> TONIGHT ON 'METROFOCUS,' PRESIDENT TRUMP IN THE HAMPTONS WHILE RUDY GUILIANI IN NEW YORK CITY ARGUES THE TRUTH IS NOT ALWAYS THE TRUTH.

UP IN ALBANY, GOVERNOR CUOMO IS STILL TAKING HEAT FOR HIS STATEMENT AMERICA WAS NEVER THAT GREAT.

AND THE NEWS SHAKING UP THE EMPIRE STATE.

PLUS, RAT PATROL, NEW YORK.

TAKING YOU ON THE HUNT TO ERADICATE THE CITY'S VER MON PROBLEM.

AND THE CITY'S LITERACY.

> SHAME AND REPENTANCE.

IN A LETTER AROUND THE WORLD, POPE FRANCIS PROMISES TO SPARE NO EFFORT TO MAKE SURE IT NEVER HAPPENS AGAIN.

WE HAVE A REACTION.

THOSE STORIES AND MORE AS 'METROFOCUS' STARTS RIGHTS NOW.

> THIS IS 'METROFOCUS' WITH RAFAEL PI ROMAN, JACK FORD AND JENNA FLANAGAN.

'METROFOCUS' IS MADE POSSIBLE BY JAMES AND MERRYL TISCH, SUE AND EDGAR WALKENHEIM III, BERNARD AND IRENE SCHWARTZ, ROSALIND P.

WALTER, BARBARA HOPE ZUCKERBERG.

AND BY -- GOOD EVENING AND WELCOME TO 'METROFOCUS.'

I'M JENNA FLANAGAN.

WE BEGIN TONIGHT WITH PRESIDENT TRUMP'S RETURN TO NEW YORK VISITING THE HAMPTONS THIS WEEKEND FOR A FUND-RAISER HOSTED BY ONE OF HIS CLOSEST FRIENDS AND NATHAN'S FAMOUS HOT DOG BUSINESS.

DOZENS OF PROTESTERS LINED THE STREETS OF SOUTH HAMPTON AND WEST SOUTH HAMPTON WAITING FOR THE MOTORCADE.

HIS TRIP COINCIDED WITH A REMARKABLE CLAIM FROM HIS LAWYER, RUDY GUILIANI.

IN AN INTERVIEW WITH 'MEET THE PRESS,' THE FORMER 'NEW YORK TI TIMES' -- FORMER NEW YORK CITY MAYOR SAID THIS.

LOOK, I'M NOT GOING TO BE RUSHED TO HAVING HIM TESTIFY SO HE GETS TRAPPED INTO PERJURY.

WHEN YOU TELL ME HE'S GOING TO TESTIFY BECAUSE HE WILL TELL THE TRUTH AND SHOULDN'T WORRY.

THAT'S SILLY BECAUSE IT'S SOMEBODY'S VERSION OF THE TRUTH AND NOT THE TRUTH.

HE DIDN'T HAVE A COMBINATION --

TRUTH IS TRUTH.

NO, IT ISN'T.

TRUTH ISN'T TRUTH.

TO HELP US MAKE SENSE OF ALL OF US, WE'D LIKE TO WELCOME BACK JONATHAN, EDITOR OF 'CITY AND STATE MAGAZINE.

WELCOME.

RUDY GUILIANI, SOMETIMES TRUTH IS NOT TRUTH EXCEPT WHEN IT'S TRUTH.

CAN YOU HELP US PARSE OUT THE FORMER MAYOR'S WORDS.

CLEARLY, TRUTH IS TRUTH CONTRARY TO WHAT HE SAID.

I THINK THERE WAS A POINT BEHIND WHAT HE WAS SAYING, THE DISCUSSION WAS ABOUT THE SPECIAL COUNSEL, WHAT THEY WOULD BE ABLE TO INTERVIEW PRESIDENT DONALD TRUMP.

DURING HIS ARGUMENT WAS THAT IF YOU WERE TO SIT DOWN AND BE INTERVIEWED, THINGS HE WOULD SAY MIGHT BE CONTRADICTORY TO JAMES COMEY, THE FORMER FBI DIRECTOR SAID, HE SAID-SHE SAID.

TO SAY TRUTH IS NOT TRUTH, I THINK THAT ONLY REALLY HURTS THE MESSAGE.

BUT THERE WAS ALSO A LARGER SERIOUS ISSUE TO BE DISCUSSED.

THAT WAS THE FACT THAT THIS WEEKEND, WHITE HOUSE COUNSEL, DONALD McGAHN WAS FOUND OUT HE WAS COOPERATING WITH MUELLER INCREDIBLY EXTENSIVELY.

SURE.

