TONIGHT ON METROFOCUS

February 27, 2018 at 5:30 am

Senator Schumer and state leaders head to Capitol Hill on a mission to end the scourge of school shootings. Mayor Bill de Blasio takes on the feds over sanctuary cities. And as the bribery trial against a former Cuomo top aide continues, the Governor faces criticism from Republicans. Ben Max, executive editor of Gotham Gazette, is here with the latest in New York politics. Is it fair to get a pass not to pay for the subway? Should turnstile jumpers not be prosecuted? That’s the plan and it has some serious support. We’ll investigate. The 1964 World’s Fair is coming back to Queens, sort of. A modern version of the fair “The World’s Fare,” highlighting culinary diversity, will debut in the parking lot of Citi Field April 28th-29th. We have the details on this “only in New York” event.

Aired on February 26, 2018.

>>> TONIGHT, ON "METROFOCUS,"
SENATOR SCHUMER AND STATE
LEADERS HEAD TO CAPITOL HILL ON
A MISSION TO END THE SCOURGE OF
SCHOOL SHOOTINGS.
MAYOR DE BLASIO TAKES ON THE
FEDS OEV SANCTUARY CITIES.
PLUS, IS IT UNFAIR TO GET A PASS
NOT TO PAY?
SHOULD SUBWAY TURNSTILE JUMPERS
NOT BE PROSECUTESED?
THAT'S THE PLAN, AND IT HAS
SERIOUS SUPPORT.
>>> AND THE 1964 WORLDS FAIR IS
COMING BACK TO QUEENS, SORT OF.
WE HAVE DETAILS ON THIS
ONLY-IN-NEW YORK EVENT.
>>> ALL THAT AND MORE AS
"METROFOCUS" STARTS RIGHT NOW.
§
>>> THIS IS "METROFOCUS," WITH
RAFAEL PI RAMON, JACK FORD, AND
JENNA FLANAGAN.
FUNDING FOR THIS PROGRAM WAS
PROVIDED BY
.
>>> CORPORATE FUNDING PROVIDED
BY MUTUAL OF AMERICA, YOUR
RETIREMENT COMPANY AND BY PSE
AND G, SERVING CUSTOMERS,
STRENGTHENING THE BUSINESS
COMMUNITY AND INVESTING IN THE
FUTURE.
>>> PARTICULARLY TROUBLING THAT
WE'RE IN THE MIDST OF A NATIONAL
TRAGEDY IN FLORIDA AND HAVE TO
TALK ABOUT PREVENTING CUTS
INSTEAD OF DOING MORE TO PREVENT
FUTURE TRAGEDIES FROM OCCURRING.
TO THINK FLORIDA OR ANY OTHER
COMMUNITY THAT NEEDS TO HAVE
THIS KIND OF HELP TO HANDLE THIS
TRAUMA AND OTHERS THAT MIGHT
HAVE OCCURRED AND WON'T HAVE IT,
HORRIBLE.
VERY BAD.
>> GOOD EVENING, AND WELCOME TO
"METROFOCUS."
I'M RAFAEL PI RAMON.
SENATOR SCHUMER SHOWING
DISPLEASURE OVER PLANNED KWUTS.
TRUMP'S BUDGET WOULD SLASH $225
MILLION.
THERE'S A LOT GOING ON IN STATE
AND LOCAL POLITICS AS WELL, AND
IT'S GOING TO BE A VERY BUSY
WEEK ON ALL FRONTS.
FIRST HERE IN THE METRO AREA,
MAYOR DE BLASIO WENT ON THE
OFFENSIVE AGAINST THE JUSTICE
DEPARTMENT WHO SEPTEMBENT HIM AR
ACCUSING HIM OF NOT COMPLYING
WITH LAW.
HE SAID IT WAS GUILTY OF A
RACIST ATTACK.
HE FOUGHT BACK BY SAYING THAT
THE CITY IS FOLLOWING NATIONAL
IMMIGRATION LAWS.
IN ITS DEFENSE, THE JUSTICE
DEPARTMENT SAYS IT BELIEVES NEW
YORK, CHICAGO, NEW ORLEANS AND
PHILADELPHIA ARE OUT OF
COMPLIANCE WITH THE FEDERAL LAW.
A VIOLATION THAT WOULD MAKE
THOSE CITIES INELIGIBLE FOR
FEDERAL GRANTS.
AND FROM MANHATTAN TO ALBANY,
WHERE THE JOSEPH ROCOCO PAY FOR
PLAY TRIAL CONTINUES.
