CORONAVIRUS NYC: CITY RESPONDS TO COMMUNITIES HARDEST HIT

New York City is stepping up its response to help New Yorkers hardest hit by the coronavirus with a new $10 million ad campaign to get information to minority communities. Across America, black and Hispanic people suffer disproportionately from poverty, poor health care and chronic diseases like diabetes, hypertension and asthma – resulting in sicker compromised patients entering ERs. Here in New York City, new data shows COVID-19 is twice as deadly for blacks and Latinos, compared to white New Yorkers. Is Mayor de Blasio doing enough to address these deadly findings? Brooklyn Borough President and 2021 mayoral contender Eric Adams weighs in on the response.

SO SO, WHY IS THIS HAPPENING?

AND WHAT CAN BE DONE ABOUT IT?

SO FIRST OF ALL MR. BURROUGH PRESIDENT WERE YOU SURPRISED TO LEARN THE VIRUS WAS HITTING BLACK AND LATINO COMMUNITIES THIS DISPROPORTIONATELY HARD.

NO, NOT AT ALL AND CORONAVIRUS DOESN'T DISCRIMINATE, IT IS IMPORTANT BECAUSE MANY PEOPLE ARE SAYING RIGHT NOW THAT WE MADE SOME MISTAKES, WE'RE STILL IN THIS VIRUS, IT'S TIME NO MINIMIZE FURTHER EXASPERATION BEATTY SOME OF THE MISTAKES AND MISCOMMUNICATIONS OF THE PAST.

WE MUST FIGHT THIS ON TWO FRONTS.

INTERVENTION IS ONE AT THAT IS SO IMPORTANT.

THOSE THAT ARE IN THE HOSPITAL.

AND THEN PREVENTION.

BEING KNOWLEDGEABLE ABOUT THE FACT THAT THOSE WITH PRE-EXISTING CONDITIONALS YOU ARE DESCRIBING COMMUNITIES OF COLOR, POOR, BLACK AND HISPANIC AND WE SHOULD FOCUS ON THOSE GROUPS TO MINIMIZE THE FUTURE LOSS OF LIFE.

SO BUT IT'S MORE THAN THE FACT THAT AFRICAN-AMERICANS, LATINO-AMERICANS HAVE UNDERLYING CONDITIONS MORE THAN WHITE AMERICANS, CORRECT?

THERE'S OTHER STRUCTURAL REALITIES AT PLAY HERE, RIGHT.

FOR EXAMPLE AFRICAN-AMERICAN AND LATINO-AMERICANS TEND TO BE OF COMMUNITIES AND OF INCOMES THAT THEY CANNOT AFFORD TO WORK FROM HOME.

A LOT OF THE ESSENTIAL WORKERS, NOT JUST IN THE HOSPITAL BUT ELSEWHERE ARE BLACK AND LATINOS, ELABORATE ON WHAT WE CAN DO ABOUT THAT?

IF YOU GO BACK WHEN THIS FIRST STARTED I TOOK A LOT OF CRITICISM WHEN I STATED IT IS WRONG TO DIVIDE THE CITY BETWEEN ESSENTIAL AND NON-ESSENTIAL EMPLOYEES, I SAID THAT IS CODED LANGUAGE OVER 70% ARE CLASSIFIED ESSENTIAL ARE BLACK AND BROWN, OUR 911 OPERATORS, SCHOOL CROSSING GUARDS, CORRECTION OFFICERS, NURSES, ALL PREDOMINANTLY BLACK AND HISPANIC SO IF WE DIVIDE THE CITIED IF -- CITY IN INTO ESSENTIAL AND NONESSENTIAL WE TOLD NONESSENTIAL WERE HOME AND ESSENTIAL WORKERS WERE SERVICING THE CITY.