THAT GOES BACK TO AN EARLIER DECISION THE PREVIOUS TEAM MADE WITH THE PRESIDENT SAYING WE WILL COOPERATE COMPLETELY.

DON McGANN IS WHITE HOUSE COUNSEL, IMPORTANT TO NOTE HE'S COUNSEL FOR THE WHITE HOUSE, NOT A PERSONAL LAWYER FOR THE PRESIDENT.

HE HAS TO DEFEND THE PRESIDENCY.

THERE WAS AN INDICATION HE WAS WORRIED HE MIGHT GET THROWN UNDER THE BUS AND MIGHT GET BLAMED FOR THINGS.

HE HAD EVERY INCENTIVE TO SIT DOWN AND TALK WITH THE SPECIAL COUNSEL AND REVEALED QUITE A BIT.

I THINK 30 HOURS.

I BELIEVE IT WAS 30 HOURS.

SEVERAL INTERVIEWS.

GIVEN THE FACT THAT IT'S STILL NOT CLEAR WHAT IT WAS HE WAS ABLE TO GIVE BECAUSE HE'S NOT A PERSONAL LAWYER TO THE PRESIDENT BUT LAWYER TO THE WHITE HOUSE, IS THERE A REASON WHY WE'RE SEEING WHAT SEEMS TO BE A PANICKED REACTION OUT OF THE WHITE HOUSE TO THE FACT HE SAT DOWN?

SURE.

THE TRUMP LEGAL TEAM WAS UNAWARE OF WHAT EXACTLY AND MAY CURRENTLY BE UNAWARE EXACTLY WHAT McGANN SAID IN THESE INTERVIEWS.

WE GET A SENSE HE DID TALK ABOUT SOME OF THE FIRINGS, FLYNN, THE NATIONAL SATURDAY ADVISOR, COMEY HIMSELF, THE EFFORTS BLOCKED TO FIRE MUELLER, WHICH WOULD HAVE BEEN REALLY PROBLEMATIC.

AGAIN, SPECIAL COUNSEL WOULD NOT HAVE HAD ALL THESE DETAILS IF NOT FOR THEIR INTERVIEW WITH McGANN.

WHETHER OR NOT THE PRESIDENT SITS DOWN WITH SPECIAL COUNSEL MUELLER WE WILL FIND OUT.

WE DO KNOW THE PRESIDENT HAS BEEN TWEETING ABOUT SPECIAL COUNSEL MUELLER.

IN THE LATEST BARRAGE, WE SHOULD SAY, OF TWEETS.

A LOT OF THE SAME, HE'S GOING ON THE ATTACK, TRYING TO UNDERMINE AND UNDERSTAND CUT MUELLER AND SAYING THERE ARE VERSIONS THAT SHOULD HAVE BEEN DONE INTO HILLARY CLINTON.

THEN HE PIVOTED AND TALKED ABOUT SECURITY CLEARANCES HE'S BEEN REVOKING AND HE MAY REVOKE ANOTHER SECURITY CLEARANCE AS A POLITICAL ATTACK, POLITICIZING THIS STEP THAT REALLY A PRESIDENT HASN'T DONE BEFORE.

IT'S MORE OF THE SAME.

ATTACK, TRY TO UNDERMINE, TRY TO CAST DOUBT ON THIS INVESTIGATION.

I DO WANT TO BRING THIS BACK TO MAYOR GUILIANI, FORMER NEW YORK CITY MAYOR GUILIANI, THIS ISN'T THE FIRST GAFFE WE'VE HEARD FROM HIM.

I'M STARTING TO WONDER HOW MUCH OF HIS PUBLIC STATEMENTS ARE ABOUT PERHAPS TRYING THIS CASE IN PUBLIC OPINION AND SPIN VERSUS ACTUAL GAFFES MADE BY WHAT WAS OTHERWISE AN INCREDIBLY SHARP PROSECUTOR.

SURE.

IT WAS WORTH NOTING HE WAS A U.S. ATTORNEY WITH AN IMPECCABLE RECORD, NOT IMPECCABLE BUT STRONG RECORD AROUND THE COUNTRY.

I THINK IT'S CHANGED AND IT IS PR AND LAWYERS DON'T UNDERSTAND HE COULD BE HURTING TRUMP'S CASE.

IT'S PR.

HE LIKES TO BE IN THE LIMELIGHT.

THIS IS THE KIND OF STRATEGY TRUMP EMPLOYES, WIN THE CASE IN PUBLIC.

PRESIDENT TRUMP WAS IN LONG ISLAND, ANY SURPRISE OF THE REACTION HE GOT?

TRUMP ACTUALLY HAS A LOT OF SUPPORT ON LONG ISLAND, ESPECIALLY ON SUFFOLK COUNTY.

