METROFOCUS: APRIL 18, 2019

April 19, 2019 at 5:30 am

Easter Sunday arrives along with a fare increase for riders of our city’s subways and buses. We have the details. Plus, a mother and her daughters are hoping their marijuana harvest helps them achieve their American dream. And, it’s been 20 years since the massacre at  Columbine, yet the school shootings continue. A look for answers and possible solutions. Also, it was 30 years ago that a young woman was brutally raped and left for dead. The Central Park Five were arrested, convicted and served significant time for that crime. We’re re-opening the files on a case that rocked the nation.

Aired on April 18, 2019.

>>> TONIGHT ON "METROFOCUS,"
FORGET CHOCOLATE BUT NOTTIES AND
PAINTED EGGS.
EASTER SUNDAY ARRIVES WITH A
GIFT THIS YEAR IN THE FORM OF A
IRIF A INCREASE FOR RIDERS OF
THE SUBWAYS AND BUSES.
WOMEN AND WEED.
FIND OUT HOW ONE MOTHER AND
DAUGHTER HAVE TEAMED UP FOR
THEIR AMERICAN DREAM.
IT'S BEEN 20 YEARS SINCE THE
MASSACRE AT COLUMBINE OCCURRED.
YET WE ARE STILL PLAGUED BY
DEADLY SCHOOL SHOOTINGS AND MASS
GUN VIOLENCE.
IN MOMENTS, A LOOK BACK AT THAT
HORRIBLE DAY NOW SEARED INTO
AMERICA'S HISTORY.
AND "THE NEW YORK TIMES" IS
CALLING IT ONE OF THE MOST
PUBLICIZED CRIMES OF THE 1980s.
30 YEARS AGO THIS WEEK A YOUNG
WOMAN OUT FOR A RUN IN CENTRAL
PARK WAS BRUTALLY RAPED, BEATEN
AND LEFT FOR DEAD.
FIVE MEN OF COLOR WERE ARRESTED,
CONVICTED AND SERVED SIGNIFICANT
TIME FOR THAT CRIME.
YET, IT WAS DETERMINED THAT THEY
WERE ALL INNOCENT.
IN MOMENTS, WE'RE REOPENING THE
FILES ON THE CENTRAL PARK JOGGER
CASE THAT ROCKED THE NATION.
THOSE STORIES AND MORE AS
>>> "METROFOCUS" STARTS RIGHT
NOW.

>>> GOOD EVENING.
WELCOME TO "METROFOCUS."
BIG CHANGES ARE COMING FOR THE
MILLIONS OF NEW YORKERS WHO
DEPEND ON THE CITY TRANSIT
SYSTEM.
TO BEGIN WITH, RIDING THE SUBWAY
BUS OR TRAIN IS ABOUT TO GET
MORE EXPENSIVE AND THAT'S
BECAUSE THE LATEST ROUND OF MTA
FARE HIKES WILL KICK IN THIS
WEEKEND.
FOR L TRAIN RIDERS, THAT MEANS
THEY'RE ABOUT TO GET LESS FOR
MORE SINCE NEXT WEEK MARKS THE
OFFICIAL START OF THE MUCH
ANTICIPATED PARTIAL L TRAIN
SHUTDOWN.
AND PERHAPS THE BIGGEST CHANGE
OF ALL, METRO CARS WILL SOON BE
A THING OF THE PAST AS THE CITY
BEGINS ROLLING OUT A NEW PAYMENT
SYSTEM THAT WILL EVENTUALLY
PLACE THE YELLOW CARS THAT HAVE
BEEN IN USE FOR MORE THAN 25
YEARS.
JOINING US TO SORT IT ALL OUT,
THE A.M. NEW YORK REPORTER.
>> LET'S GET TO IT.
WHAT ARE THE FARE HIKES AND WHO
WILL IT HIT THE WORST?
>> RIGHT.
SO THIS IS PART OF THE BIENNIAL
FARE HIKES THEY'VE BEEN DOING
FOR A DECADE.
THE MONTHLY CARD WILL GO UP FROM
$121 TO $127.
THE WEEKLY CARD WILL GO UP TO
$33.
THE BASE FARE, $2.75, WILL STAY
THE SAME ALBEIT WITHOUT THE
PURCHASING BONUS.
>> THAT'S A BIG BONUS.
>> IF YOU'RE PAYING FOR A SWIPE,
THAT WILL HIT YOU HARD.
>> WE REMEMBER THE EXPOSE THAT
"THE NEW YORK TIMES" DID A
COUPLE YEARS AGO ABOUT THE
SUBWAY SYSTEM.
