New York City has become the first in the country to cap the amount of ride sharing services like Uber and Lyft.  Was it a decision based on Congestion or Politics? Saving homeless youth one at a time.  See how “The Door” is making the ultimate difference for young people living on the streets in New York City. It was once an epicenter where the underworld met the elite. Tonight, we take you inside the “New 42nd Street”.

WE HAVE TO START WITH THE OBVIOUS NAME, CONGRESSMAN COLLINS.

THAT WAS THE BIG STORY OF THE WEEK FROM THE BUFFALO AREA, WESTERN NEW YORK, INDICTED, ARRESTED, HAD TO GO INTO COURT AND MAKE AN APPEARANCE.

REALLY BAD LOOK.

HE WAS ACCUSED OF INSIDER TRADING AROUND THIS COMPANY WHERE HE HOLDS A WHOLE TON OF STOCKS.

THERAPEUTICS.

I'D LIKE TO GO INTO WHAT THEY DO BUT I'M NOT A SCIENTIST.

THEY LITERALLY SELL DISEASES TO SCIENTISTS.

IT'S VERY INTERESTING.

I THINK YOU COULD MAKE A METAPHOR ABOUT CONGRESS WITH THAT.

THE POINT IS THERE WAS A PANICKED PHONE CALL WHEN HE GOTTEN AN E-MAIL ABOUT A TRIAL FOR A DRUG FAILING, CORRECT?

YES.

THE INDICTMENT CLAIMS THAT CHRIS COLLINS KNEW THIS COMPANY STOCK WAS GOING DO GO DOWN.

HE IMMEDIATELY CALLED HIS SON AND HIS SON'S FATHER-IN-LAW AND WAS LIKE, SELL SELL SELL.

GET OUT OF HERE.

THAT'S A CRIME.

HE HAD INSIDER INFORMATION IF THIS ALLEGEDLY DID HAPPEN.

BASICALLY, HE'S A CONGRESSMAN.

HE RECENTLY DECIDED -- FIRST, HE'S LIKE, I'M GOING TO KEEP ON RUNNING, THIS IS A WITCH HUNT.

THEN, LIKE A DAY LATER HE SAID, NO, ACTUALLY I AM NOT GOING TO RUN FOR RE-ELECTION.

I'M DROPPING OUT.

THIS IS BAD FOR THE PART.

I BAD FOR TRUMP'S MAKE AMERICA GREAT AGAIN ETHOSE.

NOW, HE'S DROPPING OUT.

THE REPUBLICANS IN HIS WESTERN NEW YORK DISTRICT ARE SCRAMBLING WHAT TO DO AND FOREVER THEY CAN BRING A NEW CANDIDATE ON THE BALLOT BEFORE NOVEMBER.

SPEAKING OF WHAT BECOMES OF CONGRESSMAN COLLINS' SEAT, FIRST OF ALL THE ISSUE WHETHER HE STAYS ON THE BALLOT.

IT'S PAST PRIMARY TIME.

HE COULD STAY ON THE BALLOT.

WHEN IT COMES TO FAMILIAR NAMES THERE'S A CHANCE A REPUBLICAN WHO RAN FOR GOVERNOR, CARL PALADINO, THERE IS A CHANCE HE COULD TAKE THIS SEAT?

THAT'S RIGHT.

HE LOST THE NOMINATION IN 2010.

HE WAS ACTUALLY KICKED OFF THE ERIE COUNTY SCHOOL BOARD BECAUSE OF RACIST E-MAILS AND COMMENTS HE MADE.

NOW, THIS MAN IS CONSIDERING RUNNING FOR CONGRESS FOR THAT SEAT.

HE PUT HIS NAME OUT THERE AND ALL THE COUNTY REPUBLICAN CHAIRS THAT REPRESENT THAT AREA, THEY WILL MEET TOMORROW ON TUESDAY AND DISCUSS WHAT TO DO WITH CHRIS COLLINS' SEAT.

MOVING ON FROM THAT DEBACLE, ONTO A LEGAL DEBACKLE WITH THE GOVERNOR AND NRA.

THEY OBVIOUSLY WOULD BE FOES, BUT WAYNE LAPIERRE IS SUING ANDREW CUOMO?