NOW IF WE WOULD HAVE MADE THAT DECISION AND THEN FOLLOWED IT UP WITH WE'RE GOING TO GIVE THOSE ESSENTIAL EMPLOYEES ALL OF THE EQUIPMENT SUCH AS FACE MASKS AND OTHER PPE'S SO THEY CAN PROTECT THEMSELVES THEN YOU CAN SORT OF SAY, OKAY, WE UNDERSTAND WHAT YOU'RE DOING.

BUT WE TOLD THE ESSENTIAL EMPLOYEES, YES IT'S DANGEROUS TO BE IN CLOSE PROXIMITY, YES,S DANGEROUS TO BE IN THE PUBLIC, THAT YOU CAN'T LOCKDOWN, BASICALLY.

BUT WE'RE GOING TO SEND YOU OUT THERE ANYWAY.

DO YOUR JOB IN CLOSE PROXIMITIES, WE'RE GOING TO ENDAJER NOT ONLY YOU THE -- ENDANGER NOT ONLY YOU BUT ALSO YOUR FAMILY.

THAT IS A BIG CRISIS I'M EXTREMELY ANGRY ABOUT.

WE HID BEHIND THIS BELIEF THAT THE REASON WE COULDN'T GIVE PPE'S TO THE ESSENTIAL EMPLOYEES IS BECAUSE THERE WAS NOT ENOUGH.

I SAID THAT IS A LIE.

I SAID THERE WAS ENOUGH PPE'S, IT'S THE BUREAUCRACY THAT PREVENTED THESE PPE'S ON A GLOBAL SCALE TO GET TO THE ESSENTIAL EMPLOYEES IS WHAT THE REAL CRISIS IS, AND WE NEED TO FIX THAT.

BURROUGH PRESIDENT WE'VE ALREADY REACHED THE APEX AND WE'RE STILL IN THIS CRISIS AND A LOT OF THESE PEOPLE YOU'RE TALKING ABOUT STILL DON'T HAVE THE EQUIPMENT THEY NEED.

WHAT CAN WE DO TODAY?

WHAT I'VE BEEN STATING FOR SOME TIME NOW.

FOR THE LAST THREE WEEKS, I HAVE BEEN REACHING OUT TO THE SISTER CITY THAT'S I HAVE IN CHINA.

THEY HAVE BEEN DONATING ME PPE'S, GLOVES, MASKS, YOU KNOW THE N95'S I'VE TURNED OVER TO THE HOSPITALS, THOSE MASK THAT'S WERE NOT APPROVED BY FDA BUT THAT COULD BE USED BY THE CITIZEN POPULATION I HAVE BEEN GIVEN OUT TO NCHA AND ACS EMPLOYEES, TRANSIT EMPLOYEES, THE CITY AND STATE ARE NOW SAYING ALL ESSENTIAL EMPLOYEES SHOULD RECEIVE PPE'S.

I'M GLAD THAT WE FINALLY REALIZE THAT.

I'M GLAD THAT THE CDC TOOK A LONG TIME TO DETERMINE EVERYONE SHOULD BE WEARING SOME FORM OF FACE COVERING.

. SO WHAT WE MUST DO NOW, BEEF ASKED NURSE -- WE'VE ASKED NURSES AND DOCTORS TO CHANGE THE INFECTIOUS DISEASE CONTROL PROCEDURES BY WEARING MASK ON MULTIPLE DAYS, YOU'RE NOT SUPPOSED TO WEAR A MASK FIVE OR SIX DAYS.

SO WE FORCE THE HEALTH CARE W WORKERS TO ALTER HOW THEY USE THE EQUIPMENT.

WE NEED TO NOW FORCE OUR COMPLIANCE TEAM AND OUR STATE AND CITY AGENCIES TO STOP MOVING AT A SNAIL'S PACE AND PROCURE THE ITEMS THAT ARE NEEDED ONLY THE -- ON THE GROUND.

THAT IS WHAT WE NEED TO DO.