AND I THINK IT MADE IT PRETTY
CLEAR THAT THE PROBLEM WASN'T SO
MUCH THE REVENUES AS THERE ARE
PROBLEMS WITH THE REVENUES, AS
THE EXPENDITURES.
PARTICULARLY IN LABOR AND
MANAGEMENT.
AS THESE FARE HIKES COME TO BE,
I THINK, ON EASTER SUNDAY.
DID ANYBODY DEAL WITH THE
EXPENDITURES?
>> RIGHT.
THAT'S A BIG PROBLEM WITH THE
MTA, THE MANAGEMENT WITH.
THESE HIKES, THEY'RE SORT OF
PROMISING THAT THEY'LL GET THEIR
ACTING TOGETHER.
THEY HAVE A HIRING FREEZE GOING
ON.
THEY'RE TRYING TO CUT $500
MILLION FROM THE VARIOUS
AGENCIES.
THEY'RE FACING SIGNIFICANT
BUDGET CUTS.
EVEN WITH THESE HIKES GOING INTO
EFFECT IN THE OFF YEARS.
>> THEY'RE SAYING IT IS JUST TO
KEEP IT GOING.
>> IT BASICALLY STAVES OFF
SERIOUS CUTS.
THEY'RE STILL REALLY STRUGGLING.
THIS IS A HUGE CHALLENGE FOR THE
MTA.
EVEN WITH THE INFLUX OF CASH
FROM CONGESTION PRICING AND ALL
THAT, THAT DOESN'T ADDRESS THE
OPERATING SIDE OF THINGS.
>> LET'S TALK ABOUT THE L TRAIN
REPAIRS.
THEY'RE BEGINNING FOR REAL IN A
WEEK.
YOU'VE WRITTEN ABOUT THE ANXIETY
PEOPLE ARE FEELING ABOUT THAT.
TALK ABOUT IT.
>> A BIT OF A DOUBLE WHAMMY.
WE'RE NOT HAVING A FULL L TRAIN.
IT SHUT DOWN.
WE'RE DOING A PARTIAL SHUTDOWN
ON NIGHTS AND WEEKENDS SO TRAINS
WILL BE RUNNING EVERY 20 MINUTES
OVERNIGHT, STARTING, RAMPING
DOWN AT 8:00 P.M. AND ALL
THROUGH THE WEEKEND.
THAT CAN BE A SIGNIFICANT
SERVICE DECLINE FOR THE WEEKEND,
ESPECIALLY WHEN THROUGH UNION
SQUARE, FOR INSTANCE, WE HAVE
TRAINS RUNNING EVERY FOUR OR SIX
MINUTES DURING THE WEEKEND.
>> SO WHEN THE L TRAIN WAS
SUPPOSED TO BE CLOSED DOWN
COMPLETELY FOR 15 MONTHS, THERE
WERE THESE MITIGATING PLANS THAT
WERE IN THE WORKS LIKE DEDICATED
LANE ON 14th STREET FOR BUSES
ONLY.
MORE TRAINS FOR OTHER LINES THAT
L TRAIN USERS MIGHT USE.
ARE THEY STILL IN PLACE?
>> SOME OF THEM ARE.
SO THE SUBWAY, THE SUBWAY
ENHANCEMENTS ARE STILL IN PLACE.
YOU WILL SEE IT BOOSTED.
THE BUS SERVICE IS STILL A
LITTLE BIT OF A QUESTION
MARSHALL.
THE MTA WILL IMPROVE THE BUS
SERVICE ON 14 STREET.
THE BUS SERVICE IS IN LIMBO.
IT WAS QUIETLY MOTH BALLED.
IT WASN'T REALLY NECESSARY.
ALTHOUGH THE ADVOCATES KIND OF
DISAGREE.
THERE ARE A LOT OF PEOPLE TO
MOVE OVERNIGHT.
THE PROBLEM WITH THE L TRAIN, OR
MAYBE A GOOD THING ABOUT THE L
TRAIN, IT SERVES PEOPLE ALL
THROUGHOUT THE DAY.
PEOPLE ARE TAKING IT THROUGH THE
DAY.
OVERNIGHT.
SO THERE IS REALLY A CHALLENGE
24/7.
>> WE HAVE ABOUT A MINUTE LEFT.
TALK ABOUT THE NEW PAYMENT
SYSTEM IN THE WORKS.
WHEN WILL IT START?
WHEN WILL WE SAY GOODBYE FOREVER
TO THE YELLOW CARD?
>> RIGHT.
SO THE METRO CARD WILL BE AROUND
UNTIL 2023.
SO YOU'LL BE ABLE TO PAY WITH
THAT.
THE NEW FARE PAYMENT SYSTEM
WHICH USES THE CONTACT LISTS,
BANK CARDS, EVENTUALLY IT WILL
USE A MOBILE APP.
