATION.

ONCE I HAVE ALL YOUR DATA, THERE'S NO REASON FOR YOU TO GO TO THE DEPARTMENT OF BUILDERS, SMALL BUSINESS SERVICES, THE FIRE DEPARTMENT FOR SPRINKLERS.

WE SHOULD NOT BE SENDING PEOPLE AROUND, THE CITY SHOULD BE GOING AROUND TO MAKE LIFE EASIER, TO GET BUSINESSES OPEN.

ACCESS TO CAPITAL.

CREATING A SMALL BANKING NETWORK USING CDFI SO THAT WE CAN GIVE OUR VARIOUS ENTITIES ACCESS TO CAPITAL.

AS WELL AS MANY OTHER THINGS WE WANT TO DO TO GET OUR CITY UP AND RUNNING AGAIN.

NEW YORK CITY IS RECEIVING AROUND $100 BILLION AS A RESULT OF THE AMERICAN RESCUE PLAN.

AS MAYOR, HOW WOULD YOU ALLOCATE THOSE FUNDS IN ORDER TO HELP GET THE CITY REVIVED AND PEOPLE BACK TO WORK?

FIRST THING I'M GOING TO DO IS COME UP WITH A PLAN.

THE NEXT MAYOR WILL HAVE ONE OF THE LARGEST BUDGETS TO SPEND THAN ANY MAYOR IN MODERN TIMES.

SO THE QUESTION BECOMES, ARE WE GOING TO WASTE THOSE DOLLARS?

WE WITNESSED OVER THE LAST SEVEN YEARS, ALMOST EIGHT YEARS NOW, A $20 BILLION INCREASE IN OUR BUDGET AND LET'S ASK OURSELVES A QUESTION.

ARE OUR STREETS CLEANER?

HAVE WE DEALT WITH THE HOMELESS PROBLEM?

ARE WE EDUCATING OUR CHILDREN?

I WOULD TELL YOU NO TO ALL THOSE THINGS.

SO IT'S NOT ABOUT JUST HAVING MONEY IN OUR CITY.

THE QUESTION BECOMES, WHAT ARE WE GOING TO DO WITH THE MONEY?

$6 BILLION IS GOING TO COME DIRECTLY FROM THE FEDERAL GOVERNMENT.

$3.5 BILLION WILL COME FROM THE STATE COMING THROUGH THE FEDERAL GOVERNMENT.

AND $500 MILLION WE'RE LOOKING TO HAVE FROM SPORTS BETTING.

SO WE MUST HAVE A PLAN OF EXECUTION.

BECAUSE THESE ARE ONE-SHOTS.

SO HOW DO WE RIGHT SIZE GOVERNMENT TO ENSURE THAT THESE ONE-SHOTS WILL STABILIZE OUR ECONOMY?

I SAY A 3% TO 5% CUT FROM EVERY AGENCY.

USING AN INDEX, AN INDICATOR TO MAKE SURE THAT WE ARE NOT DISPROPORTIONATELY HITTING THOSE COMMUNITIES THAT WERE HARDEST HIT.

I BELIEVE WE NEED TO DO AN IMMEDIATE HIRING FREEZE FOR NONESSENTIAL EMPLOYEES, TO MAKE SURE THAT WE CAN SAVE ANOTHER $1.5 BILLION.

AND THEN WE WERE SMART WITH SOME OF THE TAXES THAT WE ARE PUTTING IN PLACE, BECAUSE THEN WE CAN ENSURE, AS LONG AS THESE TAXES HAVE A SUNSETTING CLAUSE ATTACHED TO THEM, BECAUSE YOU WANT TO MAKE SURE THAT YOU STABILIZE THE ECONOMY IN THE CITY.

SO THERE'S A LOT OF FAT IN GOVERNMENT, AND WE CAN DO A BETTER JOB OF RUNNING A MORE EFFICIENT CITY AND PREVENT SOME OF THE CRISES THAT WE ARE WITNESSING NOW.

