Gov. Andrew Cuomo has entered his third term touting a progressive agenda that includes marijuana legalization, voting reform and protections for reproductive rights.  We are looking at the impact of his proposals on you and your family.

HEALTHCARE PROTECTION, TO
LEGALIZING MARIJUANA, WE WILL
MAKE HISTORY AND NEW YORK WILL
MOVE FORWARD, NOT BY BUILDING A
WALL, MY FRIENDS, BUT BY
BUILDING NEW BRIDGES AND
BUILDING NEW AIRPORTS AND
CREATING NEW MIDDLE CLASS JOBS.

SETTING THE STAGE FOR 2019,
GOVERNOR ANDREW CUOMO BEGAN HIS
THIRD TERM WITH A FIERY SPEECH
ON ELLIS ISLAND, LAYING OUT AN
AMBITIOUS PROGRESSIVE AGENDA
THAT WILL MAKE FULL USE OF THE
NEW DEMOCRATIC-LED LEGISLATURE.
STATING HIS TOP PRIORITIES,
LEGALIZING RECREATIONAL
MARIJUANA, WOMEN'S REPRODUCTIVE
RIGHTS AND FIXING THE CITY'S
SUBWAYS.
INVOKING FRANKLIN DELANO
ROOSEVELT AND HIS OWN FATHER
MARIO CUOMO TO CALL ON THE
NATION TO FOLLOW NEW YORK'S
EXAMPLE, NOT WASHINGTON'S.
WARNING THAT, QUOTE, AMERICA'S
ONLY THREAT IS FROM WITHIN, AS
HE FAULTED THE FEDERAL
GOVERNMENT FOR DEEPENING
DIVISIONS IN AN ALREADY DIVIDED
NATION.
>> I FAULT THEM FOR A FAILURE OF
LEADERSHIP AND GOVERNMENT
MALFEASANCE.
I FAULT THEM FOR MANIPULATING
AND USING THE FEAR AND DEEPENING
THE DIVISIONS FOR THEIR OWN
POLITICAL PURPOSE.

CHRONICLER OF THE GOVERNOR HERE,
WAS ANYTHING THAT HE SAID A
SURPRISE TO YOU AT ALL IN THAT
SPEECH?
>> NOT REALLY.
HE HAD A SPEECH ABOUT THREE
WEEKS AGO IN NEW YORK CITY WHERE
HE LAID OUT A LOT OF THIS.
HE GAVE A FEW MORE SPECIFICS IN
THIS SPEECH, BUT I GUESS IF YOU
WERE TO LOOK BACK, SAY, ANOTHER
18 MONTHS OR SO, ONE THING THAT
WOULD SURPRISE YOU IS THE
GOVERNOR'S TURNABOUT ON
LEGALIZING MARIJUANA.
I SPOKE TO HIM ALONG WITH OTHER
CAPITAL REPORTERS IN SCHENECTADY
UPDATE, I THINK IT WAS FEBRUARY
OF LAST YEAR, WHERE HE CALLED IT
A GATEWAY DRUG.
I THINK HE HAS READ THE
POLITICAL TEA LEAVES A LITTLE
BIT HERE IN 2018 AND NOW GOING
INTO 2019 AND SOME OF THE NEW
LEGISLATORS WHO WERE ELECTED
SPECIFICALLY IN THE STATE SENATE
ARE PUSHING FOR THIS.
SO THAT'S REALLY TO ME AND SOME
OF THESE OTHER CAPITAL
JOURNALISTS REALLY GOING TO BE
ONE OF THE FASCINATING THINGS TO
WATCH.
GOVERNOR CUOMO HAD A REPUBLICAN
STATE SENATE THROUGHOUT HIS
WHOLE FIRST TWO TERMS, THAT'S
GOING TO CHANGE.
HOW ARE THE POWER DYNAMICS GOING
TO PLAY OUT?
THAT'S SOMETHING THAT I'M REALLY
LOOKING FORWARD TO SEEING.
>> IT'S INTERESTING BECAUSE WE
SAW THE GOVERNOR MENTION SOME OF
THE SPECIFIC ISSUES, HE WANTS TO
GET OUT IN THE FOREFRONT IN
THOSE FIRST 100 DAYS, AND HE
ALSO SAID I WILL PROPOSE WITHIN
THE FIRST 100 DAYS.
AS YOU KNOW, THERE IS A BIG
DIFFERENCE BETWEEN PROPOSING
SOMETHING AND ACTUALLY GETTING
SOMETHING DONE.
SO WHAT DO YOU THINK, THEN, THE
CHANCES ARE FOR ACTUALLY HAVING
SOME OF THESE SIGNIFICANT ISSUES
ENACTED INTO LAW?
>> THAT'S A GOOD QUESTION.
I THINK SOME OF THEM WILL BE
SLAM DUNKS, ASSEMBLY HAS PASSED
ALL OF THESE BILLS THAT HE HAS
WANTED FOR MANY YEARS, BUT OF
COURSE THE ROAD BLOCK WAS THE
SENATE.
CODIFYING ROE v. WADE INTO STATE
LAW, I MIGHT THINK THAT WOULD BE
THE FIRST THING THAT PASSES THE
STATE LEGISLATURE AND THE
GOVERNOR SIGNS AND MAYBE AS SOON
AS BY THE END OF THE MONTH.
THAT'S ONE THING I WOULD LOOK
AT.
VOTING REFORMS, WHICH HAVE BEEN
BLOCKED BY THE SENATE GOP FOR
YEARS AND YEARS, THAT WAS LED BY
ASTORIA'S MIKE GIANERRIS IN THE
SENATE, THAT'S SOMETHING THAT
COULD DEFINITELY PASS.
I THINK WE WILL HAVE TO SEE WHAT
PASSES BEFORE THE BUDGET
NEGOTIATIONS START.
THE GOVERNOR COMES OUT IN HIS
STATE OF THE STATE AND GIVES OUT
THE PRO ELSE PO, BUT, YOU KNOW,
THEN THE REAL WORK BEGINS, THE
BUDGET, THE LEGISLATIVE HEARINGS
AND THEN THE REAL NEGOTIATIONS
COME, YOU KNOW, MARCH 1 TO MARCH
31st.