THE CASE AGAINST THE FORMER TOP
AIDE HAS ED COX SAYING QUOTE,
THIS IS GOING TO BE THE END OF
ANDREW CUOMO'S GOVERNORSHIP.
CUOMO HAS BEEN EVASIVE ABOUT THE
ISSUE SINCE THE TRIAL BEGAN.
BUT WE START IN WASHINGTON WHERE
TODAY THE NATION'S GOVERNORS
LESS CUOMO JOINED CHUCK SCHUMER
TO ERADICATE SCHOOL SHOOTINGS.
>> TO ADDRESS EVERYTHING FROM
SAFETY TO THE MENTAL HEALTH OF
STUDENTS TO SUPPORT FOR TEACHERS
AND ADMINISTRATORS.
>> JENNA FLANAGAN IS STANDING BY
TO DISCUSS THE DETAILS OF THESE
THREE STORIES MAKING HEADLINES
ACROSS THE METROPOLITAN AREA.
JENNA?
>> THANKS, RAPH.
I WANT TO START WITH SENATOR
SCHUMER WHO IS IN D.C. WITH
SEVERAL GOVERNORS, AND THEY'RE
LOOKING TO ADDRESS THE ISSUE OF
GUN VIOLENCE.
OF COURSE WITH EVERYTHING THAT'S
HAPPENED IN PARKLAND, FLORIDA,
THIS SEEMS TO BE AT A PRECIPICE
FOR THE COUNTRY.
BUT FROM WHAT YOU CAN TELL, IS
THERE A POINT WHERE WE CAN
REALLY CHANGE THE DIRECTION?
>> I THINK THERE'S A COUPLE
THINGS AT PLAY.
ONE IS YOU DO HEAR REPUBLICANS
SEEMING A LITTLE BIT MORE OPEN
TO REFORMS AROUND GUN SAFETY AND
GUN CONTROL.
THERE ARE A LOT OF QUESTIONS OEV
WHETHER THAT WILL ACTUALLY
HAPPEN OR WHETHER THEY WILL PICK
A LITTLE LOW-HANGING FRUIT LIKE
BUMP STOCKS.
AND THEN THERE'S THE STATE BY
STATE APPROACH WHICH YOU HEAR
GOVERNORS LIKE GOVERNOR CUOMO OR
RICK SCOTT OF FLORIDA TALKING
ABOUT THE STATE LEVEL, AND
THAT'S WHERE YOU MAY SEE THE
MOST ACTION.
>> SPEAKING OF THE STATE BY
STATE APPROACH, ISN'T THERE
SOMETHING ELSE FOR THE GOVERNORS
TO BE ARGUING?
I UNDERSTAND THERE IS
LEGISLATION IN WASHINGTON THAT
WOULD FORCE STATES TO RECOGNIZE
ALL CONCEAL AND CARRY LICENSES.
SO, SAY IF YOU HAVE ONE FROM A
STATE LIKE ALABAMA IN A STATE
LIKE CONNECTICUT WHERE THEY'VE
BANNED SUCH THINGS THEY HAVE TO
NOW RECOGNIZE IT.
>> THIS HAS CAUSED A LOT OF
ALARM IN NEW YORK CITY WHERE
THERE ARE MUCH STRICTER LAWS ON
CONCEALED
CONCEALED CARRY.
THE QUESTION IS WHETHER THE
SENATE WOULD PUT IT THROUGH TO
ALLOW RES PROS ITS, WHERE IF YOU
HAVE A PERMIT IN ONE STATE IT'S
GOOD IN EVERY OTHER STATE LIKE A
DRI
DRIVER'S LICENSE.
I DON'T KNOW IF THE WILL IS
THERE IN THE SENATE, ESPECIALLY
AFTER WHAT WE JUST SAW IN
FLORIDA FOR THAT TO HAPPEN.
>> MM-HM.
>> AS YOU KNOW, SOME PEOPLE SAY
THE MORE PEOPLE WITH GUNS ON
THEM, PERHAPS THE MORE THEY CAN
FIGHT BACK IN AN ATTACK
INCIDENT, ALTHOUGH, OBVIOUSLY,
THAT RATIONALE HAS BEEN
QUESTIONED MANY TIMES.
>> THAT RATIONALE HAS BEEN
QUESTIONED.
THERE IS ONE OTHER ISSUE, WE
HEARD SENATOR SCHUMER TALKING
ABOUT, AND THAT IS THE CUTTING
OF FUNDING TO MENTAL HEALTH
SERVICES.