THERE ARE PEOPLE THERE CONCERNED ABOUT MS-13, THE GANG WARFARE, EVEN IF IT'S EXAGGERATED, THE DEGREE OF VIOLENCE.

HE ACTUALLY DID VERY WELL IN THE PRESIDENTIAL RACE.

IT WILL BE INTERESTING TO SEE HOW FOLKS OUT THERE DO IN THE MID-TERMS, LIKE THE CONGRESSMAN.

JONATHAN, USUALLY WE HAVE YOU ON TO TALK ABOUT STATE POLITICS.

COINCIDENTALLY, I GUESS, ALL OUR NATIONAL POLITICS ARE COMING OUT OF NEW YORK.

I WANT TO THANK YOU SO MUCH FOR JOINING US ON THE PROGRAM AGAIN.

WE'LL DEFINITELY BE TALKING MORE AS WE GET CLOSER TO THE MIDTERM ELECTIONS.

IN THANK YOU.

THANK YOU.

> IN A RARE LETTER TO ROMAN CATHOLICS AROUND THE WORLD TODAY, POPE FRANCIS CONDEMNED THE ATROCITIES OF SEX ABUSE AND ITS COVER-UP.

THE POPE ASKED HIS FLOCK TO QUOTE JOIN FORCES IN UPROOTING THIS CULTURE OF DEATH.

THE CHURCH ITSELF THE PONTIFF SAID, WOULD SPARE NO EFFORT TO INSURE SUCH SITUATIONS WOULD NEVER HAPPEN AGAIN AND THE CHURCH HAD FALLEN SHORT TO ITS RESPONSIBILITIES TO CHILDREN AND TO THE FAITHFUL.

THE POPE SAID, QUOTE, THE CHURCH DID NOT ACT IN A TIMELY MANNER, REALIZING THE MAGNITUDE AND GRAVITY OF THE DAMAGE DONE TO SO MANY LIVES.

WE SHOWED NO CARE FOR THE LITTLE ONES.

WE ABANDONED THEM.

THERE ARE ALMOST 1 MILLION CATHOLICS AROUND THE GLOBE AND 7.3 IN NEW YORK STATE.

THE QUESTION IS, WHAT WILL THIS MEAN FOR THE FAITHFUL?

JOINING ME IS FATHER SAMSAUR, EXECUTIVE EDITOR OF AMERICAN MEDIA.

THANK YOU SO MUCH FOR JOINING US.

THANK YOU FOR HAVING ME.

SAM SAWYER.

I HAD A CHANCE TO READ THE ARTICLE YOU PUBLISHES.

THIS WAS CLOSE TO HOME FOR YOU.

YES.

I GREW UP IN THE DIOCESE OF SCRANTON, THAT WAS COVERED IN THE GRAND JURY REPORT LAST WEEK.

ONE OF THE PRIESTS NAMED IN THERE, NOT ONE WITH DETAILED NARRATIVE, ONE OF THE FIRST ON THE LIST HAD HIS FIRST ASSIGNMENT AT MY CHILDHOOD PARISH AND I REMEMBERED MEETING HIM.

YOU DID -- IT WAS MORE OF A MEETING.

YOU DID MAKE IT CLEAR YOU DIDN'T REALLY OVERLAP?

I THINK I WAS 10 WHEN HE WAS THERE.

YES.

I KNEW HIM AS OUR PARISH PRIEST.

THERE WASN'T ABUSE ALLEGED.

ONE OF THE THINGS I SAW IN THE REPORT AND STRUCK HOME TO ME AS A PRIEST MYSELF, HIS HISTORY OF ASSIGNMENTS WAS SHORT ASSIGNMENT, SHORT ASSIGNMENT, LEAVE OF ABSENCE, SHORT ASSIGNMENT, WHICH IS THE PATTERN WE KNOW FROM THIS ABUSE SCANDAL ACROSS THE PAST DECADE AND A HALF, THE PATTERN OF A PRIEST NOT DOING WELL OR HURTING PEOPLE AND BEING REMOVED AND PUT BACK.

I DON'T KNOW WHAT THE STORY IS PARTICULARLY WITH THIS GUY.

IT'S CLEAR THERE IS SOMETHING VERY BROKEN IN THE CHURCH IN THAT PATTERN OF I ASSIGNMENTS FOR HIM.

IT DID STRIKE HOME THIS HAD BEEN IN SOME WAY IN PROCESS IN MY CHURCH GROWING UP, AND THAT IT HAS AFFECTED PEOPLE I GREW UP WITH.

IT'S STILL AFFECTING PEOPLE BACK HOME IN THE DIOCESE OF SCRANTON TODAY.