AND WE NEED TO GET THE PPE'S TO THE EVERY DAY ESENTD -- ESSENTIAL EMPLOYEES BUT ALSO THOSE IN SUPER MARKET.

A TEST SAID IF ONE SNEEZES IN ONE AISLE WILL TRAVEL SEVERAL AISLES.

ALL OF THE EMPLOYEES WE HAVE RUNNING THE CITY ARE IN DANGER AND TIME TO RIGHT THAT.

ANOTHER WAS A POLICE OFFICER THAT SERVED WITH ME WHEN I WAS IN THE POLICE DEPARTMENT.

THESE ARE REAL PEOPLE, REAL RELATIONSHIPS, REAL FAMILIES, AND THEY WANT TO DIE IN A DIGNIFIED MANNER.

THEY DON'T WANT TO END IN A GRAVE WITH NO NAME.

DON'T WANT TO ROLL THEIR FAMILY MEMBERS INTO A HOSPITAL NEVER TO SEE OR HEAR FROM THEM AGAIN.

THERE'S A LOT OF MENTAL HEALTH TRAUMA ASSOCIATED WITH THE LARGE VOLUMES OF LOSS.

WHEN YOU RECEIVE ONE DEATH NOTIFICATION IT'S TRAUMAIZING, IMAGINE THOSE RECEIVING FIVE AND SIX NOTIFICATIONS IN ONE DAY OR SOMETIMES TWO A DAY.

AND THEN YOU HEAR A LOVED ONE THAT GETS CORONAVIRUS.

SO IT'S TRAUMAIZING.

AS WE EVOLVE OUT OF THIS WE CANNOT IGNORE THE MENTAL HEALTH COMPONENT OF THIS.

THIS IS NOT SOMETHING WE IGNORE.

WE NEED TO UTILIZE MONEY ALLOCATED TO THRIVE TO PUT MONEY IN OUR HOUSE AND WORSHIP SO THEY CAN PLAY A PIVOTAL ROLE TO GO AFTER TARGET POPULATION OF SENIORS, THOSE LIVING IN ISOLATION, THOSE WITH THE GREATEST LEVEL OF IMPACT AND IT'S IMPERATIVE WE LOOK AT THE MEANT HEALTH ASPECT WHAT HAPPEN BECAUSE PEOPLE ARE FEELING IT IN A REAL WAY.

BY THE WAY, LAST WEEK WE GOT THE FIGURE OF THE DISPARITY OF EFFECT OF CORONAVIRUS IN COMMUNITIES OF COLORS AND WHITE COMMUNITIES, IT SEEMS LIKE IT WAS VERY RELEVANT DATA.

WHY DID IT TAKE SO LONG, DO YOU KNOW?

THAT'S A GOOD QUESTION.

LOUISIANA PUT OUT THEIR DATA WHICH WAS HORRIFYING, 30% OF THE POPULATION WAS AFRICAN-AMERICAN.

70% OF THE DEATHS.

SAME WITH CHICAGO.

SIMILAR NUMBERS.

AND I THINK THE NUMBERS ARE THE SAME HERE.

TO NOT HAVE TAKEN THAT LONG.

SHOULD NOT HAVE TAKEN THAT LONG AND WE NEED TO LEARN THIS CITY NEEDS TO MOVE TO A REALTIME MANAGING SYSTEM WHEN DEALING WITH A EMERGENCY, SOMETHING LIKE THEY DO IN THE POLICE DEPARTMENT.

I DON'T KNOW WHY IT TOOK THAT LONG AND I'M STILL OF THE UNDERSTANDING THAT A LOT OF THE DATA THAT WE REPORTED IS NOT ALL OF THE DATA.

AND SO THESE NUMBERS, WHEN WE FINALLY GET ALL OF THE NUMBERS, IT'S GOING TO BE HORRIFIC TO KNOW.

HERE'S SOMETHING THAT CAME TO ME IN THE BEGINNING OF THIS PANDEMIC.