THERE IS SPECIFICALLY A LARGE
AMOUNT THAT WAS MADE AVAILABLE
FOR KIDS DEALING WITH THE
AFTERMATH OF SOMETHING LIKE A
SHOOTING AND I BELIEVE THE
SENATOR REFERENCED THE NEWTOWN
SHOOTING AND HOW THOSE KIDS HAD
ACCESS TO MENTAL HEALTH
SERVICES.
REQ
CAN THE GOVERNMENT WALK THE
LINE AND STAND ON BOTH SIDES?
>> I THINK THAT'S A BIG QUESTION
COMING OUT OF FLORIDA AS TO
WHETHER THE FUNDING HAS ANY REAL
FUTURE.
YOU MIGHT SEE THE PRESIDENT WALK
THAT BACK.
WE DON'T REALLY KNOW WHERE
THAT'S HEADING, BECAUSE BUDGET
SEASON IN D.C. EXTENDS ON AND
ON, AND WE SOMETIMES GET THESE
CONTINUING RESOLUTIONS WHERE YOU
DON'T FULLY SEE A NEW BUDGET
DEAL.
SO WE'RE NOT COMPLETELY CLEAR
WHAT WILL HAPPEN ON THAT, BUT
THAT'S ANOTHER ONE OF THOSE
THINGS THAT MAY BE THIS L
LOW-HANGING FRUIT WHERE THEY SAY
WE'RE DOING SOMETHING ON GUNS
AND RELATED ISSUES.
AND THEN NOT REALLY DOING
ANYTHING NEW.
>> D.C. IS ALWAYS FASCINATING.
MOVING A LITTLE CLOSER TO HOME
HERE IN NEW YORK CITY, THERE'S
ISSUES WITH THE FEDERAL
GOVERNMENT BETWEEN THE MAYOR,
AND NOT JUST THE MAYOR OF NEW
YORK CITY BUT THE MAYOR OF
SEVERAL OTHER BIG CITIES THAT
HAVE LARGE IMMIGRANT
POPULATIONS.
FIRST OF ALL, GIVE US A LITTLE
UNDERSTANDING OF WHAT THIS BACK
AND FORTH IS.
WHO'S RESPONDING TO WHAT FEDERAL
IMMIGRATION LAW?
>> THERE'S A LOT OF BACK AND
FORTH BETWEEN MAYOR DE BLASIO
HERE IN NEW YORK CITY AND OTHER
MAYORS HAVE YOU'VE SAID, POLICE
OFFICIALS, ABOUT COOPERATION
WITH FEDERAL IMMIGRATION
ENFORCEMENT.
NEW YORK CITY AND OTHERS HAVE
RUN THEMSELVES AS SANCTUARY
CITIES, MEANING THEY'RE NOT
GOING TO COMPLY WITH A LOT OF
FEDERAL DEMANDS FOR REMOVAL OF
IMMIGRANTS AND COOPERATION WITH
FEDERAL FORCES AND LOCAL FORCES.
>> ALSO WITH SOME OF THESE
CITIES AND THEIR UNWILLINGNESS,
THERE'S THE THREAT ON THE
FEDERAL GOVERNMENT SIDE SAYING
THESE CITIES WON'T BE ABLE TO
GET CERTAIN FEDERAL GRANTS, WHAT
KIND OF GRANTSDS ARE WE TALKING
ABOUT?
>> THERE'S TWO PHASES HERE, ONE
IS CERTAINLY THINGS THAT RELATE
MUCH MORE DIRECTLY TO SECURITY,
AND THAT'S WHERE YOU HAVE THIS
STRANGE ARGUMENT, AND THE NYPD
IN PARTICULAR HAS PUSHED BACK
AGAINST THIS SAYING ARE YOU
REALLY GOING TO STRIP COUNTER
TERRORISM FUNDING FROM NEW YORK
CITY BECAUSE WE'RE NOT COMPLYING
WITH THESE DETAINER REQUESTS FOR
PEOPLE THAT THEY WANT TO SEE
ROUNDED UP AND PUT INTO
DEPORTATION PROCEEDINGS?
SO YOU IMMEDIATELY HAVE SOME OF
THOSE HOMELAND SECURITY TYPE
GRANTS AND POLICING GRANTS.
BUT THEN YOU CAN EXTEND FURTHER,
WHERE THERE'S BEEN TALK AT THE
DEPARTMENT OF JUSTICE AND BY
PRESIDENT TRUMP ABOUT TRYING TO
FREEZE EVEN MORE FUNDING TO
SO-CALLED SANCTUARY CITIES.