I WANT TO GET YOUR TAKE ON THE WAY POPE FRANCIS IS HANDLING THIS.

HE HAS BEEN LAUDED BY MANY FOR HANDLING A LOT OF DIFFERENT SITUATIONS IN A DIFFERENT MANNER WE'VE SEEN PREVIOUS POPES TO DO.

DID HE WAIT TOO LONG OR IS IT THE RIGHT RESPONSE?

I THINK IT IS MOVING IN THE DIRECTION OF THE RIGHT RESPONSE.

IN OUR CONTEMPORARY MEDIA CULTURE WE LIKE TO SEE A RESPONSE FASTER.

IT FELT LIKE WE WERE WAITING FOR SOME RESPONSE TO THE GRAND JURY REPORT AFTER IT WAS RELEASED.

AS THE CHURCH MOVES AND THE VATICAN MOVES, HAVING SOMETHING WITHIN THE WEEK IS VERY FAST INDEED.

WE ARE MOVING IN THE RIGHT DIRECTION OF THE RESPONSE.

I THINK WHAT POPE FRANCIS'S LETTER RELEASED THIS MORNING IS PROVIDED CLERICALISM, THE SENSE OF PRIVILEGE ON THE PART OF PRIESTS AND BISHOPS AND STRUCTURES IN THE CHURCH THAT ALLOW THEM TO FOCUS ON MAINTAINING THEIR STATUS AS ONE OF THE ROOT CAUSES IF THE ROOT CAUSE OF THE COVER-UP PART OF THIS ABUSE SCANDAL.

I THINK THAT'S NEW AND THAT'S IMPORTANT.

THAT DOES SEEM TO BE ONE OF THE THINGS, AT LEAST FROM MY READING OF REACTION TO THE SCANDAL HAS SO MANY PEOPLE UPSET.

NOT JUST THE VICTIMS NOT BELIEVED, BUT WHO WILL BE HELD ACCOUNTABLE.

EXACTLY.

WHEN THE FIRST ABUSE -- WHEN THE FIRST WAVE OF THE ABUSE SCANDAL BROKE IN BOSTON IN 2002, WE AT THAT POINT HEARD A LOT ABOUT THESE PATTERNS OF ABUSE IN THE CHURCH.

THE GRAND JURY REPORT IN PENNSYLVANIA, IN FACT, THE VAST MAJORITY OF THOSE CASES ARE OLDER THAN 2002.

IN SOME SINCE, YOU KNOW, THE INITIAL SET OF REFORMS HAS ALREADY GRAPPLED WITH A LOT OF WHAT WENT WRONG IN THOSE CASES.

WHAT WASN'T DEALT WITH IN 2002, STILL HASN'T BEEN DEALT WITH YET, HOW DO WE HOLD ACCOUNTABLE THOSE IN POWER, THE BISHOPS AND PEOPLE GOVERNING THE CHURCH WHO FAILED TO TAKE CARE OF VICTIMS OF ABUSE THE FIRST TIME, FAILED TO LISTEN TO THEM, PROTECTED PRIESTS AND MOVED THEM AROUND FROM CHURCH TO CHURCH, THOSE PEOPLE HAVEN'T BEEN HELD ACCOUNTABLE.

THAT'S WHAT I THINK THE FOCUS IS ON NOW.

HOW ARE WE GOING TO HOLD THE CHURCH TO A HIGHER STANDARD THAN JUST WE DID THE MINIMUM REQUIRED.

DO YOU THINK THERE COULD EVER BE AN INVESTIGATION LIKE THE ONE WE SAW IN PENNSYLVANIA IN NEW YORK STATE?

I THINK IT'S LIKELY THERE WOULD BE.

I WOULDN'T BE SURPRISED AT ALL IF THE NEW YORK ATTORNEY GENERAL'S OFFICE IS STARTING SOMETHING LIKE THAT NOW OR ALREADY HAS SOMETHING IN PROGRESS.

MY FINAL QUESTION IS THAT YOU SPOKE SO PASSIONATELY IN YOUR PIECE ABOUT NEED TO CARE FOR VICTIMS.

IS THERE ANY CHANCE THAT IN AN ATTEMPT TO RECTIFY THE SITUATION, THAT THE CHURCH STEPS UP AND HELPS SOME OF THESE VICTIMS WITH THE LONG TERM SCARS THEY MIGHT BE DEALING WITH?

> HOPE WE DO.

I HOPE THE FIRST THING WE DO IS DON'T WAIT FOR A CIVIL INVESTIGATION AND ATTORNEYS GENERAL TO DRAG THIS OUT OF US BUT WE COME FORWARD WITH WHAT WE KNOW IN ADVANCE.

