AT THE ORDER OF GOVERNOR CUOMO, ALL 16 AND 17-YEAR-OLDS DETAINED ON RIKERS ISLAND ARE SET TO BE TRANEDDER IFS TO THE BRONX.

THE MOVE IS A FUNDAMENTAL PILLAR OF THE RAISE THE AGE LAW, WHICH MAKES NEW YORK A STATE WHERE JUVENILES ARE NOT TREATED AS ADULTS IN THE CRIMINAL JUSTICE SYSTEM.

SEVERAL COUNCIL MEMBERS CALLED FOR THE DEADLINE TO BE PUSHED BACK, FEARFUL THAT THE PLAN TO USE DEPARTMENT OF CORRECTION OFFICERS AT HORIZON WOULD TURN THE FACILITY INTO A MINI RIKERS.

MEANWHILE, THE SPOTLIGHT REMAINS ON SUPREME COURT NOMINEE BRETT KAVANAUGH.

THE FBI HAS LAUNCHED AN INVESTIGATION LIMITED IN SCOPE INTO THE ALLEGATIONS OF SEXUAL MISCONDUCT AGAINST KAVANAUGH WITH ONE HIGH PROFILE DEMOCRAT CALLING THE PROBE NOTHING SHORT OF A FARCE.

TO PUT IT ALL IN PERSPECTIVE, I'M PLEASED TO WELCOME JOHN GLENN BACK TO THE SHOW.

LET'S START WITH RIKERS ISLAND.

TELL ME ABOUT THE DEADLINE.

THIS WAS A BIG LAW PASSED LAST YEAR IN ALBANY TO RAISE THE AGE.

WHAT IT DOES IS MAKES 16 AND 17-YEAR-OLDS TRIED AS JUVENILES IN COURT IN NEW YORK FOR THE FIRST TIME.

AND NEW YORK WAS KIND OF LATE GETTING AROUND TO THIS.

IT HAD BEEN ONE OF TWO STATES, ALONG WITH NORTH CAROLINA, TO MAKE THE -- HADN'T MADE THIS CHANGE.

THEY WENT AHEAD WITH THIS CHANGE.

TODAY IS THE DEADLINE DAY TO TRANSFER THOSE JUVENILES OUT OF FACILITIES AROUND THE STATE, AND RIKERS ISLAND IS ONE OF THEM.

TELL ME ABOUT WHAT THE CONCERNS ARE THAT SOME OF THE CITY COUNCIL MEMBERS HAVE MADE.

OF COURSE, IF YOU ARE JUST TAKING A SITUATION AND MOVING TO A DIFFERENT LOCATION, WHICH SOUNDS LIKE THEIR CONCERN, DOES THAT REALLY HELP?

THAT IS A CONCERN.

A LOT OF CITY COUNCIL MEMBERS, OVERALL, THEY'RE IN FAVOR OF THIS MOVE.

SO YEAH, THEY'RE SAYING MAYBE IT'S BEING RUSHED, NOT BEING DONE IN THE RIGHT WAY.

THE WAY THEY'VE REFITTED SOME OF THESE FACILITIES, THERE'S ONE IN THE BRONX, THE HORIZON FACILITY, THEY MADE IT MORE LIKE A JAIL.

IT'S SAFER, MORE PROTECTED.

THEY'RE BRINGING OVER CORRECTION OFFICERS, AS WELL, FROM RIKERS ISLAND.

THAT COULD BRING THE CULTURE OF RIKERS ISLAND ISLAND TO THESE FACILITIES, SAY SOME OF THE ADVOCATES.

IS THIS A CASE WHERE SOMETHING WHAT THEY'RE LOOKING FOR IS SOMETHING THAT ADDRESSES THE FACT THAT THESE ARE YOUNG PEOPLE WHO HAVE -- ALBEIT, SOME HAVE MADE HORRIFIC MISTAKES, BUT CAN STILL BE REHABILITATED.