THAT WILL START WITH A VERY
SMALL PILOT ON THE LEXINGTON
AVENUE LINE AT THE END OF NEXT
MONTH.
ABOUT 16 STATIONS FROM BARCLAY
CENTER.
THEY'LL BE ABLE TO USE, THOSE
RIDERS WILL BE ABLE TO USE A
BANK CARD TO TAP IN.
INSTEAD OF HAVING TO WAIT IN
LINE.
ULTIMATELY, IT WILL OPEN THE
DOOR FOR NEW FARE PAYMENT
POLICIES LIKE FARE CAPPING WHERE
THEY DECIDED TO BUY A MONTHLY OR
DAILY OR WEEKLY METRO CARD.
THE MTA CAN SIMPLY TAP THE FARES
IF THEY WERE IN CERTAIN TIMES IN
THE MONTH.
>> ALL RIGHT.
THANK YOU.
WE'LL SEE HOW THIS ALL WORKS
OUT.
>> NO PROBLEM.
THANK YOU.
>>> CANNABIS.
IT'S A BURGEONING NEW INDUSTRY
THAT SOME SAY HAS THE POTENTIAL
TO CHANGE THE WAY WE TREAT
AILMENTS AND REVOLUTIONIZE THE
PHARMACEUTICAL INDUSTRY.
WITH NEW BUSINESS COMES NEW
PROBLEMS.
WHILE LAWMAKERS IN ALBANY HAVE
LOOKED AT WHETHER OR NOT TO MAKE
RECREATIONAL USE LEGAL, ONE
ORGANIZATION, WOMEN GROW, WANTS
TO MAKE SURE THE INDUSTRY
DOESN'T BECOME ANOTHER MALE
DOMINATED BUSINESS.
THEY'RE PROVIDING SUPPORT TO
WOMEN ENTREPRENEURS SO THERE
WON'T BE A GLASS CEILING TO
BREAK LATER ON.
>> WE WANT TO SEE MORE WOMEN IN
THE FOREFRONT OF THIS INDUSTRY.
WE'RE LOOKING TO CULTIVATE
BUSINESS LEADERS WHO ARE GOING
TO EITHER LEAD OUR BUSINESSES,
COME UP WITH YOUR NEXT
ENTREPRENEURIAL SUCCESSFUL
PHASE.
WHO ARE LOOKING TO PERHAPS HOLD
SEAT ON THESE CORPORATE BOARDS
THAT ARE ESTABLISHING THEMSELVES
IN THE INDUSTRY.
>> THIS IS THE EXECUTIVE VICE
PRESIDENT OF WOMEN GROW, A
PROFESSIONAL NETWORKING
ORGANIZATION DEDICATED TO
EMPOWERING AND INSPIRING WOMEN
INTERESTED IN THE BURGEONING
CANNABIS INDUSTRY.
>> SO HERE WE ARE.
WE HAVE THE BRAND NEW INDUSTRY
THAT IS JUST MATURING NOW.
RIGHT?
WE'RE AT THE INFANCY STAGE.
WHY NOT ADDRESS THE ISSUES WE
ALREADY SEE?
WE SEE MEN AT THE FOREFRONT.
AND HONESTLY, WE SEE MORE WHITE
MEN AT THE FOREFRONT.
AND THERE IS NOTHING WRONG WITH
THAT BUT WE WOULD LIKE TO SEE
WOMEN AT THE FOREFRONT.
AND WE WOULD LIKE TO SEE OUR
SOCIETY ACROSS THE BOARD BE
REFLECTED IN THE INDUSTRY.
>> ONE COMPANY THAT EMBODIES
FEMALE DRIVES IN THE CANNABIS
BUSINESS IS NEW YORK STATE'S
ONLY FEMALE OWNED MEDICAL
MARIJUANA LICENSEE.
THE COMPANY HAS DISPENSARIES
ACROSS THE STATE AND THE
PRODUCTION FACILITY IS LOCATED
IN CHESTERTOWN IN THE SOUTH
EASTERN ADIRONDACKS.
IT WAS FOUNDED BY THREATEN
MEMBERS OF THE PECKHAM FAMILY.
>> I THINK PARTICULARLY IN THE
MEDICAL MARINE INDUSTRY, IT IS
IMPORTANT TO HAVE WOMEN
REPRESENTATION.
WOMEN ARE OFTEN THE CARE TAKERS.
>> AFTER WATCHING HER MOM CARE
FOR A DYING GRANDPARENT, IT WAS
A DOCTOR WHO SUGGESTED THE
PECKHAMS CONSIDER MEDICAL
MARIJUANA AS AN ALTERNATIVE TO
ALLEVIATE ALL THE SIDE EFFECTS
FOR MULTIPLE PHARMACEUTICAL
PRESCRIPTIONS.