THAT MAY NOT STAND UP IN COURT.
BUT THERE ARE A LOT OF QUESTIONS
ABOUT WHAT THEY'RE GOING TO TRY
TO DO TO PUNISH CITIES THAT ARE
NOT COOPERATING.
>> I'M GOING TO LEAVE THE MAYOR
AND THE FEDERAL GOLVERNMENT A
LITTLE BIT AND TURN TO ALBANY,
WE HAVE ROCOCO.
A QUICK REFRESHER.
>> JOE OF ROCOCO WAS THE TOP
AIDE FOR GOVERNOR CUOMO FOR A
WHILE AND RAN BOTH OF HIS
SUCCESSFUL GUBERNATORIAL
CAMPAIGNS AND HAS BEEN CALLED
LIKE A BROTHER TO GOVERNOR CUOMO
AND SON TO MARIO CUOMO.
ROCOCO AND OTHERS ARE ON TRIAL
FOR CORRUPTION.
>> OF COURSE THE PAY TO PLAY
THAT IS UNFORTUNATELY WELL-KNOWN
TO BE COMMON IN ALBANY.
SO IS THERE A CHANCE THAT THIS
COULD TARNISH THE GOVERNOR'S
CHANCES ATSD REELECTION OR
PERHAPS SOMETHING BIGGER?
>> IT REALLY DEPENDS ON HOW MUCH
PEOPLE ARE PAYING ATTENTION.
I DON'T KNOW THAT WE HAVE GREAT
INDICATION OR PUBLIC POLLING
ABOUT PEOPLE'S AWARENESS OF THIS
TRIAL.
THERE'S GOING TO BE A SECOND
TRIAL THAT INVOLVES THE
GOVERNOR'S ECONOMIC PROGRAMS
THAT'S STARTING A LITTLE AFTER
THE ROCOCO TRIAL WRAPS UP.
SO WE'RE GOING TO HAVE BACK TO
BACK TRIALS, CONSTANT NEWS
COVERAGE.
SOME OF IT WILL LIKELY SEEP INTO
THE PUBLIC DISCUSSION, BUT IT
DEPENDS IF CHARGES ARE BROUGHT,
IF THERE'S A CONVICTION.
WE HAVE TO WAIT A LITTLE BIT.
THERE'S NO QUESTION THAT WHAT
WE'VE SEEN AT THE ROCOCO TRIAL
DOES NOT LOOK GOOD FOR GOVERNOR
CUOMO.
THAT IS CLEAR.
>> DOES ANYTHING THAT HAS GONE
ON IN THE ROCOCO TRIAL TOUCH THE
GOVERNOR?
>> IT DOESN'T TOUCH HIM DIRECTLY
AND PRECISELY, BECAUSE THERE'S
NO CHARGES BROUGHT AGAINST HIM.
BUT SOME OF THE THINGS THAT HAVE
COME OUT IN THE TRIAL PAINT A
TROUBLING PICTURE OVER WHAT THE
GOVERNOR OVERSAW, WHICH INCLUDES
THINGS LIKE ROCOCO USING HIS
OFFICE WHILE ROCOCO WAS OFF THE
GOVERNMENT PAYROLL AND RUNNING
THE GOVERNOR'S REELECTION
CAMPAIGN.
THAT'S JUST ONE EXAMPLE OF
SEVERAL THINGS THAT HAVE COME
OUT DURING THIS TRIAL THAT DO
NOT LOOK GOOD FOR THE WAY
GOVERNOR CUOMO WAS RUNNING
THINGS.
>> ALL RIGHT, WE'LL DEFINITELY
HAVE TO STAY TUNED ON ALL THREE
FRONTS.
THANK YOU SO MUCH FOR JOINING US
ON THE PROGRAM AND GIVING US
SOME BETTER UNDERSTANDING OF
WHAT'S GOING ON.
>> MY PLEASURE.
§
§
>>> IT'S THE BIGGEST, THEY SAY,
THE MOST BEAUTIFUL, THE MOST
AWE-INSPIRING, THE MOST
COLORFUL, THE MOST SPECTACULAR
EVENT OF THIS ERA.
THE NEW YORK WORLD'S FAIR.
IN A WORD, IT'S THE GREATEST.
>> MORE THAN 50 YEARS AGO, FROM
1964 TO 1965, THE WORLD'S FAIR
TRANSFORMED INTO A LAUNCHING PAD
WITH PEACE THROUGH
UNDERSTANDING.
MILLIONS OF VISITORS ATTENDED
THE FAIR.
