DEMOCRATS RE-ELECTION BID TO REMAIN AS THE CITY'S CHIEF FINANCIAL OFFICER RECEIVED A BOOST FROM WHAT PERHAPS AT ONE TIME MAY HAVE SEEMED AN UNLIKELY SOURCE, MAYOR de BLASIO.

THE TWO HAVE CLASHED ON A NUMBER OF ISSUES SINCE TAKING OFFICE BUT SET ASIDE THEIR DIFFERENCES LAST SUNDAY TO ENDORSE EACH OTHER.

ANOTHER ITEM THEY ALSO SEEM TO AGREE ON LATELY, THE SUBWAYS.

BOTH STRINGER AND de BLASIO HAVE BEEN CRITICAL OF THE TRANSIT SYSTEM AND TONIGHT WITH HELP FROM THE CONTROLLER WE ARE LOOKING AT THE SURVEYING OF OVER 1,200 SUBWAY RIDERS.

OVER 75% OF SUBWAY SERVICE RIDERS GAVE A GRADE OF 'C' OR BELOW.

WHY DID YOU PEEL IT WOULD BE HELPFUL FOR YOU IN YOUR POSITION, HELPFUL FOR THE CITY TO CONDUCT THE SURVEY?

I THINK THAT THE SURVEY WAS A REAL OPPORTUNITY TO TALK TO REAL NEW YORKERS, THE PEOPLE WHO TAKE THE SUBWAY EVERY DAY, THE STRAPHANGERS AND WHAT WE FOUND WITH OUR 1,200-PERSON SURVEY FROM 150 ZIP CODES, 150 SUBWAY STATIONS, WAS THAT THIS SYSTEM IS IN DISARRAY AND WE NEED FUNDAMENTAL CHANGE AND WE NEED IT NOW.

BUT IT WASN'T JUST PEOPLE COMPLAINING.

WE WANTED TO DRILL A LITTLE DEEPER AND SHOW THE IMPACT OF TRAIN DELAYS AND POOR SERVICE.

I THINK IT IS IMPORTANT TO GET THIS DATA OUT, NOT JUST TO THE STRAP-HANGERS, BUT ALSO TO THE PEOPLE WHO HAVE TO FIX THE SYSTEM.

I'M VERY CONFIDENT THAT JOE LODA, WHO'S NOW BEEN CHARGED WITH THE RESPONSIBILITY TO FIX THE SYSTEM BY GOVERNOR CUOMO, I THINK HE HAS THE EXPERTISE, THE SAVVY, AND THE MANAGEMENT SKILLS TO TAKE THIS DATA AND USE IT IN A WAY THAT FIXES THE SYSTEM.

FIRST WE TALKED IN THE INTRO ABOUT NEARLY THREE-QUARTERS OF THE PEOPLE GIVING IT A LETTER GRADE OF C OR BELOW.

DOES THAT SPRY YOU?

IN LIGHT OF WHAT WE LOOKED AT BEYOND SIMPLY THE LETTER GRADE, NO, UNFORTUNATELY, IT DOESN'T, IT DOESN'T SURPRISE ME.

BUT THE QUESTION ME HOW ARE WE GOING TO FIX IT.

SO THERE HAS TO BE A MANAGEMENT OVERHAUL AT THE MTA.

I THINK JOE LODA IS THE BEST PERSON TO DO THAT.

GOVERNOR CUOMO IS SOMEONE, WHEN HE FOCUSES ON SOMETHING, HE CAN MAKE BIG DIFFERENCES.

HE UNDERSTANDS INFRASTRUCTURE AND FUNDING.

I THINK THE MAYOR AND THE GOVERNOR, ALL ELECTED OFFICIALS, THIS IS IT A HAUL-HANDS ON DECK MOMENT.

CITY AND STATE WORKING TOGETHER WE CAN GET THROUGH THE SUMMER OF HELL AND BEYOND.