BUT HILLARY AND HER MOM KNEW, IF
THEY WERE GOING TO START A
COMPANY, THEY WANTED TO KEEP
WOMEN AT THE FOREFRONT.
>> IT SHOULD BE MORE THAN JUST 1
IN 10 AS A WOMEN-OWNED COMPANY.
I THINK MORE WOMEN ARE TRYING TO
GET INVOLVED.
IF YOU LOOK AT THE DOT COM BOOM,
IT LOOKED LIKE WOMEN WOULD GET
INVOLVED AND THAT WAS A REAL
OPPORTUNITY FOR THEM BUT IT
TURNED OUT THAT WASN'T WHERE A
LOT OF THE INITIAL SKILL SET, OR
THE INVESTMENT COULD COME SO
WOMEN ARE NOT REPRESENT IN TECH.
>> NOT ONLY IS THE FOCUS ON THE
MEDICAL USE OF CANNABIS, THE
COMPANY IS KEEPING AN EYE ON THE
DEVELOPING RECREATIONAL
LEGISLATION.
>> SO IT LOOKS LIKE NEW YORK IS
AT LEAST CONSIDERING THE
POSSIBILITY OF LEGALIZING
MARIJUANA USE FOR EVERYONE IN
THE STATE.
AND WE'RE DEFINITELY EXCITED
ABOUT THE OPPORTUNITY.
AND AS A COMPANY, WE'RE VERY
PASSIONATE.
NO MATTER WHAT DIVISION MEDICAL
OR OUR ADULT USE, THAT PEOPLE
HAVE ACCESS TO SAFE AND HIGH
QUALITY CANNABIS.
AND TO MAKE SURE THAT IT IS
REGULATED IN A WAY THAT THE
CONSUMER IS PROTECTED.
>> ON THIS SIDE, THERE IS A MESH
FILTER.
>> WALKING THROUGH THE UPSTATE
FACILITY, HILLARY SHOWS OFF THE
NURSERY AND GREENHOUSE.
>> THESE MANHUNTS O, THESE PLAN
ONLY HAVE ONE LIFE CYCLE.
YOU WILL SEE THESE ONES I SHOWED
YOU.
THEY ARE MUCH SMALLER.
THEY START TO PRODUCE THIS.
THESE AREAS HERE, THEY HAVE THE
HIGHEST CONTENT OFWHAT WE EXTRA
OUT OF THE PLANT.
ONCE THEY REACH THE FINAL STAGE,
WE HARVEST THEM AND WE TAKE BUD
OFF OF THEM AND THEN THAT IS
DRIED AND PUT INTO WHAT WE CALL
THE PACKET.
SO YOU WILL TAKE A SAMPLE HERE
AND THIS IS NOT READY YET FOR
EXTRACTION.
BUT YOU WILL SEE THAT IT IS
FILLED WITH BUDS.
IT IS COMPLETELY DRIED.
AND THEN IT IS GROUND AND MADE
INTO THESE EXTRACTION PACKS THAT
ALLOW FOR US TO GET MORE
MERCURIAL INTO OUR MACHINE TO
GET ALL THE OIL OUT AND START TO
DO SOME PRODUCTS.
>> EACH TEAM PRODUCES OIL
EXTRACTIONS INTO DIFFERENT FORMS
AND THEY ARE ARRANGED BY THEIR
THC OR CBD LEVELS.
SHE REMEMBERS WHAT IT WAS LIKE
AS IT FIRST GOT OFF THE GROUND.
>> WE WOULD WALK INTO A MEETING.
IT WAS MALE DOMINATED AND NO ONE
WAS LOOKING AT THEM.
THEY WERE SPEAKING WITH ME.
>> FIRST I CAN TELL YOU AS A
YOUNG WOMAN, IT HAS BEEN MUCH
HARDER, I THINK FOR ME THAN MALE
PEERS TO GAIN RESPECT AND GET
JUST INVESTMENT MONEY.
I'LL BE TALKING TO THEM AND THEY
SAY THINGS LIKE, OH, YOU'RE SURE
SPUNKY.
HAVE YOU TALKED TO JOHN DOE OVER
HERE?
HE SEEMS LIKE A REAL
BUSINESSMAN.
>> IT IS EXACTLY THE KIND OF
BUSINESS WOMEN GROW WANTS TO SEE
MORE OF.
AS MORE STATES MOVE TOWARD
MARIJUANA LEGALIZATION.
TO ENSURE MORE WOMEN ARE ABLE TO
GET INTO THE BUSINESS, THEY SAY
WOMEN GROW INTENTIONALLY
ADDRESSES START-UP ISSUES LIKE
LICENSING, LEGAL ADVICE,
ADVERTISING AND THE ALL
IMPORTANT START-UP INGREDIENT,
CAPITAL.