I SPOKE WITH ALL OF THE PRESIDENTS OF THE HOSPITALS IN BROOKLYN AND ONE OF THE PRESIDENTS SHARED WITH ME THAT AT THAT TIME THE DEPARTMENT OF HEALTH MAKE THE FINAL DETERMINATION ON WHO WOULD ACTUALLY GET TESTED FOR CORONAVIRUS.

THEY STATED THAT AFTER AN INDIVIDUAL HAD ADVANCE OF STAGES OF CORONAVIRUS THEY HAD TO APPLY FOR TESTING, THEY SAID FOR EVERY TEN INDIVIDUALS THEY REQUESTED TESTING FOR ONLY ONE WAS APPROVED.

RIGHT THEN I KNEW WE UNDER REPORTED THE CASES IN COMMUNITIES OF COLOR AND I KNEW THAT WAS A PROBLEM FROM THE BEGINNING.

THE DISPARITY IS ONLY GOING TO BE GREATER THAN WE KNOW NOW.

OKAY.

SO JUST YESTERDAY THE MAYOR ANNOUNCED HE WILL LAUNCH AN AWARENESS CAMPAIGN FOCUSED ON THE HARDEST HIT NEIGHBORS, NEIGHBORHOODS OF COLOR OF COURSE, AND HE ANNOUNCED THE CITY WILL OPEN NEW TESTING S CENTERS.

AND HAVE ALL OF THE RESOURCES THE CITY NEEDS.

ARE THESE SUFFICIENT STEPS?

WHAT MORE NEEDS TO BE DONE?

COUPLE THINGS.

I HAD A ZOOM CONFERENCE CALL WITH 23 LOCAL ETHNIC MEDIAS TO TALK ABOUT THE COMMUNICATION.

EVERYONE DOES NOT WAKE UP IN THE MORNING AND GO READ THE NEW YORK TIME IT'S AND LISTEN TO THE PRESIDENT, THE GOVERNOR AND MAYOR BRIEFING.

PEOPLE LISTEN DIFFERENTLY.

THERE'S DIFFERENT CULTURAL NORMS.

WE WERE NOT SPEAKING TO THE CITY OF NEW YORK.

WE WERE SPEAKING TO THE ELITE PART OF THE CITY WHEN TALKING ABOUT CORONAVIRUS.

I STOPPED A GROUP OF YOUNG PEOPLE THAT WERE PLAYING BASKETBALL IN THE PARK AND SAID HEY GUYS YOU ARE SUPPOSED TO BE SOCIAL DISTANCING, THEY SAID, WHAT THE HECK IS THAT.

WE FELT AS THOUGH WE WERE TALKING IN AN ECHO CHAMBER AND EVERYONE HEARD US SO WHAT THE MAYOR DID ABOUT THE $10 MILLION ALLOCATION IS YOU GO TO THE LOCAL PAPERS AND RADIO STATIONS AND ALSO WE SHOULD PUT ON TOP OF THE SYSTEM WE ALREADY HAD IN PLACE FOR THE CENSUS.

WE HAD VARIOUS ETHNIC GROUPS TALKING ABOUT THE CENSUS AND HOW PEOPLE SHOULD FILL OUT THE CENSUS AND WE NEED TO TALK ABOUT THE CORONAVIRUS, UTILIZE THE SAME IN ROADS WE HAD TO GET THAT INFORMATION OUT AND COMMUNICATE WITH PEOPLE.

SIMPLE THINGS LIKE WASHING YOUR HAND.

WEARING A MASK.

SIX FEET DIFFERENCE STANDING AT HOME.

COMMUNICATE IN A REAL WAY.

I THINK WE NEED TO CONTINUE TO DO THAT.

AND THEN WE NEED TO ALLOW THE PLASMA NEW TREATMENT THAT IS IN PLACE, PLASMA TREATMENT AND ANTIBODIES, IT SHOULD NOT BE IN MANHATTAN ONLY.