THAT'S RIGHT.

I PRINTED OUT THE LAWSUIT HERE.

ANDREW CUOMO IS EXTREMELY HAPPY ABOUT THIS.

ANDREW CUOMO IS GETTING SUED BUT VERY HAPPY ABOUT IT BECAUSE IT IS THE NATIONAL RIFLE ASSOCIATION, PARIAH TO THE DEMOCRATS, LEFT ABSOLUTELY IT HAS IT AND HE SEES IT AS A BIG OPPORTUNITY, IF THE NRA IS HIS ENEMY IT COULD WIN SUPPORT AND WIN VOTES FROM DEMOCRATS.

I BELIEVE HE SENT OUT 10 E-MAILS IN THE PAST WEEK TO SUPPORTERS TRYING TO RAISE MONEY, TRYING TO SAY, LOOK AT ME, THE NRA HATES ME, I AM A GOOD SOLID STRONG DEMOCRAT.

I HAVE EVIDENCE.

THEY SUED ME.

THE LAWSUIT IS ALL ABOUT BASICALLY AREAS CLAIMING CUOMO HAS A VENDETTA AGAINST THEM AND IS TRYING TO CRUSH THEM.

DOES THE LAWSUIT USE THE WORD 'VENDETTA'?

IT MIGHT HAVE.

IT'S AN ENTERTAINING LAWSUIT.

THEY'VE GOTTEN SOME ATTENTION FOR THE CLAIM THAT CUOMO IS KILLING THE NRA AND PEOPLE SAY, THE NRA IS A VERY POWERFUL INTEREST GROUP.

THAT DOESN'T SEEM REALISTIC.

I THINK THE NRA SAYS, WE'RE DOING FINE FINANCIALLY, DO ME IS NOT ACTUALLY KILLING US BUT HE COULD, SO THEY'RE SUING.

WE LIVE IN A LITIGIOUS SOCIETY.

I SUPPOSE EVERYONE CAN SUE ANYONE.

IS THERE ANY OTHER BIG POLITICAL STORIES ON THE HORIZON?

> HAVE MY EYE ON THE ATTORNEY GENERAL'S RACE, LAETITIA JAMES, SHE IS A FRONT-RUNNER FOR THAT SEAT.

SHE REALLY GOT A BOOST THIS PAST WEEK.

SHE GOT 10 CONGRESS MEMBERS TO ENDORSE HER FOR ATTORNEY GENERAL.

THAT'S ESPECIALLY DAMNING BECAUSE ONE OF HER OPPONENTS IS A CONGRESS MEMBER, SEAN PATRICK MALONEY.

10 OF HER DEMOCRAT COLLEAGUES IN NEW YORK SAYING, SORRY, WE DON'T ACTUALLY WANT YOU TO BE ATTORNEY GENERAL.

THAT WILL MAKE FOR AWKWARD MEETINGS.

WHEN IT COMES TO THE RACE WE KNOW THERE IS A STOLEN RACE AND CHRIS JAMES AND CONGRESSMAN, JOHN-PATRICK MALONEY.

IS THERE INDICATION WHERE THE PUBLIC IS FALLING WITH THE THREE OF THEM.

THE INTERESTING THING, MOST OF THE PUBLIC ACCORDING TO TWO POLLS RELEASED.

42% OF VOTERS DON'T KNOW WHO THEY WILL VOTE FOR.

IT'S REALLY UP IN THE AIR.

ALL THE CANDIDATES ARE SAYING, THAT'S A GOOD THING.

G GOOD, I CAN WIN OVER THESE UNDECIDED VOTERS AND LAETITIA JAMES WAS AHEAD IN BOTH POLLS.

LAETITIA IS AHEAD BY A FEW POINTS AND JOHN-PATRICK AND THEN ALISIA EVE, A FORMER EMPLOYEE OF GOVERNOR CUOMO IS IN THAT RACE.

OKAY.

WE WILL BE WATCHING THAT RACE AND WHAT BECOMES OF THIS CONGRESSIONAL SEAT OUT IN WESTERN NEW YORK.