SURE.

THAT'S THE GOAL, AND EVERYONE IS ON THE SAME PAGE.

THERE ARE A LOT OF BENEFITS OVERALL HERE.

THESE PEOPLE, IN THEY'RE IN A JUVENILE DETENTION FACILITY, THEY'RE LESS LIKELY TO REOFFEND.

THEY'RE GOING TO BE SAFER, NOT GET ATTACKED.

THEY WON'T HAVE THESE LENGTHY SENTENCES.

IT CAN HELP THEM IN THE LONG RUN.

BUT, AGAIN, IF YOU HAVE A FACILITY THAT'S MORE LIKE AN ACTUAL JAIL, YOU HAVE THE SAME PRISON GUARDS MOVED OVER, ARE YOU REALLY HITTING THAT MARK?

A LOT OF PEOPLE SAY NO.

OKAY.

I WANT TO TURN ON THE CONVERSATION TO, OF COURSE, THE STORY FROM LAST WEEK, SUPREME COURT NOMINEE BRETT KAVANAUGH.

NOW, OF COURSE, WE DO KNOW NOW THERE WILL BE AN FBI INVESTIGATION, PARTLY SPURRED ON BY ADVOCATES WHO CORNERED SENATOR JEFF FLAKE.

BUT THERE'S BEEN CRITICISM OF THE INVESTIGATION, CORRECT?

YEAH.

THE BIG THING, ONE WEEK, IS THAT LONG ENOUGH TO REALLY DIG IN AND FIND ANY EVIDENCE TO SUPPORT EITHER ACCOUNT?

EITHER THE ACCUSER, CHRISTINE BLAZY FORD, WHO ACCUSED HIM OF ATTEMPTED RAPE WHEN THEY WERE TEENAGERS, OR KAVANAUGH HIMSELF, WHO SAID HE'S INNOCENT AND DEFENDED HIMSELF.

AND YOU SEE THE DIFFERENT ARGUMENTS.

IT SEEMS LIKE THE SEVEN-DAY PERIOD IS MORE OF A POLITICAL THING.

THEY WANT TO GET THIS DONE WITH AND MOVE ON TO CONFIRMATION, BUT CAN THEY GET THINGS DONE THAT QUICKLY?

YES, IN FACT, IN A TERRORIST ATTACK, THE FBI IS ABLE TO MOVE VERY QUICKLY AND INTERVIEW ALL THE PEOPLE INVOLVED.

OVER THE WEEKEND, THERE WERE ONLY GOING TO BE FOUR WITNESSES INTERVIEWED.

WE'LL SEE WHAT HAPPENS THERE.

4RI9 BE INTERESTING TO SEE WHAT THIS KAVANAUGH FIGHT, WHAT IMPACT THAT HAS ON THIS AND OTHER RACES IN NEW YORK.

THERE'S A LOT OF SUBURBAN AREAS IN THIS DISTRICT.

WOMEN MAY BE UNHAPPY IF KAVANAUGH IS CONFIRMED.

AND THE SEXUAL ALLEGATION, YOU KNOW, IS NOT TAKEN SERIOUSLY.

THAT COULD REALLY INFLUENCE VOTES.

AND COULD CARRY OVER INTO NUMEROUS OTHER RACES.

RIGHT, EVEN HOUSE RACES.

IT'S THE SENATE THAT WAS CONFIRMED.

BUT I THINK YOU'RE GOING TO SEE A LOT OF PEOPLE UPSET ON BOTH SIDES OF THE AISLE.

AGAIN, ANOTHER REASON TO KEEP OUR EYE ON THE SUPREME COURT NOMINEE.

WE ARE BOTH IN LOCAL JOURNALISM, WITH YOU WE DO HAVE TO ACKNOWLEDGE THERE WAS A BIG DEVELOPMENT HERE IN NEW YORK CITY.

THERE'S A NEW NONPROFIT ENTITY CALLED THE CITY, THAT WILL PARTNER WITH 'NEW YORK' MAGAZINE.