SO 3% TO 5% CUT YOU'RE CALLING FOR ACROSS THE BOARD, ACROSS AGENCIES, SOME PEOPLE SAY DOING CUTS ACROSS AGENCIES LIKE THAT KIND OF REWARDS THE INEFFICIENT AND WASTEFUL AGENCIES AND PUNISHES THE THRIFTIER, MORE EFFICIENT AGENCY.

AND THAT THE WAY TO GO IS LOOK AT A CASE-BY-CASE BASIS AND JUST CUT WHAT IS WASTEFUL.

HOW DO YOU RESPOND?

WELL, THAT'S ONE OF THE FIRST HIRES I'M GOING TO MAKE.

I'M GOING TO HIRE AN EFFICIENCY CZAR.

THAT EFFICIENCY CZAR IS GOING TO GO IN AND DO THE ANALYSIS THAT YOU'RE TALKING ABOUT.

WE'RE GOING TO MAKE SURE THAT ANY CUTS THAT WE DO WON'T HAVE A DISPROPORTIONATE IMPACT ON POORER COMMUNITIES, IMMIGRANT COMMUNITIES, AND THOSE COMMUNITIES THAT ARE IN NEED.

YES, THERE'S SOME AGENCIES THAT CAN TAKE A HEAVIER CUT.

WE ARE AWARE OF THAT.

THAT'S WHY WE HAVE FROM 3% TO 5%. BECAUSE SOME AGENCIES ARE ONLY ABLE TO DO 3%. SOME AGENCIES CAN DO 5%. WE CAN LOOK AT SOME OF THE AGENCIES THAT WE CAN JUST RUN OUR AGENCIES BETTER.

YOU HEAR A GREAT DEAL OF CONVERSATION ABOUT DEFUND THE POLICE.

I DON'T THINK THAT'S THE QUESTION OF DEFUNDING.

THE QUESTION IS HOW DO YOU RUN AGENCIES MORE EFFICIENTLY?

RIGHT NOW WE SPEND ABOUT $400 MILLION A YEAR ON OVERTIME.

I SAY LET'S LOOK AT THOSE OVERTIME BUDGETS.

THERE'S NO REASON FOR A POLICE OFFICER TO SIT IN A COURTROOM FOR FIVE TO SIX HOURS, WAITING TO TESTIFY, WHEN WE CAN USE ZOOM TECHNOLOGY.

WE DON'T NEED OFFICERS THAT AT A PARADES, EIGHT OR NINE HANGING OUT, STANDING TOGETHER IN ONE CORNER, WHEN WE CAN USE FEWER OFFICERS TO DO THE SAME JOB, AND THEIR VOLUNTEERS.

WE CAN USE THE POLICE DEPARTMENT AS AN EXAMPLE OF THE CIVILIANIZATION OF OUR OFFICERS, CIVILIAN JOBS, WE CAN PLACE THOSE OFFICERS BACK TO WHAT THEY'RE SUPPOSED TO BE DOING, AND THAT'S FIGHTING CRIME.

WHEN YOU THINK SMARTER, YOU WILL HAVE A MORE EFFICIENT AGENCY, SAVE MONEY, AND PUT THOSE DOLLARS INTO BEING PROACTIVE AND PREVENTING CRISES IN OUR CITY.

YOU KNOW, ACCORDING TO THE 'DAILY NEWS,' YOUR PROPOSALS OF THE CUTS FOR NYPD ADD UP TO $1 BILLION OR MORE.

IS THERE REALLY $1 BILLION OR MORE OF INEFFICIENCIES IN THE NYPD?

YOU CALLED YOURSELVES A CONSERVATIVE ON CRIME, AND SOME PEOPLE MIGHT SAY A CONSERVATIVE ON CRIME IS NOT GOING TO CUT THE NYPD BY MORE THAN $1 BILLION WHEN CRIME IS ON THE RISE.