THE ARCHDIOCESE IN NEW YORK A COUPLE YEARS AGO, SET UP A SETTLEMENT FUND TO TRY TO HELP VICTIMS.

I THINK MORE THINGS IN THAT DIRECTION ARE NECESSARY TO HELP PROVIDE SOME MEASURE OF RESTITUTION, SOME HELP WITH COUNSELING AND WITH THE ONGOING COSTS THE VICTIMS BEAR, THE SURVIVORS BEAR FROM THEIR TRAUMA.

THE CHURCH ALREADY DOES QUITE A BIT OF THAT BUT IT'S SCATTERED AND I DON'T THINK IT'S AS WELL-KNOWN OR COMPREHENSIVE THAT IT NEEDS TO BE.

THANK YOU SAM SAWYER, WE WILL DEFINITELY BE FOLLOWING YOUR WORK AND HOPEFULLY THERE'S BETTER NEWS TO SPEAK TO YOU ABOUT.

LET'S HOPE AND PRAY.

THANK YOU.

> ALL NEW YORK STUDENTS ARE ENTITLED, UNDER THE STATE CONSTITUTION, TO A SOUND BASIC EDUCATION THAT PREPARES THEM, AMONG OTHER THINGS WITH CIVIC PARTICIPATION, IN ESSENCE, TO BE ACTIVE MEMBERS OF THEIR COMMUNITY AND COUNTRY.

FOR GENERATIONS NOW, AMERICAN SCHOOLS HAVE SYSTEMICALLY FAILED TO PREPARE STUDENTS TO BE CAPABLE CITIZENS, THAT ACCORDING TO THE EXECUTIVE DIRECTOR OF THE CAMPAIGN FOR EDUCATION EQUITY.

IN HIS NEW BOOK TITLED 'FLUNKING DEMOCRACIES' IN SCHOOLS, COURTS AND PARTICIPATION, HE ARGUES THIS IS A LEGAL FAILURE AND GROSS VIOLATION OF STATES AND FEDERAL INSTITUTIONS AND NEEDS TO BE ADDRESSED BY THE COURTS.

WE'RE PRIVILEGED TO HAVE MICHAEL RUBELL AND EXPERIENCED LIT GATOR.

THANK YOU FOR BEING WITH US.

WONDERFUL TO BE WITH YOU.

YOU START OFF WITH THE AMERICAN REVOLUTION AND YOU TALK ABOUT HOW OF THE MANY CONSEQUENCES OF THE AMERICAN REVOLUTION, ONE WAS THE NOTION AS A NATION WE NEEDED TO EMBRACE THE IDEA OF EDUCATION.

WHY WAS THAT SO IMPORTANT?

WHY DO YOU POINT TO THE AMERICAN REVOLUTION AS THE SPRINGBOARD, IF YOU WILL?

MANY OF THE FOUNDING FATHERS REALLY HAD THIS IN MIND.

BEN FRANKLIN HAD THE FAMOUS QUIP WHEN HE CAME OUTSIDE OF THE CONSTITUTIONAL CONVENTION, SOMEBODY ASKED HIM, WHAT DID YOU ACCOMPLISH AT THIS CONVENTION?

HE ANSWERED, WE CREATED A REPUBLIC, IF YOU CAN KEEP IT.

FRANKLIN, JOHN ADAMS, THOMAS JEFFERSON, THEY WERE ALL CONVINCED THEY WERE EMBARKING ON A GREAT NEW EXPERIMENT IN MASS DEMOCRACY BUT IT COULD ONLY WORK IF THE CITIZENS WERE EDUCATED AND ABLE TO UNDERSTAND POLITICAL ISSUES, ABLE TO UNDERSTAND WHAT THEIR LEADERS WERE UP TO, WHEN THEY SHOULD BE SKEPTICAL ABOUT WHAT THEIR LEADERS WERE UP TO.

THEY WERE VERY BIG ON THIS.

DO YOU THINK AS A SOCIETY AS A CULTURE, DID WE LOSE TRACK SOMEWHERE OF THE NOTION OF BECOMING A CITIZEN OF THE PUBLIC PART OF THE EDUCATIONAL PROCESS LEARNING HOW TO DO THAT?

WE VERY MUCH DID.

THROUGHOUT THE 18th AND 19th CENTURY YOU ASKED ANYBODY ON THE STREET, WHAT'S THE PURPOSE OF OUR PUBLIC EDUCATION SYSTEM, THEY WOULD SAY TO CREATE CAPABLE CITIZENS.