TO PUSH THEM AROUND A LITTLE
BIT.

ANDREW CUOMO.
>> IT IS A FASCINATING LOOK BACK
AT A FASCINATING GOVERNORSHIP
GOING INTO THE THIRD TERM NOW.
WHAT HAS SURPRISED YOU MOST
LOOKING BACK AT WHAT HE WAS THEN
AND WHAT HE HAS BECOME NOW?
>> PEOPLE FORGET HOW HE'S
GENERALLY BEEN POPULAR.
I MEAN, HIS NUMBERS AFTER EIGHT
YEARS, I THINK ANY POLITICIAN
WOULD WANT.
I MEAN, HE IS RIGHT AROUND THAT
50% MARK WHICH IS WHAT YOU NEED.
WHAT HE GOT DONE IN 2011 A LOT
OF PEOPLE FORGOT, HE HAD A VERY
SUCCESSFUL FIRST LEGISLATIVE
SESSION, ESPECIALLY WITH
DEMOCRATS AND REPUBLICANS AS
WELL.
HE GOT A PROPERTY TAX CAP PASSED
WHICH PLEASED THE GOP AND HE
PLEASED THE LEFT BY GETTING
SAME-SEX MARRIAGE, WAS ABLE TO
CONVINCE FOUR SENATE REPUBLICANS
TO CROSS THE AISLE AND VOTE FOR
THAT.
HIS SUCCESS AMONGST REPUBLICANS
EARLY ON I THINK REALLY HELPED
HIM DURING THAT FIRST TERM AND,
YOU KNOW, HE LOST THAT SUPPORT
AFTER THE SAFE ACT, YOU KNOW, AS
WE TALKED ABOUT EARLIER, NOW
IT'S A WHOLE NEW BALL GAME WHERE
HE HAS DEMOCRATS IN THE SENATE
AND THE ASSEMBLY, IS EVERYTHING
GOING TO BE SMOOTH SAILING OR IS
THERE GOING TO BE SOME REAL ROAD
BLOCKS THAT WE DIDN'T
ANTICIPATE, THAT'S WHAT I'M
LOOKING FORWARD TO SEEING.
>> THERE'S SUCH SYMBOLISM THAT
ATTACHES TO THE SPEECH THAT THE
POLITICAL FIGURES GIVE WHEN
THEY'RE BEING SWORN IN AND SO WE
HAVE NOW THREE DIFFERENT
LOCATIONS FOR ANDREW CUOMO.
GIVE ME A QUICK SENSE OF WHAT
EACH OF THEM MEANT TO HIM AT THE
TIME.
>> YOU KNOW, IN 2014 HE ACTUALLY
DID IT IN NEW YORK CITY AND HE
DID IT IN BUFFALO AS WELL.
THAT WAS DURING THE BUFFALO
BILLION PUSH WHERE HE WAS REALLY
TRYING TO GET MORE JOBS AND MORE
PEOPLE BACK INTO WESTERN NEW
YORK, WHICH HAD BEEN SAGGING FOR
SO MANY YEARS.
BUT THE 2018, HOW CAN YOU NOT
MISS THE SYMBOLISM WITH WHAT'S
GOING ON IN THE COUNTRY AND THE
NUMBER OF PEOPLE IN NEW YORK WHO
ARE AGAINST DONALD TRUMP, WE SAW
THAT IN THE ELECTION IN NOVEMBER
WITH SO MANY DEMOCRATS BEING
ELECTED, BUT, YOU KNOW, HE SENT
A STRONG MESSAGE, BOTH VISUALLY
AND IN HIS WORDS, AT ELLIS
ISLAND ON THE 1st.