THE BILL THE MAYOR IS EXPECTED TO SIGN WILL RESTRICT THE NUMBER OF NEW LICENSES AND ESTABLISH MINIMUM PAYROLLS IN AN ATTEMPT TO INCREASE WAGES FOR DRIVERS AND ALLOW THE YELLOW CAB INDUSTRY SUFFERING GREATLY, TO REMAIN COMPETITIVE.

THE PAST FEW MONTHS HAVE SEEN AGGRESSIVE CAMPAIGNS ON BOTH SIDES OF THE ISSUE ARGUING THE CAP WOULD ALLOW THE RIDE SHARING COMPANIES EMPLOYEES TO MAKE A MORE REASONABLE WAGE AND THEY OFFER A SERVICE NEW YORKERS DESPERATELY WANT AND NEED.

HERE TO EXPLAIN WHAT THIS BILL MEANS TO THE MANY NEW YORKERS WHO RELY ON THE RIDE SHARING TO GET AROUND EVERYDAY, DANA RUBENSTEIN.

WELCOME TO THE PROGRAM.

THE POINT OF IT IS TO CAP THE NUMBER OF RIDES.

IS IT FAIR TO SAY THIS IS ACTUALLY GOING TO BE A BOOST TO THE YELLOW CAB INDUSTRY?

IT MIGHT SORT OF STABILIZE THE YELLOW CAB INDUSTRY AND STABILIZE THE HEMORRHAGING THEY'VE BEEN EXPERIENCING.

I DON'T THINK IT WILL RESUSCITATE IT.

IT IS CAPPING THE NUMBER OF VEHICLES FOR HIRE VEHICLES ON THE STREETS.

THERE WILL PROBABLY BE SOME ATTRITION.

BUT IT'S NOT -- IT MIGHT HELP A LITTLE BIT BUT IT WON'T SAVE THEM.

SPEAKING OF MIGHT HELP A LITTLE BIT, SOME PEOPLE HAVE SAID THERE'S BEEN SO MANY NEW PEOPLE JOINING THE RIDE-SHARING BUSINESS IT'S CLOGGING UP NEW YORK CITY STREETS.

COULD WE SEE AN EASE IN TRAFFIC?

MAYBE A SLIGHT EASE.

NO ONE IS SORT OF PUBLICLY ARGUING, EXCEPT PERHAPS THE MAYOR, THAT IT WILL MAKENY DISCERN I'M IMPACT ON TRAFFIC CONGESTION.

WHAT WE NEED IS CONGESTION PRICING, BUT IT WON'T ALLOW IT TO GET WORSE.

OKAY.

OR IT WON'T ALLOW IT TO GET WORSE AS FAR AS UBER CONGESTION IS CONCERNED.

LET'S TALK ABOUT THE BACK AND FORTH WHETHER OR NOT THIS IS FAIR.

SOME PEOPLE HAVE SAID THAT WHILE THIS MIGHT BE HELPING THE TAXICAB INDUSTRY, THIS IS ACTUALLY GOING TO BE A DETRIMENT AND HURT NEW YORKERS WHO LIVE IN NEIGHBORHOODS WHERE TAXIS DON'T GO OR NOT THAT AVAILABLE AND THEY HALVE RELY ON RIDE SHARING TO GET AROUND.

IT REMAINS TO BE SEEN.

THERE'S ABOUT 11,400 FOR HIRE VEHICLES IN NEW YORK CITY, NOT CABS, JUST LUXURY LIMOS AND THE REST.

THAT NUMBER ISN'T LIKELY TO CHANGE VERY MUCH.

THE QUESTION IS, NOW THAT THERE'S A CAP, WILL ALL OF THOSE CARS START SERVICING MANHATTAN MORE THAN NOW.

I DON'T KNOW WHY THEY WOULD.

THERE IS A MAJOR LOOPHOLE IN THE BILL WHICH IS IF THE TAXI AND LIMOUSINE COMMISSION IS CONVINCED CERTAIN NEIGHBORHOODS ARE GETTING WORSE SERVICE BECAUSE OF THIS LEGISLATION THEY COULD AUTHORIZING MORE.

WHAT ABOUT WHAT LOOKS LIKE A BIG WIN FOR MAYOR DE BLASIO.