I THINK THEY'RE GOING TO HIRE ABOUT 15 REPORTERS AND FILL THE GAP.

CENTRAL PARK SOUTH RIGHT NOW, YOU SEE IT ALL THE TIME.

THE HORSES IN CLOSE PROXIMITY TO TRAFFIC.

IT IS A LOCATION THAT WE BELIEVE COULD BE USED MUCH MORE EFFECTIVELY IN TERMS OF MASS TRANSIT, IN TERMS OF OUR VISION ZERO INITIATIVES AND HELPING PEOPLE IN A VERY BUSY AREA.

AS MENTIONED, THE CURRENT PICKUP AND DROPOFF ARE AT CENTRAL PARK SOUTH.

THE CITY WANTS TO GET RID OF THAT AND HAVE FIVE SEPARATE PICKUP AND DROPOFFS INSIDE THE PARK.

THE FIRST ONE, PRETTY CLOSE TO WHERE THE PICKUP ALREADY IS.

THE MOVE WILL PUT IT IN THE CENTRAL LANE AT THE ENTRANCE OF THE PARK NEAR THE PLAZA.

NEXT, THE EAST 72nd ENTRANCE ON THE NORTH CURB, A HALF MILE AWAY FROM THE OLD LOCATION.

THEN YOU HAVE THE WEST 72nd ENTRANCE AT CENTRAL PARK WEST.

THAT ONE IS A LITTLE FURTHER OUT AND ABOUT A MILE AWAY FROM THE OLD PICKUP.

THEN THE 67 ROUND ABOUT.

THAT'S JUST UNDER A MILE AWAY FROM 5th AVENUE AND CENTRAL PARK SOUTH.

AND THEN THE 7th AVENUE ENTRANCE.

THIS IS PART OF THE MAYOR VISION ZERO PLAN, A CORNER STONE OF HIS ADMINISTRATION TO ATTACK SAFETY ISSUES.

WE BELIEVE WE HAVE A MUCH BETTER WAY TO USE CENTRAL PARK SOUTH, WHILE SIMULTANEOUSLY PROVIDING THE CARRIAGES WITH VERY GOOD STAGING AREAS, WHERE THE CUSTOMERS CAN GET TO THEM.

THEY'LL BE RUNNING THE SAME ROUTES THEY'VE EVER RUN.

THIS IS A SMARTER WAY TO GO ABOUT IT.

THIS ISN'T THE FIRST TIME THE MAYOR HAS TRIED TO PULL IN THE REINS.

BANNING HORSES ALL TOGETHER WAS A MAJOR FLAT -- PLATFORM IN 2013.

HIS INITIATIVES FAILED IN CITY COUNCIL.

CHRISTINA HANSON HAS BEEN DRIVING HORSE CARRIAGES FOR YEARS.

I TALKED TO HER NEAR 11th AVENUE.

I ASKED HER WHAT SHE THOUGHT ABOUT THE CITY'S PLANS TO MOVE THE HORSES INSIDE CENTRAL PARK?

MY INITIAL RESPONSE WAS, OBVIOUSLY THEY WANT TO BAN US A DIFFERENT WAY.

OUR BILL BOARD IS 59th STREET.

THAT'S HOW PEOPLE KNOW WHERE WE ARE.

THEY WANT TO PUT US OUT OF SIGHT, OUT OF MIND, OUT OF BUSINESS.

IT'S LIKE THEY DON'T EVEN WANT PEOPLE PETTING OR ENJOYING OUR HORSES OR FEEDING THEM CARROTS, BECAUSE THEY'RE NOT PLACES WHERE THERE'S A SIDEWALK FOR PEOPLE TO SAFETY COME UP AND INTERACT WITH THE HORSES AND ASK ABOUT RIDES.

COME ON, BILLY, GOING THIS WAY.

I KNOW, I KNOW.