AS A MATTER OF FACT, ALMOST EVERY STATE CONSTITUTION HAS A CLAUSE THAT GUARANTEES AN EDUCATION, AND MANY OF THEM BEGIN WITH LANGUAGE, LIKE IN MINNESOTA, IT SAYS, BECAUSE A REPUBLICAN FORM OF GOVERNMENT REQUIRES EDUCATED CITIZENS, WE'RE GUARANTEEING ALL CITIZENS THE RIGHT TO ATTEND SCHOOL.

SO MOST OF THESE WERE WRITTEN IN THE 18th CENTURY, 19th CENTURY.

THEY'RE STILL THE CONSTITUTIONAL LAW.

I WOULD SAY IN THE LAST 50 OR 60 YEARS, THERE'S BEEN A SERIOUS DECLINE IN THE SCHOOL'S WILLINGNESS AND ABILITY TO GET INTO THIS, PROBABLY STARTING AROUND THE VIETNAM ERA, WITH ALL THE DEMONSTRATIONS, THE SKEPTICISM ABOUT GOVERNMENTAL INSTITUTIONS.

THAT'S A POINT OF -- A MARKING POINT WHEN THIS DECLINE STARTED.

WHY DO YOU THINK THAT IS, USING THAT AS YOUR --

WELL, THERE IS MORE SKEPTICISM OF GOVERNMENT INSTITUTIONS.

I THINK IT GOES BEYOND THAT.

THINGS LIKE THE NO CHILD LEFT BEHIND ACT, WHICH PUT SUCH A PREMIUM ON TEACHING BASIC SKILLS AND READING AND MATH, THAT ACTUALLY THE NUMBER OF HOURS THAT ARE DEVOTED TO SOCIAL STUDIES AND THINGS LIKE CIVICS HAS GONE DOWN.

I'LL ALSO SAY IT'S MORE DIFFICULT TO TEACH CIVIC IN THE 20th CENTURY THAN 19th.

WE HAVE A MORE DIVERSE POPULATION AND ISSUES ON WHAT VALUES SHOULD BE, WHAT ARE CIVIC VALUES.

AND THINGS LIKE DEALING WITH THE MEDIA, INTERNET, SOCIAL MEDIA.

STUDENTS HAVE TO LEARN HOW TO COPE WITH THE MEDIA.

IT'S HARD FOR SCHOOLS TO TEACH THAT.

AMONG OTHER THINGS, YOU LOOK AT HOW WOEFULLY LOW THE VOTING PERCENTAGES OF YOUNG PEOPLE TODAY.

YES.

HOW FEW PEOPLE GO OUT AND VOTE.

WHAT THEN SHOULD WE BE DOING?

HOW SHOULD WE BE -- WHEN WE TALK ABOUT A SOUND EDUCATION.

I KNOW DIFFERENT STATES USE DIFFERENT TERMINOLOGY.

NEW JERSEY WHERE I LIVE TALKS ABOUT THOROUGH AND OFFICIATE EDUCATION.

WHAT THEN SHOULD WE BE DOING IN NEW YORK TO BUTTRESS THAT, ENHANCE THAT, REINTRODUCE, IF YOU WOULD, THE IDEA OF LEARNING TO BECOME A COMPETENT AND PRODUCTIVE CITIZEN OF THE REPUBLIC?

IN MY BOOK, I GET INTO FOUR AREAS I THINK ARE IMPORTANT.

CIVIC KNOWLEDGE, DEEP KNOWLEDGE OF HISTORY, FUNCTIONING OF GOVERNMENT INSTITUTIONS, ECONOMICS, ET CETERA, TO BE ABLE TO KEEP UP WITH CHANGING EVENTS.

CIVIC SKILLS.

THAT MEANS BASIC VERBAL ABILITY, BUT IT ALSO MEANS THINGS LIKE MEDIA L MEDIA LITERACY WITH THE INTERNET.

ESTABLISH ACCURATE FROM INACCURATE FACTS ACROSS THE INTERNET, HOW TO DECIDE WHETHER A WEBSITE IS BIASED.

THESE ARE SKILLS STUDENTS NEED AND MOST IMPORTANT, DEMOCRATIC LIBERATION SKILLS, WHICH MEANS THE IDEA OF PUTTING TOLERANCE OF OTHER VIEWPOINTS INTO EFFECT, TO BE ABLE TO ENTER INTO A DISCUSSION WITH PEOPLE WITH DIFFERENT VIEWS, AND HAVE A CIVIC DISCUSSION ALONG THOSE LINES.

THIS IS WHY I THINK THIS WHOLE AREA IS SO IMPORTANT IN OUR TIME.

BECAUSE, QUITE FRANKLY, OUR POLITICS IS TOTALLY POLARIZED.

I DON'T THINK I HAVE TO EXPLAIN THAT TO YOU OR ANYONE ELSE.