FOR A WHILE, UBER BECAME AN ADJECTIVE TO DESCRIBE FAILED LEGISLATION ON HIS PART.

NOW, THIS LOOKS LIKE HE MIGHT HAVE A W.

YEAH.

IT DOES SORT OF.

HE WAS VERY CAREFUL NOT TO MAKE HIMSELF THE FACE OF THE LEGISLATION WHILE THE DEBATE WAS GOING ON.

EVERY TIME HE WAS ASKED ABOUT IT HE WOULD MAKE POSITIVE NOISES ABOUT IT AND VERY VERY VAGUE.

HE SAYS THE COUNCIL LOOKS LIKE THEY'RE DOING SOMETHING VERY VERY SMART AND I LOOK FORWARD TO LOOKING AT THE LEGISLATION.

NOW, HE'S OWNING ITS MORE EXPLICITLY.

HE'S GOING TO SIGN IT.

YEAH, IT COULD BE -- IT'S A LITTLE BIT OF VINDICATION TO HIM BECAUSE HE TRIED TO DO THE SAME THING THREE YEARS AGO AND FAILED MISERABLY.

BEFORE I LET YOU GO, NOTHING IS REALLY REAL UNLESS IT HASN'T BEEN DEBATED ON SOCIAL MEDIA.

COUNCIL MEMBER ERIC TWEETED OUT CAPPING THE NUMBER OF RIDE SHARING -- THIS ISN'T A DIRECT QUOTE -- CAPPING THE NUMBER OF RIDE SHARING CARS IS LIKE LIMITING THE NUMBER OF NETFLIX SUBSCRIPTIONS BECAUSE THEY'RE WORRIED BLOCKBUSTER WILL START CLOSESING.

IS THAT A FAIR COMPARISON?

IT'S AN ODD COMPARISON THAT THE CITY SHOULD NOT REGULATE NEW TECHNOLOGIES.

IT IS AN ARGUMENT SOMEONE PRO LIBERTARIAN OR PRO MARKET FORCES THERE ARE CERTAIN EFFECTSHAS ON THE CITY WOULD WANT TO ADDRESS.

I'M NOT SURE THERE'S MUCH MORE OF EQUIVALENT BETWEEN UBER AND NETFLIX.

WHAT DO YOU SEE HAPPENING NEXT IF WE EXPECT THE MAYOR TO SIGN THIS LEGISLATION WITH WORK TO GET WORKED OUT.

THE TEENAGERS AND YOUNG ADULTS THAT COME TO THE DOOR HAIL FROM DIFFERENT BACKGROUNDS.

SOME MAY HAVE BEEN REJECTED FROM THEIR FAMILIES BECAUSE OF SEXUAL IDENTITY OR GET AWAY FROM VIOLENCE OR DRUG USE.

BUT THEY HEAD HERE FOR GO AHEAD AND SELF-HELP CLASSES.

AN IDEA THAT CAME TO THE FOREFRONT IN RECENT MONTHS, YOUTH HOMELESSNESS.

JOINING US NOW TO TALK ABOUT THIS ISSUE AND THE WORK IS THE EXECUTIVE DIRECTOR, JULIE SHAPIRO AND ELLIE, WHO WAS ONCE HOMELESS AND TURNED HER LIFE AROUND.

HOW LONG HAS THE ORGANIZATION BEEN STARTED?

TALK ABOUT THE WORK IT DOES.

SURE.

IT'S BEEN AROUND 40 YEARS.

THE BELIEF IT WAS FOUNDED ON IS ONE WE STILL RUN ON, CHALLENGES AND PROBLEMS FACING URBAN NEEDS ARE COMPLEX AND NEED INTEGRATED SOLUTIONS AND WE NEED A MODEL IN A DIVERSE CARING ENVIRONMENT AND HELP YOUNG PEOPLE REALIZE THEIR FULL POTENTIAL.

ONE OF THE ISSUES YOU HAD TO FOCUS ON FAIRLY RECENTLY IS THIS MOTION OF HOMELESSNESS, SPECIFICALLY YOUTH HOMELESSNESS.

WHY ARE THE ISSUES SURROUNDING YOUTH HOMELESSNESS DIFFICULT FROM ADULTS AND HOW WE DEAL WITH THEM?