HOW AM I GOING TO GET OUT?

I'VE GOT TO HAVE EVERYBODY IN FRONT OF ME OR TRY TO GO OVER THIS CURB AND POTENTIALLY CAUSE A PROBLEM OR TEAR UP MY WHEELS OR WHATEVER.

YOU CAN GO OVER CURBS, BUT YOU HAVE TO GET IT AT THE RIGHT ANGLE.

A MORE DETAILED PLAN HAS NOT BEEN RELEASED, BUT THE MAYOR HINTED THERE WOULD BE INFRASTRUCTURE PUT IN PLACE.

AND SOME ARE APPLAUDING THE MOVE.

CENTRAL PARK IS ONE OF THE TOP FIVE TOURIST DESTINATIONS IN THE ENTIRE WORLD.

I THINK THE IDEA THAT THEY'RE GOING TO LOSE BUSINESS BY MERELY BEING 100 FEET WITHIN THE PARK IS RIDICULOUS.

SHE'S THE EXECUTIVE DIRECTOR OF NEW YORKERS FOR AN ANIMAL ADVOCATES RIGHT GROUP.

THE CARRIAGE INDUSTRY WANTS TO OPERATE LIKE IT'S STILL 1918, BUT IT'S 2018.

THERE'S MORE CARS THAN EVER ON THE ROAD.

MIDTOWN IS SO CONGESTED.

SHE EASY THE MOVE IS GOOD FOR HORSES AND WILL GET THEM OUT OF CITY TRAFFIC WHERE SOMETIMES THEY CAN BE STARTLED OR SLOW DOWN TRAFFIC.

AND ALMOST ON CUE, TRAFFIC CHIMED IN ON OUR CONVERSATION.

THIS IS CLEARLY A VERY INTENSELY CONGESTED AREA, WITH SWEFBING VEHICLES AND TRAFFIC NOT STOP.

SO THE PLAN WOULD REMOVE THE HORSES FROM DOING JUST THIS, MAKING THE TURN ON CENTRAL PARK SOUTH AND WOULD NO LONGER HAVE THEM LINING UP HERE.

THIS IS A VERY BUSY, NOISY, CHAOTIC AREA ALL THE TIME.

WHAT IT WOULD DO IS MOVE THEM RIGHT INTO THE ENTRANCE OF THE PARK.

JUST 100 FEET BACK.

THIS PLAN WILL STILL ALLOW FOR HORSE DRAWN CARRIAGES TO RIGHT ON THE PRIM TIER STREET OF THE PARK.

THIS APPROACH IS DIFFERENT THAN THE OTHER TWO TIMES THE MAJOR APPROACHED THE HORSE DRAWN CARRIAGE INDUSTRY.

THERE WILL BE A HEARING ON OCTOBER 3rd.

AS YOU MENTIONED, WE HAVE NOW DONE AN UNPRECEDENTED AMOUNT OF RESEARCH.

WE START BY LISTENING TO PARENTS AND UNDERSTANDING THEIR MINDSETS, THEIR CONCERNS, THEIR PRIORITIES, WHAT THEY REALLY NEED.

AND FOR OVER TWO YEARS, WE HAVE FOUND THAT 90% OF PARENTS ACROSS DEMOGRAPHIC ROUTES, YES YOG A FIS, BELIEVE THEIR CHILD IS ON GRADE LEVEL.

WE KNOW FROM STATE AND NATIONAL PERFORMANCE DATA, THAT NUMBER IS CLOSE TO ONLY A THIRD OF STUDENTS BEING ON GRADE LEVEL.

ANOTHER STUDY FOUND ONLY 39% OF TEACHERS BELIEVE THAT STUDENTS ARRIVE PREPARED FOR GRADE LEVEL WORK.

AND SO WE RIGHT NOW ARE LASER FOCUSED ON LEANING INTO THAT PERCEPTION GAP.