WE CREATED THIS DUAL HEALTH CARE SYSTEM WHERE IT'S MID-TOWN MANHATTAN, AND THE OTHER OUTER BOROUGHS HAVE A DIFFERENT SYSTEM.

EVERYONE NEEDS TO RECOVER FROM THE LONG-TERM IMPACT THAT'S GOING TO IMPACT COMMUNITIES EVERYTHING FROM EMPLOYMENT, EMOTIONAL TO PHYSICAL RECOVERY WILL TAKE LONGER IN SOME COMMUNITIES.

I THINK THE IMPACT HIT HARDER IS BECAUSE WE FED THE CRISIS.

AS I CONTINUE TO SAY, THE CRISIS SHOULD HAVE BEEN ON TWO FRONTS.

WHEN YOU LOOK AT THE TRANSIT OPERATORS.

WE LOST ALMOST OVER 50 TEACHERS.

WE LOST A GREAT DEAL OF CORRECTION OFFICERS, A SIGNIFICANT AMOUNT.

WE ACTUALLY PUT IN A GREAT DEAL OF THOSE WHO WERE ESSENTIAL EMPLOYEES IN HARM'S WAY AND DIDN'T PREVENT THEM FROM CATCHING THE VIRUS AND THAT LED TO OUR NUMBERS AND THEN WE UNDER COUNTED IF MANY COMMUNITIES WE SHOULD HAVE IDENTIFIED THE HOT SPOTS AND CLUSTERS, WE SHOULD HAVE IDENTIFIED THEM EARLY.

AND THEN OUR FAILURE, MANY POINT TO THE CIVIC COMMUNITY FOR CLUSTERING TOGETHER.

BUT HOW MUCH DID WE COMMUNICATE IN A LANGUAGE YIDDISH THAT THEY COMMUNICATED IN.

THEY DON'T READ THE PAPERS, AMERICAN OR ENGLISH PAPERS.

THEY DON'T LISTEN TO ENGLISH RADIOS.

SO HOW MUCH DID WE GET INTO THEIR COMMUNITY AND COMMUNICATE IN DIFFERENT LANGUAGES.

SPANISH.

ALL OF THESE DIFFERENT LANGUAGES SHOULD HAVE BEEN PART OF OUR ROLL OUT PLAN.

AND I THINK THAT IS WHAT LED TO OUR A HIGHER NUMBER BECAUSE WE DIDN'T DO THOSE BASIC THINGS AND IT'S TIME TO RIGHT THE SHIP NOW.

I WONDER IF YOU COULD SPECIFICALLY EVALUATE THE LEADERSHIP DURING THIS CRISIS OF THE TOP TWO LEADERS, MAYOR de BLASIO IN THE CITY AND GOVERNOR ANDREW CUOMO IN THE STATE.

I BELIEVE THAT BOTH OF THEM WANTED TO REALLY HANDLE THIS VIRUS AND TO SAVE AS MANY LIVES AS POSSIBLE.

I THINK ALL WHO ARE IN PUBLIC SERVICE, THIS IS WHY WE'RE IN PUBLIC SERVICE AND I DON'T HAVE ANYTHING NEGATIVE TO SAY ABOUT EITHER ONE OF THE LEADERS.

I WOULD HOPE THEY'D COMMUNICATE BETTER TOGETHER.

THE GREAT MISCOMMUNICATION AROUND SCHOOLS, WHETHER THEY'RE OPEN, HOW WE SEEM TO BE PUTTING OUT DIFFERENT DATA, AROUND THE DIFFERENT CASES, NUMBER OF DEATHS, I THINK THIS IS THE TIME TO COME TOGETHER AND COMMUNICATE BETTER.

I HAD ONE CRITICISM THAT WOULD BE WHAT IT IS, THAT THEY SHOULD COMMUNICATE.