A LOT OF YOUNG PEOPLE COME TO THE DOOR AND ARE EXPERIENCING HOMELESSNESS ARE HAVING SOME FORM OF DISCONNECTION WITH THEIR FAMILIES, THEIR COMMUNITIES, THEIR NEIGHBORHOODS, AND COME TO THE DOOR FOR A WHOLE HOST OF REASONS, BUT THEY'RE LOOKING FOR A SAFE SPACE.

AND FOR A NEW START.

YOUNG PEOPLE ARE AT A DIFFERENT DEVELOPMENTAL STAGE THAN ADULTS, THEY DON'T HAVE THE SAME RESOURCES AND LIFE SKILLS AND DIFFERENT VULNERABILITIES.

OUR APPROACH TO RESOLVE YOUTH HOMELESSNESS IS TO HAVE THE WHOLE RANGE OF SUPPORT TO HELP THEM GET STABILIZED AND BE SUCCESSFUL.

WHAT IS THE PROBLEM WITH SAYING TO A YOUTH, THERE'S AN ADULT SHELTER OVER THERE.

GO AHEAD.

YOU'LL BE FINE AND THEY'LL TAKE CARE OF YOU.

YOU SAY THERE ARE DIFFICULTIES, WHY?

YOUNG PEOPLE NEED MORE SUPPORT THAN THAT.

WE HAVE MANY CARING ADULTS IN OUR BELTING, OUR STAFF EXPERIENCED IN CONNECTIONS WITH YOUNG PEOPLE AND UNDERSTANDING THEIR GOALS AND HELPING THEM ADDRESS ALL THE ISSUES THAT MAY BE ASSOCIATED WITH THEIR HOMELESSNESS.

ISSUES AROUND LEGAL STATUS AND WE TRY TO HAVE A COMPREHENSIVE APPROACH, VERY DEVELOPMENT AND YOUTH-BASED.

WE TRY TO BASE IT ON THE STRENGTHS OF YOUNG PEOPLE.

THAT LEADS US TO ELLIE.

IT WAS PRETTY COOLING.

I FOUND OUT ABOUT A SERVICE FOR HOMELESS RUN AWAY YOUTH.

AND I WAS ASSISTED GETTING PERMANENT HOUSING.

HERE I AM NOW, I HAVE MY OWN HOUSE IN THE BRONX.

YOU'RE A SUCCESS STORY.

WHAT IF THE ELLIE OF 2009 OR 2010 CAME TO YOU NOW AND SAID, WHAT DO I DO, WHAT CAN I DO?

WHAT WOULD YOU SAY TO HER?

DON'T GIVE UP.

IT'S NOT HOW YOU START, HOW YOU FINISH.

IT'S GOOD AND VERY HARD AND DIFFICULT WORK THAT 'THE DOOR' HAS BEEN DOING FOR A LOT OF YEARS NOW.

WHEN A NEW 42nd STREET WAS REBUILT AND REVITALIZED THE MAGNIFICENT HISTORIC THEATERS THEY RESIGNED THE BLOCK TO CHILDREN'S PROGRAMMING AND NONPROFIT PRODUCTION AND ART SPACES CALLED HOME.

DAO, THEY'RE DOING MORE TO TRANSFORM LIVES IN NEW YORK CITY.

PART OF CHASING THE DREAM IN AMERICA, WE INTRODUCE YOU TO TWO PEOPLE TO MAKE ALL THIS HAPPEN.

42nd STREET WE KNOW MARVELOUS NOW, THE SLEAZEST BLOCK IN 1990?

GIVE US AN IDEA.

WHEN I CAME TO WORK THE ENDS OF 1990.

THERE WERE 87 ADULT USES ON 42nd STREET INCLUDING IN THE STATE OF TODAY THAT IS KNOWN AS THE NEW VICTORY, IT WAS THE ONLY TRIPLE EX-PORN HOUSE ON 42nd STREET IN ONE OF THE BLOCKS EIGHT HISTORIC AND AS YOU SAID, MAGNIFICENT THEATERS.

IT'S ASTONISHING WHAT IT HAD BECOME WHEN YOU SEE IT ON THE MARQUEE BOARD.