>> YOU CAN'T GET A LOAN IN THE
CANNABIS INDUSTRY.
AS OF RIGHT NOW IT IS STILL
FEDERALLY ILLEGAL.
SO THE FUNDING AND THE CAPITAL
TO SUPPORT THESE BUSINESSES
REALLY HAS TO COME FROM PRIVATE
INVESTMENTS.
AND THIS IS WHERE WOMEN
STRUGGLE.
>> BOTH AGREE THAT NEW YORK IS
IN A UNIQUE POSITION TO MAKE ITS
LEGISLATION FOR LEGALIZATION
FAIR AND EQUITABLE TO ALL.
FOR HILLARY, THAT STARTS WITH
EQUAL ACCESS TO CAPITAL AND
SUPPORT TO GROW.
>> AS YOU SEE MORE STANDARDIZED
INVESTMENT, I THINK IT WILL BE
EVEN MORE MALE DOMINATED.
WHICH IS WHY I THINK IT IS
REALLY IMPORTANT THAT WOMEN GET
INVOLVED NOW.
THAT WOULD HELP MAKE SURE THERE
IS A VOICE THAT CARRIES.
>> WE'RE TRYING EXPAND
NATIONALLY.
WE JUST GOT LICENSED IN
CALIFORNIA.
SO WE'RE HOPING TO KEEP GROWING
THE COMPANY AND SETTING THE GOAL
OF ALWAYS BEING WOMEN OWNED AND
ALWAYS HAVING WOMEN IN
LEADERSHIP.
FOR "METROFOCUS."
I'M JENA FLANNIGAN.
>>> 1999, ON THAT DAY, TWO
HEAVILY ARMED STUDENTS, ERIC
HARRIS AND DYLAN KLEBOLD WALKED
INTO THEIR HIGH SCHOOL AND
KILLED 13 PEOPLE BEFORE TURNING
THEIR GUNS ON THEMSELVES.
IT IS NOW FOREVER SEARED INTO
THE NATION'S PSYCHE AS IS THE
NAME OF THE SCHOOL BY WHICH THE
MASSACRE WILL ALWAYS BE KNOWN.
COLUMBINE.
IT WAS AT THE TIME THE DEADLIEST
SCHOOL SHOOTING IN AMERICA'S
HISTORY BUT SINCE THEN, THERE
HAS BEEN A PROLIFERATION OF MASS
SLAUGHTERS, SOME OF THEM
COMMITTED BY THE COLUMBINE
KILLERS.
WHAT HAVE WE LEARNED SINCE
COLUMBINE IS THIS WHY DO MASS
SHOOTINGS CONTINUE IN THIS
COUNTRY?
WHAT HAPPENS TO COMMUNITIES THAT
HAVE BEEN VICTIMS OF THESE
EVENTS WHEN THE TV CAMERAS GO
AWAY?
COULD THINGS REALLY CHANGE AFTER
PARKLAND?
JOINING US TO TALK ABOUT ALL
THIS, THE AUTHOR OF THE BOOK,
COLUMBINE, WIDELY CONSIDERED THE
DEFINITIVE HISTORY OF THE
COLUMBINE SHOOTING.
DAVE, THANK YOU FOR JOINING US.
>> THANKS FOR HAVING ME.
>> NOW, DAVE, WHAT ARE THE CHIEF
LESSONS THAT WE SHOULD HAVE
LEARNED FROM COLUMBINE AND HAVE
WE BY AND LARGE LEARNED THEM?
>> WELL, THERE ARE LESSONS AND
WE'VE GOTTEN EITHER AN "A" OR AN
"F."
THE COPS HAVE COMPLETELY CHANGED
THEIR TACTICS.
SCHOOLS HAVE CREATED LOCKDOWN
DRILLS AND TRAINED TEACHERS AND
STUDENTS FOR ALL SORTS OF
THINGS, ADDED ALL SORTS OF
SECURITY MEASURES.
I WOULD GIVE AN "A" ON THAT.
IN TERMS OF GETTING THE TEACHERS
AND ESPECIALLY STUDENTS TO BE
AWARE, IN THE SEE SOMETHING, SAY
SOMETHING IDEA, AND KIDS
REPORTING THEM TO FOIL THINGS
BEFORE THEY HAPPEN, ALSO DOING
FANTASTIC.
MANY MORE ARE FOILED NOW THAN
ACTUALLY GO THROUGH.
BUT THEN A COUPLE OTHER AREAS
WHERE WE'VE FAILED MISERABLY.