I WAS ONE OF THEM AS A YOUNG BOY
TO EXPLORE THE COUNTRIES
REPRESENTED AS WELL AS GET A
GLIMPSE INTO THE FUTURE.
AMONG THE FAIR'S HIGH LIGHTS,
SPACE AGE PREVIEWS OF SATURN 5
MOON ROBERT.
BELL TELEPHONE'S PICTUREPHONE,
TODAY'S SKYPE.
AND THE RADICALIZATION OF THE
MUSTANG.
AND GENERAL MOTORS FUTUREAMA.
IT CELEBRATED THE FUTURE AND
DIVERSE CULTURES OF THE WORLD,
AND NOWHERE IS IT MORE EVIDENT
TODAY THAN IN QUEENS.
NOW FLUSHING MEADOWS IN QUEENS
IS SET TO ONCE AGAIN HOST A
WORLD'S FAIR, THIS TIME SPELLED
F-A-R-E TO HELP CELEBRATE
DIVERSE ITS THROUGH
INTERNATIONAL CUISINE.
OVER 100 VENDORS WILL BE COMING
TOGETHER THIS APRIL 28th AND
29th IN THE SHADOW OF THE
WORLD'S FAIR.
LET'S TAKE A LOOK BACK WITH
JOSEPH TERELLA.
THE AUTHOR OF "TOMORROW LAND."
NICE TO HAVE YOU HERE WITH US.
>> GREAT.
GREAT TO BE HERE.
>> TALK ABOUT THE THEME.
HOW DID THAT EVOLVE?
>> YOU HAVE TO REMEMBER GOING
BACK IN TIME, IT'S THE COLD WAR.
NEW YORK WON THE FAIR IN 1960.
EISENHOWER IS STILL PRESIDENT,
KENNEDY IS COMING IN.
KENNEDY COMES IN AND IMMEDIATELY
RECOGNIZES THE FAIR FOR WHAT IT
COULD BE.
A GREAT OPPORTUNITY TO WAGE A
BATTLE IN THE COLD WAR WITHOUT
ANY BULLETS.
SIMPLY PUT, BESTAL,
TECHNOLOGICAL, ANDRTISTIC
WARES ON DISPLAY.
WE'LL INVITE THE ENTIRE WORLD TO
COME TO DO THE SAME.
THEY OPENLY INVITED THE USSR AT
THE TIME, THE SOVIET UNION.
WITH THIS IDEA THAT THROUGH
PEACE AND UNDERSTANDING WE WILL
EMERGE FROM THIS COLD WAR.
YOU HAVE TO REMEMBER, TOO, AS
THE FAIR IS BEING BUILT FROM
1960, IT OPENS IN APRIL 1964,
THE ENTIRE KENNEDY
ADMINISTRATION IS, I MEAN, THOSE
YEARS ARE RIGHT THERE.
YOU HAVE THE BER LLIN WALL, THE
CUBAN MISSILE CRISIS.
>> THERE'S A LOT OF TENSION IN
THE WORLD.
>> A LOT OF TENSION.
>> A BACKDROP FOR PEACE THROUGH
UNDERSTANDING.
>> WHICH IS WHY WHEN KENNEDY
CAME IN DECEMBER 1962, HE CAME
TO FLUSHING FOR A GROUNDBREAKING
CEREMONY.
THE CEREMONY, SHOVEL SHOT.
>> WHAT WAS THERE IN FLUSHING?
>> A CONSTRUCTION SITE.
THAT WAS IT.
AND THE U.S. PAVILION, WHICH WAS
THE U.S. GOVERNMENT WAS FUNDING.
THEY WERE HAVING THE GROUND
BREAKING CEREMONY.
SO KENNEDY COMES AND COMES TO
GIVE A SPEECH.
AND HE EMPHASIZES.
NOW REMEMBER, THIS IS DECEMBER
'62, LITERALLY A MONTH OR SO
PAST THE CUBAN MISSILE CRISIS.
NOW, AGAIN I WASN'T ALIVE AT THE
TIME, BUT IN WHAT I'VE HEARD,
PEOPLE THOUGHT THE WORLD WAS
GOING TO END.
>> I WAS TAUGHT IN SCHOOL, BE
READY FOR BASICALLY A NUCLEAR
ATTACK.
>> AND THEN YOU WENT ON TO DO
YOUR MATH HOMEWORK.
>> YEAH.
>> SO HE COMES, AND HE REALLY
EMPHASIZES THAT PEACE THROUGH
UNDERSTANDING IS THE MOST
APPROPRIATE THEME FOR ANY
WORLD'S FAIR AT THIS TIME IN THE
WORLD.