WE'RE NOT TALKING ABOUT -- FIRST THING I WANT TO BE CLEAR ON, WE WILL NEVER DO ANYTHING THAT WILL IMPACT THE PUBLIC SAFETY OF THIS CITY.

PUBLIC SAFETY IS THE PREREQUISITE TO PROSPERITY.

I'M GOING TO SAY THAT OVER AND OVER AGAIN.

I DON'T JOIN MY COLLEAGUES WHO ARE CALLING FOR LEGALIZATION OF CRACK COCAINE, CALLING FOR LEGALIZATION OF HEROIN, LEGALIZATION OF FENTANYL.

I DON'T SUPPORT MANY OF THESE CALLS TO TAKE BACK THOSE MEASURES WE PUT IN PLACE TO MAKE OUR CITY SAFE.

BUT WHAT I DO KNOW, WE DO NOT NEED A DEPARTMENT, WHEN YOU HAVE HIGH MILITARIZATION.

WE DON'T NEED GUNS THAT SHOOT DOWN PLANES.

WE DON'T NEED TANKS.

WE HAVE THE ARMY, THE NATIONAL GUARD, WE HAVE ALL THOSE ENTITIES THAT THEIR PRIMARY FUNCTION IS TO DEAL WITH THOSE HIGHER LEVELS OF THREATS.

WE HAVE WITNESSED OVER THE YEARS A MILITARIZATION OF OUR POLICE DEPARTMENT, AND WE HAVE A HIGH LEVEL OF WASTEFUL SPENDING IN OUR POLICE DEPARTMENTS.

SO RIGHT SIZING OUR DEPARTMENT TO ENSURE THAT TAXPAYERS' DOLLARS ARE USED CORRECTLY IS NOT IN ANY WAY GOING TO ENDANGER PUBLIC SAFETY, IN FACT, WE'RE GOING TO GET A BETTER PRODUCT BECAUSE THE MONEY WE SAVE, WE WILL PUT IN PLACE INTO PREVENTIVE MEASURES.

SUCH AS FOSTER CHILDREN.

THE MONEY WE SAVE FOR THE POLICE DEPARTMENT, WE CAN PLACE INTO FOSTER CARE, CHILDREN THAT AGE OUT AT 21, GIVE THEM LIFE COACHES TO 26.

AND YOU WILL SEE, INSTEAD OF 12% GRADUATION FROM HIGH SCHOOL, YOU CAN GET A 90% GRADUATION RATE.

RIGHT NOW, 6,700 FOSTER CARE CHILDREN AGE OUT EACH YEAR.

WE KNOW THEY'RE MORE LIKELY TO BE VICTIMS OF CRIME, PARTICIPATE IN CRIME, MENTAL HEALTH ILLNESSES, HOMELESSNESS, NOT GRADUATE FROM HIGH SCHOOL OR ATTEND COLLEGE.

THAT IS A REACTIVE MODEL THAT I WILL NO LONGER SUSTAIN.

WE WERE TALKING ABOUT REVIVING THE CITY'S ECONOMY.

CLEARLY THERE IS NO REVIVING THE CITY'S ECONOMY UNLESS WE REVIVE OUR TOURISM INDUSTRY TO PREPANDEMIC NUMBERS.

AND OBVIOUSLY THERE IS NO REVIVING THE TOURIST INDUSTRY IF WE DON'T, AS YOU SAY, GET CONTROL AND LOWER THE CRIME RATE THAT HAS RISEN SO BADLY OVER THE LAST YEAR.

BESIDES THE THINGS YOU'VE ALREADY TOUCHED ON, WHAT STEPS WILL YOU TAKE TO MAKE SURE THAT WE BECOME -- THAT WE STAY IN PERPETUITY THE SAFEST BIG CITY IN THE COUNTRY?

LET'S BE CLEAR.

WHEN WE TALK ABOUT THE CRIMES THAT WOULD IMPACT ON TOURISM, THE CRIMES OF -- PREDATORY CRIMES, PARTICULARLY GUN VIOLENCE.