AND MOST OF THESE TURN OUT TO
BE, THE VAST MAJORITY TURN OUT
TO BE SUICIDALLY DEPRESSED KIDS.
THEY REALLY START FUNDAMENTALLY
AS A SUICIDE WHICH BECOMES AN
AGGRESSIVE HOMICIDE AS WELL.
SO THE ISSUE IS TEEN DEPRESSION
AND EVEN SCREENING FOR TEEN
DEPRESSION.
WE HAVE DONE ZERO.
SO THAT'S APPALLING.
WE GET AN "F" THERE.
MAYBE WORST OF ALL IS THE GUNS
ISSUE.
WHERE THESE ONLY HAPPEN AFTER
THE MASSIVE NUMBERS BECAUSE OF
GUNS.
NOT ONLY AN "F."
WE'VE ACTUALLY RETREATED.
AT THE TIME OF COLUMBINE, THERE
WAS AN ASSAULT WEAPONS BAN WHICH
HAS EXPIRED.
SO WE'VE MADE ZERO PROGRESS AND
WE'VE GONE BACKWARDS.
>> LET'S TURN TO THE MEDIA.
AS YOU KNOW, SOME CRITICS ARGUE
THAT THE MEDIA IS IN SOME WAY,
COMPLICIT WITH THESE KILLINGS.
BECAUSE AT LEAST PART OF
MOTIVATION IS TO GET WIDE
ATTENTION AND THEY KNOW THEY
WILL, AFTER THE EVENT, FROM 24/7
COVERAGE IN THE MEDIA.
WOULD YOU GO THAT FAR?
>> I THINK THE MEDIA IS TOTALLY
COMPLICIT.
WHEN YOU SEE THESE KILLERS,
THEY'RE LASHING OUT.
IT IS NOT SO MUCH ABOUT SEEKING
FAME OR NOTORIETY.
IT IS MORE A DESIRE TO BE HEARD
AND TO FEEL POWERFUL.
NEARLY ALL OF THEM FEEL HELPLESS
AND HOPELESS.
THEY FEEL EXCLUDED AND KIND OF
PATHETIC.
SO THEY'RE AT THE END OF THEIR
ROPE.
AND THEY'RE JUST LITERALLY DYING
FOR ATTENTION.
TO FEEL POWERFUL AND TO FEEL
HEARD.
SO WE IN THE MEDIA GIVE THEM THE
MICROPHONE.
THE POWER, THE FOUR TO FIVE DAYS
OF GLORY WHERE THEY'RE THE
BIGGEST STAR IN THE WORLD.
SO WE ARE HANDING THAT TO HELP.
PARKLAND REALLY FIT THAT SCRIPT.
EVERYONE KNOWS THEM.
BECAUSE THEY MADE THEMSELVES
MORE INTERESTING THAN THE
KILLER.
MOST PEOPLE DON'T EVEN KNOW WHAT
THE KILLER'S NAME IS.
SO PERHAPS THEY'VE CREATED A
TEMPLATE WHERE OTHER SURVIVORS
FOLLOW IN THEIR FOOTSTEPS AND DO
THE SAME THING.
NOW MAYBE THE VICTIMS WILL BE
MORE INTERESTING THAN THE
KILLERS AND WE'VE DIMINISHED THE
KILLERS.
INSTEAD OF THE MEDIA DOING IT,
MAYBE THE SURVIVORS CAN DO IT.
THEY'VE SEEN SO MUCH LESS
TRAUMATIZED.
THE COLUMBINE VICTIMS, IT WAS
SUCH A LEFT HOOK, RIGHT HOOK OUT
OF NOWHERE.
IT WAS ATTE
IT WAS TANTAMOUNT TO ALIENS
ATTACKING.
IT WAS SHOOTERING THE WORLD VIEW
OF WHAT WAS SAFE AND WHAT
DANGERS WERE OUT THERE AND
THINGS THEY HAD NEVER
CONSIDERED.
SO THAT WAS JUST THIS
UNTHINKABLE THING THAT HAPPENED
AND SHATTERED THE WORLD VIEW.
WITH PARKLAND, THEY DIDN'T GO
THROUGH IT THAT WAY.
IT WAS MORE LIKE, A HORRIBLE
FIRE HAD COME TO THE SCHOOL.
I SAY THAT BECAUSE THEY DID FIRE
DRILLS, LOCK DOWN DRILLS.
THESE ARE KNOWN THROUGHOUT THE
BEST PART OF THE WORLD.
A LOCKDOWN DRILL.
THEY KNOW IT WILL HAPPEN TO
SOMEONE AND NOW IT HAPPEN TO US.
SO WHEN IT SWEPT THROUGH, IT
WOULD BE AWFUL.
FRIENDS ARE DEAD BUT FIRES
HAPPEN.