>> THAT MADE SENSE.
LET'S TALK ABOUT SOME OF THE
EXHIBITS THERE.
I WAS A YOUNG BOY, WENT WITH A
GROUP.
ACTUALLY GOT LOST EARLY ON.
I WAS SEPARATED.
SO I'M WANDERING AROUND BY
MYSELF.
AND MY MEMORIES OF IT WAS THIS
WAS MASSIVE.
>> RIGHT.
>> BUT FASCINATING.
TALK ABOUT SOME OF THE REAL SORT
OF GROUND BREAKING EXHIBITS.
>> YOU HAVE THE MICHELANGELO'S
P
PIETA, MADONNA HOLDING A DEAD
CHRIST, WHICH IF YOU GO INTO THE
VATICAN,'S RIGHT THERE.
IT NEVER LEFT THE VATICAN,
EXCEPT TO COME TO FLUSHING,
QUEENS.
AND THEN YOU HAD WALT DISNEY.
AGAIN, THERE IS NO DISNEY WORLD
IN CALIFORNIA.
>> AND FAIRLY NEW.
>> AND HE WANTED AN EAST COAST
STRONGHOLD.
BUT HE DIDN'T HAVE ONE.
HE WAS LOOKING AROUND.
I THINK THEY SETTLED ON ORLANDO
DURING THE FAIR YEARS, BUT WHAT
HE DID DO WAS GET INVOLVED IN
FOUR EXHIBITS.
THE GE EXHIBIT, WHICH IS THE
TOMORROW LAND.
HE HAD THE LINCOLN EXHIBIT,
WHICH IS A WALKING, TALKING,
AUDIO ANMATRONIC VERSION OF
ABRAHAM LINCOLN.
>> NOW WE THINK IT'S NOTHING.
IT'S INTERACTIVE, FINE.
INTERACTIVE BACK THEN.
>> HIS ENGINEERS INVENTED AUDIO
ANIMATRONICS FOR THE WORLD'S
FAIR.
NOW EERE.
IT WAS THIS MAGIC SKYLINE WHERE
YOU SAT IN THE FORD MUSTANG
WHICH DEBUTED.
THIS IS A BRILLIANT BIT OF
MARQUETTING.
-- MASRKETIN
WE HAVE B-NEW CAR. ICONIC.
THROUGH THE CONVEYOR .
YOU'REN A BRAND FORD
MUSTANG.
THE WHOLE FAMKED
AND YOUHROUGH TT'S
ARTING WITHHE DINOSAUR AGE
AND CAME UP TOURRENT.
SO I MEAN, YOU TNK THAT.
AND IT'S A SMALL RLD, WHICH
THAT STARTED THERE.
>> THAT STARTED THERE INHE
PEPSI VILION, AND THAT WAS
ILDREN OF THE WORLD SGING
THEONG.
N, EHANGHE PEACEND
UNDERSTANDING.
"TOMORROW LAND", IT' IS
FASCINATG FOR SOMEONE WHO WAS
TH BUT W YOU
IT'SASCINATING
SOME OF O FOLKS HERE ARE
SANG WASN'T BORN YET, THEY
SHOULD TAKE A LOOK AT IT.
THANKS FOR SPENDING SOME TIME.
>> THANK YOU.
>> AND A REMINDER, YOU CAN LEARN
MORE ABOUT THE NEW WORLD'S FARE,
F-A-R-E, BY GOING TO OUR
WEBSITE, METROFOCUS.ORG.
>>> IF I'VE EVER BEEN IN THE NEW
YORK CITY SUBWAY YOU'VE SEEN
PEOPLE JUMP THE TURNSTILE.
IN FACT SOME OF YOU MAY BE
WATCHING US RIGHT NOW.
EARLIER THIS MONTH, THE
MANHATTAN DISTRICT ATTORNEY
ANNOUNCED THAT TURNSTILE JUMPERS
WILL NO LONGER BE CRIMINALLY
PROSECUTED.
IN A RECENT INTERVIEW, THE
DISTRICT ATTORNEY SAID MY BELIEF
THAT FAILURE TO PAY A $3 SUBWAY
FARE DOESN'T NECESSARILY DESERVE
PROSECUTION.
BUT DOES IT HAVE ANY
REPERCUSSIONS FOR THOSE WHO DO
FAIL TO PAY?
JOINING ME IS DAVID JONES.
TELL ME ABOUT YOUR ORGANIZATION.