IT WAS CALLED THE 42nd STREET DEVELOPMENT PROJECT AND THE CITY SAID WE WILL BE RESPONSIBLE FOR 7TH AND 8th AVENUES AND WE BETTER FIND SOMEBODY EXPERIENCED IN THEATER.

THEY CREATED A NONPROFIT.

I BECAME THE FIRST EMPLOYEES WITH A BRAND NEW BOARD OF DIRECTORS.

WHAT IS THIS PROJECT?

HOW WILL WE DO THIS?

THE TINY STAFF OF FIVE CAME UP WITH IDEAS, AND ONE OF THEM WAS A STUDIO FOR KIDS AND THEIR FAEMSZ ON 42nd STREET IN THE CROSS WITH WAY OF THE WORLD TO PRODUCE HIGH QUALITY WORK HOPING TO MAKE THE YOUNG PEOPLE OF NEW YORK FALL IN LOVE WITH LIVE PERFORMING ARTS AND MAKE IT PART OF THEIR LIVES FOREVER MORE AS CITIZENS.

I WILL ASK YOU ABOUT SOME MORE PROJECTS.

I WANT YOU TO GET INTO THE CONVERSATION.

BECAUSE YOU HAVE BENEFITTED IN THESE PROJECTS IN A BIT OF A DIFFERENT WAY.

YOU ARE CURRENTLY A NEW 42nd STREET FELLOW.

THE FELLOWSHIP IS A YEAR LONG PROGRAM WITH ONE OF THE MANY DEPARTMENTS THE U-42 HAS.

I CHOSE ARTISTIC PROGRAMMING AND WE ARE DIVERSE AND INNOVATED.

IT INCLUDES GOING TO CONFERENCES, WHICH HAS BEEN MOST INCREDIBLE.

THE PROGRAM IS REALLY ABOUT SUPPORTING THAT INTEREST THAT US AS YOUNG NEW YORKERS HAVE IN THE ARTS AND PUTTING US IN A POSITION TO THRIVE.

YOU'VE HAD A MORE EXTENSIVE INVOLVEMENT AS A FELLOW.

YOU STARTED AS AN APPRENTICE.

WHEN I STARTED, I WAS A HIGH SCHOOL APPRENTICE.

IT WAS MY FIRST TIME WORKING IN AN OFFICE AND FIRST TIME WORKING IN THEATER ADMINISTRATION.

I DIDN'T REALLY KNOW WHAT THAT MEANT.

I KNEW I PERSONALLY LOVED THE ARTS.

FIGURING HOW CAN I PUT MY FOOT IN THE DOOR.

I GOT A LOT OF RESPECTS ON THE BACK END PATRONS DON'T USUALLY SEE WHEN THEY THINK OF THE FINAL PROJECT.

YOU WERE WORKING AS AN USHER IN THE USHER PROGRAM.

THAT'S RIGHT.

IT STARTS AS JOB TRAINING.

WE GOT PAID FOR TRAINING, GOING TO PROFESSIONAL LETTER WORKSHOPS AND COVER LETTER WORKSHOPS AND GETTING PAID TO LEARN SKILLS.

WHAT A FABULOUS DEAL THAT IS.

AND TEACH YOU HOW TO OPEN A BANK ACCOUNT AND DO A BUDGET FOR YOURSELF.

IT WAS THE FIRST TIME I WAS GETTING A REGULAR PAY ACADEMIC AND TAUGHT MONEY MANAGEMENT.

LET ME JUMP INTO SOME THINGS IF YOU WOULD, A VAST REPERTOIRE.

ONE IS THE CREATION OF THIS ENORMOUS REHEARSAL SPACE.

WE BUILT FROM THE GROUND UP A 14 STUDIO, 10-FLOOR BUILDING WITH THE BEST REHEARSAL STUDIOS IN THE CITY PROVIDING PERFORMERS EVERYTHING THEY NEED TO DO THEIR BEST WORK, NOT JUST THE MANAGERS, BUT THE COMPANIES HAND CHOREOGRAPH FERS AND DESIGNERS.

IT SAYS ON THE CORNERSTONE, DEDICATED TO THE PERFORMING ARTSTIST 20 AND 21st CENTURIES.