IT DIDN'T SHATTER OUR WORLD VIEW
THAT THERE WAS A FIRE.
NOW, TO TAKE THAT ANALOGY A
LITTLE FURTHER, IF THERE WERE
ONGOING FIRES BECAUSE BUILDINGS
WERE BEING IGNORED, AND WE COULD
DO SOMETHING AND WE WERE NOT,
AND WE WERE LETTING KIDS DIE BY
ALL THESE FIRES, THAT IS WHAT
THIS IS HERE.
THERE IS THIS KNOWN THREAT.
ALL WE DO IS PLAN FOR AFTER
SOMEBODY IS SHOOTING SOMEBODY.
AND WE HAVEN'T DONE ANYTHING TO
STOP THE PROBLEM SO THESE KIDS,
THEY GREW ONE THIS KNOWN THREAT
BUT REALLY PISSED OFF.
WHY IS THERE THIS THREAT AND
YOU'RE LETTING US DIE.
YOU'RE CHOOSING TO LET YOUR KIDS
DIE.
AND IT MAY BE YOUR KIDS NEXT,
WHO KNOWS?
BUT SOME OF US WILL DIE.
>> ALL RIGHT.
THANK YOU SO MUCH FOR JOINING US
TODAY.
>> THANK YOU FOR HAVING ME.
AN IMPORTANT TOPIC.
APPRECIATE IT.

>>> MAYOR ED KOCH CALLED AT THIS
TIME CRIME OF THE CENTURY ON.
APRIL 19, 1989, A YOUNG FEMALE
JOGGER WAS BRUTALLY BEATEN AND
RAPED IN CENTRAL PARK.
WITHIN DAYS, FIVE TEENAGERS WERE
ARRESTED AND CONFESSED TO THE
CRIME.
THEY BECAME KNOWN AS THE CENTRAL
PARK FIVE.
AND THE CRIME AND THEIR
SUBSEQUENT TRIAL BOTH RIVETED
AND DIVIDED THE CITY.
NOW, 30 YEARS LATER, AFTER THE
ORANGE CRIME, THE MEMORY OF THE
MEDIA FRENZY OVER THE CENTRAL
PARK JOGGER CASE REMAINS A FLASH
POINT FOR THOSE WHO LIVED IT.
JOINING US TO TALK ABOUT THAT
MOMENT IN TIME IN NEW YORK
HISTORY, MARVIN SCOTT WHO
COVERED THE SKOIR AS AN ANCHOR
AND REPORTER ALL THOSE YEARS
AGO.
WELCOME BACK TO THE PROGRAM.
>> GOOD TO BE WITH YOU.
>> ABSOLUTELY.
SO YOU WERE A REPORTER.
I WAS A KID AT THE TIME.
BUT PLEASE, TAKE US BACK TO NEW
YORK OF 1989.
WHAT WAS THE CITY LIKE IN.
>> TENSE.
THERE WAS FEAR THAT PERMEATED
THE CITY.
CRIME WAS A RECORD HIGH AT THAT
TIME.
WE HAD A CRACK EPIDEMIC.
YOU HAD GANG VIOLENCE, MURDERS,
SOMEWHERE AROUND, MORE THAN 12
MURDERS A WEEK BACK THEN.
SO THE CITY WAS GRIPPED IN FEAR
AT THIS PARTICULAR TIME.
WHEN THIS STORY DEVELOPED, YOU
HEARD WHAT ED KOCH AND OTHERS
SAID.
THIS RIVALED ANY CRIME THRILLER
BACK THEN.
30 YEARS AGO, THAT STORY STIRS
AS MUCH CONTROVERSY AS IT DID
BACK THEN.
BECAUSE THERE ARE SKEMTPTICS.
THE POLICE DID THEIR JOB
METICULOUSLY, AS MAYOR BLOOMBERG
SAID AT ONE POINT.
AND THEN THE JUSTICE REFORM
ADVOCATES SAY JUSTICE WAS
SERVED.
THIS WAS ALL A RUSH TO JUDGMENT.
THERE ARE SO MANY TWISTS AND
TURNS IN THIS STORY THAT
OCCURRED THAT WEDNESDAY NIGHT ON
APRIL 19th, 1989.
POLICE MADE ARRESTS WITHIN A
MATTER OF HOURS AND THEY PICKED
UP AND CHARGED, WELL, BEFORE
THEY CHARGED, THEY PICKED UP
FIVE BOYS, KNOWN AS THE CENTRAL
PARK FIVE.
THEY RANGE IN AGE FROM 14 TO 16.
THEY QUESTIONED THEM,
INTERROGATED THEM, FOR 24, 14 TO
30 HOURS, AS I REMEMBER THE
FIGURE.