AND BECAUSE WE BELIEVE THAT IF PARENTS HAVE A MORE CLEAR AND ACCURATE PICTURE OF HOW THEIR CHILD IS PROGRESSING, AND HAVE THE RIGHT TOOLS, THEY CAN BEST SUPPORT LEARNING AT HOME AND PARTNER WITH THEIR CHILD'S TEACHER.

SO A BIG PART OF CHANGING ONE'S PERCEPTION IS AN ASPECT OF TRUST, AND THAT PARENTS WOULD HAVE TO TRUST YOU TO BE ABLE TO CLEARLY POINT OUT WHAT IT IS THAT THEY'RE NOT SEEING.

HOW DO YOU GO ABOUT DOING THAT?

SO WE HAVE CREATED THE READINESS CHECK.

PARENTS CAN BRING THIS INFORMATION TO THE CHILD'S TEACHER TO HELP GET A JUMP ON THE SCHOOL YEAR TO HAVE A BETTER SENSE OF THE SPECIFIC SCHOOLS THAT STUDENTS NEED SUPPORT WITH.

IS THIS ALSO SOMETHING -- IT SEEMS LIKE EVERY GREAT INNOVATION, THE BACKSIDE IS THERE COULD BE ABUSE.

IS THIS SOMETHING THAT YOU CAN USE TO GET YOUR KID AHEAD, SO INSTEAD OF BEING GRADE READY, YOUR KID IS AHEAD.

OBLIQUELY, I WAS ANNOUNCED TO DO A PLAY AT THE OLD, OLD THEATER IN SAN DIEGO.

THE PRODUCTION CAME OF THIS 'THE SAMUEL PROJECT' WAS GOING TO SHOOT IT IN SAN DIEGO.

AND THEY SAID, HE'S GOING TO BE HERE.

SO THEY SENT ME A SCRIPT, VERY DIFFERENT FROM THE ONE WE SHOT.

BUT WITH THIS FASCINATING RELATIONSHIP BETWEEN A GRANDFATHER AND A GRANDSON, ACTUALLY, THE FATHER IS IN THERE, TOO.

THREE GENERATIONS, WHICH NOT UNLIKE MOST OF US, DON'T REALLY COMMUNICATION ACROSS GENERATIONS.

AND THAT'S THE NORMAL THING WHEN YOU THINK ABOUT IT.

WE ALL HAVE DIFFERENT HISTORIES, DIFFERENT CHOICES, DIFFERENT CULTURES.

AND THERE'S SOMETHING TO BE SAID FOR BRINGING THE GENERATIONS TOGETHER.

I WANT PEOPLE -- BASICALLY THE STORY THAT A BOY GETS ABASSIGNMENT TO DO A PROJECT ABOUT A HISTORICAL EVENT.

AND WITH NO HELP FROM ANYBODY.

HE BESIDES TO TELL HIS GRAND FATHER A STORY.

AND THE GRAND FATHER, A HOLOCAUST SURVIVOR, LIKE MOST SURVIVORS DON'T WANT TO TALK ABOUT HEALTH.

SO HE GETS THE STORY OUT OF THE FATHER, AND WHAT BRINGS THE THREE GENERATIONS BACK TOGETHER IS THE ART, NOT THE WORDS.

IT'S A FASCINATING, MARVELOUS FILM.

I LOVE HOW 'BARNEY MILLER' GOT STARTED AND HOW YOU DECIDED TO DO IT.

I JUST WON A TONY FOR THE ROUGH JOB, AND I HAD A BROADWAY SHOW COMING UP.

SO DO I TURN DOWN THE BROADWAY SHOW TO DO TWO EPISODES?

THAT COULD BE BEEN IN.

AND I WAS VERY CAVALIER.

I REMEMBER MY AGENT'S OFFICE.

AND WITH THAT, AN ICONIC COMEDY SERIES.

LITTLE CONVERSATIONS, LITTLE DECISIONS, HOW THEY CHANGE OUR LIVES.