YOU MENTIONED THE FACT THAT IT WASN'T JUST A MATTER OF INCONVENIENCE, THAT THERE WAS REAL ECONOMIC IMPACT.

THERE IS REAL ECONOMIC IMPACT.

DID YOU FIND THAT IT WAS FOCUSED ON ANY ONE SOCIOECONOMIC GROUP AS OPPOSED TO ANY OTHER, OR DID YOU FIND IT ACROSS THE BOARD?

NO SURPRISE, IT IS THE STRUGGLING NEW YORKERS WHO HAVE THE MOST TO LOSE WHEN THE SUBWAY SYSTEM IS DELAYED.

WHEN ELEVATORS AND ESCALATORS DON'T WORK, IT IS THE ELDERLY THAT ARE AFFECTED.

A WHOPPING 54% OF BRONX RESIDENTS TALKED ABOUT THE DANGERS AND DELAYS IN A SYSTEM.

THAT'S HUGE FOR A 1,200-PERSON SURVEY.

AGAIN, HOW DO WE MANAGE THE SYSTEM NOW?

I BELIEVE THAT WE SHOULD GO TO THE LEGISLATURE AND ASK FOR A BOND ACT TO BE PLACED ON THE BALLOT.

THE LAST BOND ACT WAS IN 2005.

I THINK IT IS IMPORTANT FOR PEOPLE TO UNDERSTAND.

YOU SAY GO TO THE LEGISLATURE.

PEOPLE MIGHT BE SAYING, WELL, WAIT A MINUTE, THESE ARE SUBWAYS IN NEW YORK CITY.

WHY DO WE HAVE TO GO TO THE LEGISLATURE?

EXPLAIN THE STRUCTURE THERE, THE MTA AND THEIR ROLE IN THE CITY.

THE STATE PLAYS A HUGE ROLE IN FUNDING THE MTA.

I WANT A BOND ACT, THE LEGISLATURE AND GOVERNOR HAS TO APPROVE IT AND I WANT TO SEE IF THE VOTERS WILL INVEST $3.5 MILLION IN TRANSPORTATION SPENDING.

WE NEED TO CREATE A REVENUE STREAM TO DEAL WITH WHAT COULD BE A $30 BILLION ASK IN TERMS OF FIX BEING THE SYSTEM, SIGNALS AND NEW SUBWAY CARS AND TRACK REPAIR.

WE NEED TO CREATE A FUNDING STREAM, AND WE NEED TO HAVE A STRUCTURAL MANAGEMENT CHANGE.

> LET ME SHIFT OUR FOCUS TO THE WORLD OF POLITICS.

WE'RE IN NEW YORK CITY.

YOU CAN NEVER ESCAPE POLITICS IN NEW YORK CITY.

OF COURSE.

I MENTIONED THAT YOU AND MAYOR de BLASIO HAVE BOTH OFFERED ENDORSEMENTS FOR EACH OTHER.

THERE WAS A TIME NOT THAT LONG AGO WHEN I THINK WE WERE TALKING ABOUT YOU POSSIBLY RUNNING FOR MAYOR.

WHY CHOOSE NOT TO, AND WHY CHOOSE NOW TO ENDORSE MAYOR de BLASIO?

FIRST OF ALL, MY INTENTION WAS ALWAYS REALLY TO RUN FOR RE-ELECTION.

I THINK I'VE DONE A GOOD JOB IN THIS ROLE.

WE HAVE SO MUCH TO BE PROUD OF IN TERMS OF THE WAY WE HAVE COMPORTED OURSELVES IN OUR OFFICE.

I HAVE BEEN AN INDEPENDENT CONTROLLER.

I'VE TAKEN ON CITY HALL AND CITY AGENCIES.

I'VE ALSO WORKED CLINTON RATIVELY WITH THOSE AGENCIES.