OUR STATE SHOULD BE PURCHASING THE PPE'S TOGETHER TO MAKE SURE IT GETS TO THOSE LOCATIONS.

I THINK WE SHOULD USE A REALTIME SYSTEM ENSURING THAT WE SEND OUT THE SUPPLIES IN THE RIGHT FASHION.

BUT I TAKE MY HAT OFF TO BOTH OF THEM.

THIS IS A VERY DIFFICULT, TURBULENT TIME FOR ALL OF US.

I THEY PUT IN A NUMBER OF HOURS OF COMMITMENT AND DEDICATION.

IT'S IMPORTANT TO COMMUNICATE WITH PEOPLE ON THE GROUND.

I'VE BEEN ON THE GROUND FOR THE LAST 20-SOMETHING DAYS AND WE'VE BEEN ABLE TO COMMUNICATE WITH BOTH OF THEIR OFFICERS AND I THINK WE SHOULD CONTINUE TO DO THAT.

AND WE'RE GOING TO HAVE A LOT OF TIME TO LOOK OVER WHAT WE COULD HAVE DONE BETTER, BUT IN THE MEANTIME IT'S IMPERATIVE TO RIGHT SIZE THE SHIP NOW AND NOT WAIT UNTIL THE REVIEW PROCESS POST CORONAVIRUS.

WELL, BOROUGH PRESIDENT, YOU HAVE CRITICIZED BOTH MEN IN THE PAST, AT LEAST IN THE PAST, FOR THE FEUD THAT THEY HAD WITH EACH OTHER THAT DIDN'T SEEM TO END DURING THIS CRISIS EITHER.

I DON'T THINK THAT THE DISAGREEMENT THEY HAD PRIOR TO CORONAVIRUS, AND IT SEEMS TO STILL EXIST NOW, AND MAYBE POST-CORONAVIRUS, I DON'T THINK IT HAS GOT IN THE WAY TO HAVE THE DESIRE TO SEE THE CITY AND STATE TO GET THROUGH THE CORONAVIRUS.

I BELIEVE SOME THINGS WE HAD DONE COULD HAVE BEEN EASIER IF IT WAS JUST STRAIGHT ON THE MISSION.

I KNOW WHEN YOU'RE DEALING WITH A DIFFICULT MISSION YOU HAVE TO SET ASIDE ANY DISAGREEMENTS YOU HAVE AND FOCUS ON THE MISSION THAT'S AT HAND.

I BELIEVE IT WOULD HAVE BEEN EASIER TO FOCUS ON THAT MISSION IF SOME OF THE PERSONALITIES THAT EXIST DID NOT GET IN THE WAY.

EVEN DOWN TO IT'S CONFUSION TO PARENTS AND TEACHERS.

WHEN YOU HEAR ONE PERSON SAY SCHOOL MAY CLOSE AND ANOTHER PERSON SAY, HOLD ON, NOT A MOMENT.

WE DON'T NEED MIXED MESSAGES RIGHT NOW.

IN THE MIDST OF A PANDEMIC OF AN EPIC PROPORTION THAT NO ONE HAS WITNESSED IN THIS CITY SINCE SOMETHING LIKE 9/11 AND THAT IS WHAT I SAID FROM THE BEGINNING.

THEY SHOULD COMMUNICATE TOGETHER AND IF THERE ARE ANY DISAGREEMENTS IT SHOULD NOT BE ON THE FRONT STAGE WHILE EVERYONE IS WATCHING.

YOU WERE REFERRING TO THE MAYOR HAVING SAID THAT HE WANTS TO CLOSE THE SCHOOL FOR THE REMAINDER OF THE YEAR AND THE GOVERNOR SAYING, WAIT A MINUTE, HE DOESN'T HAVE AUTHORITY TO DO THAT.

FIRST OF ALL ASSUMING HE DOES OR THAT SOMEBODY DOES, IS IT A GOOD IDEA TO CLOSE THE SCHOOL FOR THE REMAINDER OF THE YEAR?