OUR CURRENT GENERATION OF POLITICS IS NOT GOING TO GET OUT FROM UNDER THAT.

OUR ONLY HOPE IF THE YOUNG PEOPLE LEARN THESE KINDS OF SKILLS.

MICHAEL, ONCE AGAIN, IT'S CALLED 'FLUNKING DEMOCRACY, SCHOOLS, COURTS, CIVIC PARTICIPATION.

A VERY THOUGHTFUL LOOK AT A TROUBLING SCENARIO.

THEY FOR SPENDING TIME TALKING TO US.

THANK YOU FOR BEING INTERESTED.

IT'S REALLY IMPORTANT EVERYBODY THINKS ABOUT OUR FUTURE, INCLUDING OUR KIDS AND SCHOOLS.

IT'S ESSENTIAL.

THANK YOU, MICHAEL, YOU BE WELL.

THANK YOU.

> RATS.

YOU SEE THEM ON THE SUBWAY, YOU SEE THEM ON THE STREETS, THEY EVEN INVADE OUR PLAYGROUNDS.

RATS HAVE BEEN THE FABRIC OF CITY LIVING MORE THAN 100 YEARS.

THEIR NUMBERS APPEAR TO HAVE SWELLED.

LAST COUNT AND ARMY OF 2 MILLION STRONG.

NEW YORK CITY DEFINITELY HAS A RAT PROBLEM AND NOW THE MAYOR IS POURING IN MILLION FOSSETT A TRAP.

EARLIER THIS YEAR HE ANNOUNCED A $32 MILLION PROGRAM TO RID THE CITY OF THE PESTS DECLARING A NEW CHAPTER ON EXTERMINATING RATS.

YOU CAN'T JUST EXTERMINATE YOUR WAY OUT OF THE PROBLEM.

YOU HAVE TO GO DEEPER AND WHY WE'RE GOING AT THE ROOT OF THE PROBLEM, WHERE THE RATS LIVE AND WHERE THEIR FOOD COMES FROM.

YOU HAVE TO GO TO ALL THREE REALITIES, FOOD, WHERE THEY LIVE AND EXTERMINATE ON TOP OF THAT.

THIS IS WHAT YOU WILL SEE US TOO MORE AND MORE FROM THIS POINT ON.

PART OF THE PROBLEM IS RAT PROOF GARBAGE CONTAINERS AND SUFFOCATING THEM WITH ICE IN THEIR BOROUGHS.

THIS SHOWS HOW BAD IT IS.

THIS SHOWS A RAT WREAKING HAVOC ON A TRAIN.

[ SCREAMING ].

THE MAYOR AND PROBABLY ALL OF NEW YORK CITY WANTS THESE UNWELCOME VERMIM TO BE A LESS VISIBLE PART OF OUR LIVES.

LIVING IN THE BUSHWICK HOUSES IN BROOKLYN, THEY DEMONSTRATED THE TECHNIQUE.

IT'S HARD TO SEE THEM DURING THE DAY.

AT NIGHT, THEY'RE OUTSIDE AND IT'S LIKE THEY'RE HAVING SO MUCH FUN.

IT'S SCARY, YOU KNOW, BECAUSE THEY'RE IN FRONT OF WHERE WE'RE SUPPOSED TO BE ABLE TO BRING OUR CHILDREN TO PLAY.

THE KIDS DON'T WANT TO PLAY THERE.

WHILE THE CITY HAS THEIR METHODS, THERE'S A GROUP OF NEW YORKERS WHO HAS THEIRS AS WELL.

I SPENT THE DAY AND EVENING WITH R.A.T.S., WHICH STANDS FOR THE RALLY -- TREAD SOCIETY, USING SPECIAL BRED DOGS TO FIGHT RATS.

THAT'S RIGHT.

RAT HUNTERS.

I'M AT THE EAST VILLAGE, A STICKY WET MUGGY DAY.

THAT IS NOT STOPPING THE RAT HUNTERS FROM COMING HERE AND TRYING TO SMOKE OUT SOME OF THE RATS.

WHILE LIVING IN NEW YORK CITY, ONE THING PEOPLE REALIZE RIGHT AWAY, THERE ARE A LOT OF RATS HERE.

IT BECOME AS WAY OF LIFE.

THESE RAT HUNTERS HERE ARE TRYING TO DO A LITTLE BIT ABOUT THAT.

THE RATS HERE AND EAT ON THE STREET.

YEAH.

SO THE PROBLEM IS THAT YOU CAN'T GET THEM OUT OF HERE WITH A DOG THE WAY WE DO ON THE STREET.

EVERY TIME WE FILL UP ON THE STREET THEY COME RUNNING IN HERE AND WE CAN'T GET THEM OUT.