SO PART OF WHAT THE CHARTER SAYS IS THE CONTROLLER HAS TO BE THE COUNTERWEIGHT, THE PERSON WHO BLOWS THE WHISTLE, THE PERSON WHO ASKS THE TOUGH QUESTION.

AND SOMETIMES THAT PUTS YOU AT ODDS WITH THE ADMINISTRATION.

SOMETIMES THE MAYOR AND I WILL DISAGREE.

BUT PEOPLE DON'T ALWAYS REALIZE, WE ALSO WORK TOGETHER AND WE AGREE ON A LOT OF THINGS.

SO I'M NOT SURPRISED THAT WE WOULD EVENTUALLY GET OUT THERE AND ENDORSE EACH OTHER.

I'M VERY PROUD THAT HE ENDORSED ME.

IT IS AN IMPORTANT ENDORSEMENT.

AND I WAS VERY PLEASED TO ENDORSE BILL de BLASIO FOR RE-ELECTION AS MAYOR.

I THINK HE GETS ENORMOUS CREDIT FOR MANAGING THE ECONOMY, FIGHTING FOR PRE-K, EXPANDING TO 3-K.

THIS IS A GUY PASSIONATE ABOUT ENDING INCUMBENT EQUALITY.

HE'S PUT OUT A NUMBER OF INITIATIVES THAT I EMBRACE.

YES, WE DO FROM TIME TO TIME CLASH, BUT THAT'S THE ROLE.

I ALSO THINK IT SAYS THAT THE SYSTEM WORKS.

COMPTROLLER SCOTT STRINGER, REVEALING RESULTS FROM YOUR STUDY.

MAYBE NOT SURPRISING TO A LOT OF PEOPLE, BUT HOPEFULLY, AS YOU SAID, YOU TAKE THE DATA AND IT CAN LEAD TO SOME IMPROVEMENTS IN THE SYSTEM.

WHAT DID YOU LEARN ABOUT HIS STORY AND OTHERS THAT MADE THIS SO SIGNIFICANT TO YOU AND MADE THIS SUCH AN IMPORTANT EFFORT, IF YOU WILL, TO PROTECT THESE PEOPLE?

REALLY, REALLY JOLTED ME WAS CARLOS' DEDICATION TO THE COUNTRY.

HE SAID THAT HE WAS NEEDED.

HE RESPONDED IN THE COUNTRY'S TIME OF NEED.

HE WAS TALKING ABOUT NOT JUST HIMSELF BUT THE OTHER WORKERS WHO WORKED DOWN THERE, AS WE CALL, ON THE PILE AFTER THE ATTACK OF 9/11.

THE DOCUMENTED AND THE UNDOCUMENTED HERE WHO GAVE THEMSELVES TO GET NEW YORK UP AND RUNNING AGAIN TO RECOVER, TO HEAL.

THEY PLAYED A CRITICAL AND VITAL ROLE.

IT'S TIME FOR OUR COUNTRY TO RECOGNIZE THAT AND TO REWARD THAT.

IS THERE SOME PRESIDENT IN HISTORY FOR THIS NOTION -- PRECEDENT IN HISTORY FOR THIS NOTION SAYING WE'LL STEP UP FOR PEOPLE WHO HELPED US AND WE'LL DO SOMETHING TO HELP THEM?

THERE IS.

I POINT TO THE FACT THAT IN 1918 CONGRESS PASSED A BILL THAT WOULD ALLOW FOR MEN AND WOMEN WHO SERVED IN OUR ARMED SERVICES DURING WORLD WAR I WHO WERE UNDOCUMENTED TO BECOME CITIZENS.

AND SO THERE IS PRECEDENT HERE BEFORE THAT RECOGNIZES THAT WHEN SOMEONE STEPS UP AND GOES ABOVE AND BEYOND SO-CALLED 'CALL OF DUTY' AND NOT EVEN YET AMERICAN CITIZENS ARE TAKING THOSE STEPS, THAT NEEDS TO BE RECOGNIZED, AND IT NEEDS TO BE REWARDED.