>> COMMUNITY SERVICE IS ONE OF
THE OLDEST CHARITIES IN AMERICA.
BUT FOCUSSED ON URBAN POVERTY
RIGHT FROM THE BEGINNING.
A LOT OF THE INSTITUTIONS YOU
HAVE IN NEW YORK WE'VE FOUNDED.
IF YOU WENT TO THE HOSPITAL WITH
SPECIAL SURGERY, WE'VE FOUNDED
IT.
>> I'VE BEEN THERE FOUR TIMES IN
THE LAST COUPLE YEARS.
EMNA
I'M IN DEBT TO YOU.
YOU WERE ON THE MTA BOARD.
>> ABSOLUTELY.
>> SO THE DISTRICT ATTORNEY
COMES OUT WITH THIS
PROCLAMATION.
>> RIGHT .
>> WERE YOU SURPRISED BY IT?
>> NO, WE HAD BEEN WORKING AND
RAISING THIS ISSUE FOR ALMOST
TWO YEARS.
>> IN WHAT SENSE?
WHAT IS IT THAT CAUSED THIS
ISSUE TO BE RAISED?
>> YEAH, I THINK THE TRACK OF
OUR INTEREST IN THIS REALLY, WE
DO A SURVEY EVERY YEAR CALLED
THE UNHEARD HEARD, GOES BACK 14
YEARS.
AND ABOUT THREE YEARS AGO WE
BEGAN TO GET INDICATIONS THAT
PEOPLE WERE HAVING TROUBLE
MEETING THE FARE COSTS OF RIDING
THE SUBWAY.
AND THE SYSTEM, WE THEN STARTED
A PROJECT, ALONG WITH SOME
OTHERS, CALLING FOR FAIR FARES,
HALF-PRICED FARE FOR THE POOR.
IT'S DONE IN LONDON, SEATTLE,
SAN FRANCISCO.
IT WAS REALLY A REFLECTION THAT
ABOUT 1 MILLION PEOPLE IN NEW
YORK CITY ARE BELOW THE PROFFER
AT
-- POVERTY LINE OF $24,000 FOR
A FAMILY OF FOUR.
WHEN YOU'RE THAT TIGHT TRYING TO
AFFORD FOOD AND HOUSING AND
CLOTHING AND THE REST, IT WAS
BECOMING A REAL BURDEN, AND WE
WERE FINDING MORE AND MORE
PEOPLE HAVING DIFFICULTY.
THAT WAS THE FRAME WE WENT INTO.
>> YOU'RE FINDING ANYBODY BEING
RECEPTIVE TO THE NOTION OF
SAYING, ALL RIGHT, LET'S CREATE
A FARE STRUCTURE.
>> PEOPLE THOUGHT IT SHOULD BE
DONE.
AS A MATTER OF FACT THE MAYOR
HAS ENDORSED THE IDEA IN HIS
MILLIONAIRE'S TAX THAT'S
PROBABLY -- WHO KNOW WHAT IS
WILL HAPPEN WITH THAT.
>> BUT IT HASN'T BEEN DONE YET.
>> HASN'T BEEN DONE YET.
NO ONE DENIES THAT IT'S
NECESSARY.
AND IT'S SOMETHING, IT'S A
QUESTION OF MONEY AND RESOURCES.
ALWAYS IS.
AND WE WERE FOCUSSING ON THAT.
WHEN I WENT ON THE BOARD, I MADE
IT CLEAR TO THE MAYOR WHO
APPOINTED ME, AND THEN I WAS
APPROVED BY THE GOVERNOR AND THE
STATE SENATE THAT THIS WAS GOING
TO BE ONE OF MY PRIORITIES, TO
LOOK AT AFFORDABILITY THROUGHOUT
THE MTA SYSTEM.
SECOND MEETING IN, HOWEVER, THEY
HAD A POLICE REPORT.
THE NYPD RUNS THE POLICING
WITHIN YOUR SUBWAYS AND BUSES.
AND ALMOST CASUALLY, THEY
MENTIONED THAT THERE'D BEEN
92,000 ARRESTS IN 2016, NOT
ARRESTS, STOPS, IN 2016.
AND 30,000 ARRESTS.
AS I GOT DEEPLY, I WANTED TO
KNOW SOMETHING ABOUT THAT.
THE DEMOGRAPHICS WERE SCARY.
I GREW UP IN CROWN HEIGHTS AND
BEDFORD STIEFF SANTSD.
WE RECOGNIZE THERE'S SOMETHING
CALLED BROKEN WINDOWS POLICING.