THIS IS ONE WAY THAT WE CAN TRY TO REDUCE A FEW RATS EFFECTIVELY.

WITH THE SMOKER WE GAS THE HOLES, THE RATS EITHER RUN OUT OR THEY DON'T.

IF THEY RUN OUT, THE DOGS HOPEFULLY GET THEM.

IF THEY DON'T, THE SMOKE GETS THEM.

REYNOLDS IS THE LEADER OF THIS UNIQUE PACK OF RAT HUNTERS.

MARCUS AND O'TOOLE ARE BELGTON TERRIERS.

HE IMMEDIATELY GOES FOR A RAT BARRIER.

THIS IS ONE OF THE HOLES HERE.

THE TEAM WAS AT IT FOR HOURS FILLING THE BOROUGHS WITH SMOKE AND KILLING A FEW IF THEY RUN OUT.

AT FIRST A FEW CLOSE CALLS BUT ALL MISSES.

I SAW IT RUN FROM THAT HOLE OVER THAT WAY.

YOU BLEW IT!

THIS IS A KIND OF HIT AND MISS THING.

YOU WILL NEVER KNOW HOW MANY RATS YOU DISPATCHED DOWN HERE TODAY BECAUSE THEY DON'T COME OUT.

IF WE FILL A BOROUGH WITH NOXIOUS FUMES AND WE RUN IT IN THERE FOR FIVE MINUTES, WHATEVER IS IN THERE IS DEAD.

IT WILL NEVER COME OUT.

DESPITE THE FACT THAT WE'VE SEEN TWO COME OUT TODAY THROUGH THE GAS, IF WE GET NONE, THEN IT'S STILL A SUCCESS BECAUSE WE'VE CUT DOWN THE RAT POPULATION.

AFTER THE CLOSE CALLS I DECIDED TO PACK UP AND GO AND MEET WITH THE TEAM LATER IN THE EVENING.

THAT'S WHEN THEY FINALLY CAUGHT ONE.

IT ALL WENT DOWN SO QUICKLY WE ONLY HAD TIME TO SHOOT IT ON MY CELL PHONE.

THERE IT IS RIGHT THERE!

LEAVE IT.

THEY MANAGED TO CAPTURE TWO RATS IN THAT HUNTED.

THE DAY WAS STILL YOUNG.

A FEW HOURS LATER I MET UP WITH THE TEAM IN THE BAR UKE HOUSES AND MAKES THE PERFECT HUNTING GROUND.

TYPICALLY HAS A HALF-DOZEN OR SO HUNTERS WITH HIM BUT THE RAIN KEPT MANY AWAY.

THEY GET STARTED IMMEDIATELY.

RATS LOVE THE HEAT AND HUMIDITY.

WITH A TRAINED NOSE TO LEADING THE WAY, FINDING THE SCENT.

BUT IT PROVES TO BE A BIT SLIPPERY.

LIKE EARLIER IN THIS DAY, IT FAKES PATIENCE AND LUCK.

FINALLY, THEY CATCH ONE.

OH!

THEN TWO, THEN THREE, ABOUT A DOZEN.

THE DOG OWNERS SAY THE DOGS ARE IN A DANGER FOR DISEASE FROM RATS BUT GET A GOOD WASHING BEFORE THEY COME INSIDE THE HOUSE.

HE SAYS THE DOGS ARE BETTER OFF WITH A PURPOSE.

THEY'RE BETTER IN THE HOUSE DUE TO IT.

THEY'RE FULFILLED PSYCHOLOGICALLY AND PHYSICALLY.

THESE DOGS ARE BRED TO WORK, WORKING ANIMALS.

A DOG IN A PET HOUSE ALL DAY LONG SUFFERS, MAN, SUFFERS.

EVEN THOUGH PEOPLE HAVE THE BEST INTENTIONS, THEY'RE THINKING LIKE HUMANS AND NOT LIKE DOGS.

DOGS ARE MEANT TO HAVE A PURPOSE.

NOT EVERYBODY HAS TO HUNT OR KILL VERMIN, ANYTHING LIKE THAT, THE DOG NEEDS A PURPOSE, I DON'T CARE WHAT BREED.

A WORKING BREED TO ME IS THE ONLY DOG TO OWN.

RICHARD HAS BEEN AT THIS OVER 30 YEARS AND SAYS THE OVERALL IMPACT IS PROBABLY NEGLIGIBLE AND HAVE BEEN ABLE TO HELP RESEARCHERS, BLOOD TAKEN FROM THE RATS AND HUNTED AND HOPING TO REMOVE THEM FROM THE POPULATION ESTIMATED AT 2 MILLION.