I'M ASKING BECAUSE I'M WONDERING IF THEY DO CLOSE WOULD IT BE YET ANOTHER DESPAIR EFFECT ON THE COMMUNITIES OF COLOR, BLACK AND LATINO STUDENTS OF OUR PUBLIC SCHOOLS OF THAT WERE TO HAPPEN?

THAT'S A GREAT QUESTION.

JUST FROM THE FRONT, YES, I DO BELIEVE WE NEED TO CLOSE IT UNTIL THE REMAINDER OF THE YEAR.

SECOND, WE'VE ALREADY HAD NEGATIVE IMPACT IN THOSE HIGH-NEED AREAS, OVER 300 iPADS WERE SUPPOSED TO BE DISTRIBUTED TO OUR YOUNG PEOPLE TO DO REMOTE LEARNING AND THERE'S A SUBSTANTIAL NUMBER THAT THEY HAVE NOT RECEIVED YET.

SOME OF THE CHILDREN ARE GOING TO GO TWO MONTHS WITHOUT GETTING THOSE iPADS IN HAND.

I HAD A GOOD CONVERSATION WITH CITY HALL FEW DAYS AGO WHERE THEY INDICATED THAT THERE ARE OTHER METHODS THEY'RE USING TO ENSURE THAT THE CHILDREN GET INSTRUCTIONS, THAT IS IMPORTANT.

WE NEED TO RELEASE THE DATA ON ATTENDANCE DATA.

WE DON'T WANT CHILDREN SPENDING THE NEXT FEW MONTHS NOT RECEIVING CLEAR INSTRUCTIONS AND IT IS OUR HOPE THAT WE DON'T HAVE A LOP-SIDED END OF THE YEAR.

I BELIEVE WE NEED TO HAVE A REAL CONVERSATION ABOUT EXTENDING OF THE SCHOOL YEAR INTO THE SUMMER.

IT'S NOT NEEDED FOR TEACHERS TO BE IN THE CLASSROOM.

BUT HE COULD USE TECHNOLOGY.

A LOT OF OUR YOUNG PEOPLE HAVE EMBRACED THE USE OF TECHNOLOGY.

WE NEED TO CONTINUE THAT.

EVEN IF IT'S JUST ONE OR TWO HOUR A'S DAY DURING THE SUMMER MONTHS.

WE HAVE TO MAKE UP FOR LOST TIME.

WE CANNOT ACT LIKE THERE ISN'T AN IMPACT ON THE INSTRUCTION.

WE MUST MAKE UP THAT TIME.

I THINK THE SUMMER MONTHS IS A GOOD TIME TO DO SO.

EVEN IF TEACHERS ARE NOT IN THE CLASSROOM, BUT TO GIVE THE CHILDREN SOME CLEAR INSTRUCTION THAT'S THEY CAN FOLLOW UP THROUGHOUT THE SUMMER MONTHS SO WE DON'T HAVE AN AGGRAVATED SUMMER SLIDE THAT WE OFTEN HAVE DURING THE SUMMER MONTHS OFF.

BEFORE WE WERE HIT WITH THIS PANDEMIC IT SEEMED CLEAR TO MOST OBSERVERS THAT YOU WERE HOPING TO BECOME THE NEXT MAYOR OF NEW YORK CITY.

IS THAT STILL YOUR GOAL?

IS THAT STILL SOMETHING YOU WANT?

I AM STILL MOVING TOWARDS SERVING OUT MY TERM AS BOROUGH PRESIDENT AND THEN CONTINUE TO EVALUATE THE AXIS CITYWIDE.