THAT'S AN IDEA WHERE YOU CAN
CATCH REALLY SEVERE BAD ACTORS
BY GETTING THESE LOW-LEVEL
CRIMES.
AND SO I STARTED AN ENGAGEMENT
WITH PEOPLE TO DISCUSS THIS EVEN
BEFORE VANCE CAME FORWARD.
I SAID WHY DON'T YOU PUT BIG
SIGNS UP.
THIS COULD BE SERIOUS FOR YOU.
IF YOU GET ARRESTED, YOU CAN END
UP WITH A RECORD THAT CAN
PREVENT YOU FROM GETTING LOANS,
GOING TO SCHOOL, ALL SORTS OF
THINGS CAN HAPPEN, AND HAVING
VAGUELY REMEMBERED WHAT 17 WAS
LIKE AND NOT TOO SMART, THIS WAS
SOMETHING I WANTED TO DETER
PEOPLE, NOT GRAB THEM.
I WAS TOLD BY ONE OF THE SENIOR
STAFF, NO, WE WANT TO CATCH
PEOPLE IN THE ACT.
>> MM-HM.
>> THAT IMMEDIATELY SET OFF A
REAL QUESTION OF WHAT ARE WE
TRYING TO DO OF BRINGING PEOPLE
INTO THE SYSTEM, INTO THE
CRIMINAL JUSTICE SYSTEM
UNNECESSARILY.
AND ALSO, IF THEY'RE NOT ABLE TO
PAY $2.75 OR WHATEVER, WHAT'S
LIKELIHOOD OF BEING ABLE TO PAY
A $100 FINE OR WHATEVER.
>> THERE ARE REASONS FOR IT, ONE
IS RESOURCES.
THERE ARE AWFUL LOT OF CASES
COMING ALONG.
HOW WOULD YOU RESPOND TO
SOMEBODY ELSE WHO LIVES IN NEW
YORK CITY AND MAYBE, YOU KNOW,
DOESN'T MAKE A LOT OF MONEY BUT
HAS --
>> YOU HAVE MONETARY
CONSEQUENCES THAT ARE COMING.
AND IF YOU DO IT REPEATEDLY, AND
I THINK THE DISTRICT ATTORNEY
HAS MADE THAT CLEAR, IF YOU
REALLY BECOME A RECIDIVIST, THEY
WILL PROSECUTE.
SO THE ISSUE IS NOT, YOU KNOW,
THAT WE'RE GOING TO OPEN THE
GATES AND LET EVERYONE IN, AND
I'M PAYING ALL THIS MONEY, AND
THESE OTHERS ARE
JUMPING ALL OVER EVERYTHING.
IT'S TRYING TO MAKE THE
PUNISHMENT FIT THE CRIME.
>> I THINK IT'S IMPORTANT THAT
YOU'VE EXPLAINED THAT.
BECAUSE THE PUBLIC PERCEPTION,
THE PUBLIC PERCEPTION IS, YOU GO
AHEAD, NOBODY'S GOING TO BOTHER
YOU ANYMORE, AND IF YOU ARE
GOING TO BE SILLY ENOUGH TO PAY
THE FARE YOURSELF, YOU LIVE WITH
IT.
I THINK YOU'VE EXPLAINED TO US,
IT'S A LITTLE DIFFERENT.
>> I'VE REACHED AN AGE, WHERE
PEOPLE SHOULD HAVE CONSEQUENCES.
I JUST DON'T WANT THE
CONSEQUENCES SO LIFE-CHANGING.
WHAT I'M TRYING TO DO, AND I
THINK WE'VE MADE
WHAT WE WANT TO DO IS PUSH FOR A
REDUCTION IN BOTH THE STOPS,
BECAUSE PEOPLE KNOW IT'S NOT A
GOOD IDEA TO DO.
AND THE ARRESTS.
LET'S DROP THOSE NUMBERS.
IT'S ALSO BECAUSE I THINK THIS
IS THE FOURTH LARGEST THING THE
NYPD DOES.
THEY WANT PROTECTION FROM THE
REAL SERIOUS FEARS OF, THAT
PEOPLE HAVE AS THEY GO INTO A
SUBWAY
SUBWAY SYSTEM.
>> IT'S INTERESTING, AND
APPRECIATE YOU EXPLAINING IT A
LITTLE BETTER THAN IT HAS BEEN
EXPLAINED.
AND MAYBE WE'LL GET TOGETHER
DOWN THE ROAD AND TALK AGAIN.
>> THANK YOU.
>> FUNDING FOR THIS PROGRAM WAS
PROVIDED BY