I THINK THAT'S WHY THIS PARTICULAR BILL HAS TEETH.

WHAT SORT OF ROLE DID MANY OF THESE PLAY IN THE EFFORTS AFTER 9/11?

THEY WERE THERE FOR THE CLEAN-UP.

THEY WERE THERE FOR MAKING SURE THOSE STORES AND THOSE OFFICE SPACES AND THE SIDEWALKS AND THE STREETS AND THE BUILDINGS WERE CLEARED OF THE DEBRIS FROM THE BUILDINGS, FROM THE ATTACK OF THAT DAY.

WE KNOW HOW MASSIVE THE IMPLOSION OF THE BUILDING ITSELF WAS.

WE CAN CLEARLY REMEMBER THOSE CLOUDS THAT CREEPED INTO EVERY NOOK AND CRANNY IN LOWER MANHATTAN.

THESE ARE THE FOLKS THAT WERE THERE THAT HELPED TO RESTORE LOWER MANHATTAN.

WHEN YOU LOOK AT THE HEROIC WORK THAT THEY DID, YOU CAN UNDERSTAND WHY THIS LEGISLATION IS THERE, TO HELP THEM.

WE ARE IN THE MIDST OF A VERY CONTENTIOUS ENVIRONMENT WITH REGARD TO IMMIGRATION ISSUES.

UNDERSTANDING THAT, HOW HAS THIS PROPOSED LEGISLATION BEEN RECEIVED BY YOUR COLLEAGUES IN CONGRESS SO FAR?

WELL, SO FAR WE'RE STILL WORKING AND TALKING TO OUR COLLEAGUES.

THERE'S BEEN SOME RECEPTION HERE.

IT IS BIPARTISAN.

I THINK THAT PEOPLE DO RECOGNIZE THAT THESE FOLKS DO EXIST.

WE KNOW THAT HAVE REGISTERED -- MANY OF THEM HAVE REGISTERED FOR ASSISTANCE PURSUANT TO THE ACT TO HELP GIVE HEALTH CARE BENEFITS TO PEOPLE WHO WORKED DOWN AT 9/11 AND NOW HAVE HEALTH AILMENTS BECAUSE OF THAT.

DEMOCRATS, REPUBLICANS FROM OUR DELEGATION BOTH KNOW THEY EXIST AND BOTH KNOW I THINK THAT THEY DESERVE THIS RECOGNITION.

WHETHER WE'LL COME TOGETHER TO PROVIDE THAT, WHETHER THE PRESIDENT CAN SEE FIT, WE CAN ONLY HOPE THAT HE WILL.

WHY DO YOU THINK, CONGRESSMAN, IT'S TAKEN 16 YEARS FOR THIS ISSUE TO ESSENTIALLY PERCOLATE ITS WAY UP TO THE TOP?

HAD.

I THINK THAT MANY FOLKS WERE PERFECTLY HAPPY IF THEY WERE LEFT ALONE, NOT TO BE DISTURBED.

THEY WOULD PREFER TO LIVE LIKE THAT.

BUT UPON THE ARREST OF MR.

CARDONA IN NEW JERSEY EARLIER THIS YEAR, HE WAS HELD FOR FOUR MONTHS, ALTHOUGH EVERYONE KNEW THAT HE WAS HERE, HAD BEEN WORKING WITH I.C.E. OVER THE YEARS AND HAD BEEN REPORTING IN, THAT SCARED THIS ENTIRE COMMUNITY THAT HE COULD POTENTIALLY -- ANY OF THEM COULD BE DEPORTED.

THAT'S WHAT'S PROMULGATED A MOVE TOWARD THIS.

STEIN SAYS THE IDEA IS NOT JUST TO RESTORE THE HOME BUT ALSO TO MAKE A SPACE FOR VISITORS TO LEARN AND CREATE.