WHEN I LOOK AT WHAT HAPPENED HERE IT MAKES ME BELIEVE IT'S EVEN MORE IMPORTANT TO UTILIZE MY SKILLS AS COMPUTER PROGRAMMING AND UNDERSTANDING REALTIME GOVERNMENT, MY UNDERSTANDING HANDLING CRISIS, BEING AN LIEUTENANT IN THE POLICE DEPARTMENT DURING 9/11 AND EVENTUALLY BECOMING CAPTAIN, KNOWING HOW THE FUNCTIONALITIES OF THE CITY MUST HANDLE CRISIS LIKE THIS.

THIS PANDEMIC IS NOT ONE OF THOSE 100-YEAR STORMS.

SCIENTISTS ARE TELLING US THAT THE IMPACT OF SUPERBUGS BECAUSE OF THE OVER USE OF ANTIBIOTICS IS SOMETHING WE NEED TO GET READY FOR.

WE MAY GET MORE PANDEMICS.

WE NEED TO MANAGE THE CITY IN A MORE EFFECTIVE WAY.

WHAT I HAVE DONE IN MY PROJECTAL BELLVIEW HOSPITAL FIRST OF ITS TIME THAT DEALS WITH REVERSING DIABETES AND UNDERSTANDING THE IMPORTANCE OF HEALTH CARE.

AND WHAT WE'RE DOING AROUND EDUCATION AND TECHNOLOGY.

AND SO, YES, I WOULD LIKE TO CONTINUE TO DO THE BEST JOB THAT I COULD DO AS BOROUGH PRESIDENT AND THEN PUT MY RECORD AND MY VISION TO THE VOTERS OF THE CITY OF NEW YORK IF OUR TEAM COMES TO THE FINAL ANALYSIS THAT WE WANT TO RUN WE ARE LOOKING FORWARD TO DOING SO AND SHOWING HOW THIS GREAT CITY COULD RUN IN AN EFFECTIVE MATTER TO DEAL WITH THE REAL CAL CRISIS OF BALANCINE BOOKS, IMPROVING HOUSING AND EDUCATION AND ACCESS TO HEALTH CARE.

THESE ARE REAL ISSUES THAT CORONAVIRUS HAS FORCED US TO EXAMINE AND PART OF THE CONVERSATION I'VE BEEN HAVING PRE-CORONAVIRUS AND IS GOING TO BE HERE POST-CORONAVIRUS.

SO, BOROUGH PRESIDENT, WHAT HAVE BEEN THE BIGGESTLE LESSONS YOU'VE LEARNED AS A RESULT OF THIS CRISIS AS AN ELECTED OFFICIAL, AND AS A NEW YORKER AND AS A HUMAN BEING.

IT'S A TERM I USE OFTEN.

IT WAS ALWAYS IGNORED, REALTIME GOVERNANCE.

OUR CITIES IN ACROSS AMERICA AND EVEN HERE IN NEW YORK, WE CREATE CRISIS AND THEN WE GOVERN TO THE CRISIS WE CREATED.

WE HAVE NEVER RECEIVED OUR MONEY'S WORTH FROM OUR VARIOUS AGENCIES AND ARE NOT OPERATING IN UNISON.

I THINK EVERY AGENCY IN OUR CITY MUST DO THE SAME.

WE MUST SWITCH OUR CITY TO A REALTIME GOVERNANCE MODEL ON HOW YOU GOVERN IN REALTIME.

YOU CAN'T RUN CITIES ANY MORE ANNUALLY.

YOU CAN'T LOOK AT ANNUAL AND WEEKLY REPORTS IN A CITY WHERE THINGS HAPPEN AT A RAPID PACE.

I THINK THAT'S WHAT WE NEED AND THOSE ARE THE LESSONS I SEE COMING OUT OF THIS.

HOW DO WE USE REALTIME DATA TO ANALYZE THE DECISIONS WE MAKE AND WE DON'T MAKE THEM IN THE DARK.

MADE A LOT OF DECISIONS IN THE DARK IN THE LAST FEW WEEKS AND WE NEED TO STOP DOING THAT AND MOVE THIS CITY TO OPERATING FUNCTION CORRECTLY.