AND DURING THAT TIME, THEY KEPT
PUMPING THEM FOR MORE DETAILS
ABOUT THE RAPE AND THE ATTACK.
THE BOYS LATER CLAIMED THAT THEY
WERE DEPRIVED OF FOOD, DEPRIVED
OF DRINK, DEPRIVED OF SLEEP.
>> AND THAT KIND OF GOES INTO
ONE OF THE QUESTIONS THAT SO
MANY PEOPLE WOULD HAVE ABOUT A
CASE LIKE THIS.
WHY WOULD THEY CONFESS TO
SOMETHING THAT THEY CLAIMED THEY
DID NOT DO?
>> ONE OF THE REPORTS THAT CAME
OUT AT THE TIME WAS THAT THEY
MADE A DEAL WITH POLICE.
YOU TELL US WHAT HAPPENED THAT
NIGHT.
WE'LL LET YOU GO HOME AND
EVERYTHING WILL BE OKAY.
AND REPORTEDLY, THE BOYS SECOND
THAT.
AND THEY PROVIDED STORIES BUT
THERE WAS SOMETHING INTERESTING
ABOUT THAT.
BECAUSE THERE WERE
INCONSISTENCIES IN THE STORY.
FIVE BOYS THAT WERE INVOLVED IN
A CRIME WOULD HAVE ALL HAD THE
SAME TALE.
THEY TOLD DIFFERENT TALES.
A COUPLE OF THEM TALKED ABOUT
STABBING THE VICTIM BUT THERE
WERE NO STAB WOUNDS ON THE
VICTIM.
INTERESTING TO KNOW, TOO, POLICE
DID NOT FIND ANY DNA EVIDENCE OF
THE BOYS AND THERE WAS ONLY
LIMITED PHYSICAL EVIDENCE OF THE
BOYS BEING INVOLVED IN THE
ATTACK.
>> IT IS INTERESTING THAT YOU
MENTION THAT HAD THEY DIDN'T
FIND ANY DNA FROM THE THEN BOYS
EVENTUALLY GROWN MEN.
THEY DID FIND SOME DNA.
THAT'S ACTUALLY WHAT SET THEM
FREE.
>> THAT IS WHAT SET THEM FREE.
INITIALLY, POLICE AT THE SCENE
DID FIND DNA.
DID NOT MATCH THE BOYS BUT IT
REMAINED UNKNOWN DNA FOR ABOUT
13 YEARS.
THAT'S WHEN ONE OF THE BOYS,
KEVIN WISE, HE WAS TRIED AS AN
ADULT.
HE WAS SENTENCED TO 15 YEARS.
HE WAS SERVING TIME.
I BELIEVE IT WAS AT RIKERS.
HE MET A SERIAL KILLER MAX TIEAS
REYES.
HE HAD BEEN IN FOR A NUMBER OF
RAPES.
HE WOULD BREAK INTO APARTMENTS
AND RAPE WOMEN.
HE HAD BEEN CONVICTED OF A RAPE
EARLIER IN CENTRAL PARK AND HE
WAS IN NOW, 33 YEARS TO LIFE.
THAT'S THE STORY OF WHAT
HAPPENED.
REYES SAID HE FOUND RELIGION
WHILE INCARCERATED.
AND HE FELT WISE' PAIN.
SO HE TOLD HIM HE DID IT.
NOW, THEY WEREN'T EMPTY WORDS.
BECAUSE ONCE POLICE WENT TO
CHECK THEY CORROBORATED HIS
TALE.
THEY FOUND HIS DNA ON THE
VICTIM.
THEY EVENTUALLY RECEIVED $41
MILLION TO SHARE AMONGST THE
FIVE.
IN 2012, I BELIEVE IT WAS,
DOCUMENT ARIAN IMMORTALIZED
THEM.
HE CLAIMED THEY WERE WRONGFULLY
CONVICTED FOR ONE REASON.
RACISM.
AND THERE WAS MUCH RACISM IN NEW
YORK IN THE LATE 1980s.
IT WAS CHARACTERIZED AS ONE OF
THE MOST SENSATIONAL CRIMES OF
THAT ENTIRE DECADE.
>> ALL RIGHT.
WELL, THE CRIME THAT CONTINUES
TO RIVET SO MANY NEW YORKERS.
THANK YOU FOR SATISFYING US BACK
TO THAT TIME.
I THINK SOMETIMES WHEN WE LOOK
BACK, WE LOOK BACK THROUGH WITH
IT THE LENS OF NOW.
AND IT IS IMPORTANT TO REMEMBER
WHERE WE WERE AS A CITY AND A
COUNTRY IN 1989.
THANK YOU SOMUCH FOR JOINING
US.
>> MY PLEASURE.
