> TONIGHT ON 'METRO FOCUS,' THE BUDGET BATTLE FOR NEW YORK.

AS THE CLOCK TICKS DOWN, WE LOOK AT THE BACKROOM DEALS THAT HAVE ALBANY RILED UP.

WHAT WILL IT ALL MEAN FOR THE CITY AND THE STATE?

> A RALLY TO SAVE THE ARTS.

COUNCILMAN JIMMY VAN BRAMER ON WHY PRESIDENT TRUMP'S PROPOSED BUDGET CUTS WOULD COST THE CITY MILLIONS.

> RUSSIA, CHINA AND THE MUSLIM STATES.

IN A WORLD WHERE LOSING FRIENDS COULD MEAN GAINING FOES.

AN EYE-OPENING FILM EXPOSES THE CONSEQUENCES OF AMERICA RETREATING FROM THE WORLD.

> AND HE MAY BE ONE OF THE BIGGEST PATRONS OF THE ARTS IN NEW YORK CITY THAT YOU'VE NEVER HEARD OF.

TONIGHT, MEET THE MAN WHO BROUGHT CARNEGIE HALL TO THE WEST COAST.

ALL THAT AND MORE AS ALL THAT AND MORE AS 'METRO FOCUS' STARTS RIGHT NOW.

THIS IS 'METRO FOCUS' WITH RAFAEL Pi ROMAN, JACK FORD AND JENNA FLANAGAN.

FUNDING FOR THIS PROGRAM WAS PROVIDED BY -- CORPORATE FUNDING FOR 'METRO FOCUS' WAS PROVIDED BY MUTUAL OF AMERICA, YOUR RETIREMENT COMPANY.

AND BY PSE&G, SERVING CUSTOMERS, STRENGTHENING THE BUSINESS COMMUNITY AND INVESTING IN THE FUTURE.

> GOOD EVENING AND WELCOME TO 'METRO FOCUS,' I'M JACK FORD.

THE CLOCK CONTINUES TO TICK TOWARDS THE APRIL 1ST DEADLINE TO PASS THE ANNUAL NEW YORK STATE BUDGET BY THE START OF THE FISCAL YEAR, THAT IN ORDER TO KEEP THE GOVERNMENT RUNNING.

YET WITH WEEKS OF CONFLICTING WHISPERS ABOUT A POTENTIAL BARE BONES SPENDING PLAN, BACK AND FORTH BETWEEN REPUBLICANS AND DEMOCRATS OVER KEY PROPOSALS AND FLOATING THE IDEA OF POSSIBLE BUDGET EXTENDERS TO KEEP THE GOVERNMENT AFLOAT.

WHAT CAN WE EXPECT FROM THIS FINAL BUDGET AND WHAT DOES IT MEAN FOR NEW YORKERS?

JOINING ME NOW WITH SOME INSIGHT INTO ALBANY'S BUDGET BATTLE IS JONATHAN LENTZ, THE EDITOR-IN-CHIEF OF 'CITY & STATE' MAGAZINE.

JONATHAN, NICE TO HAVE YOU HERE WITH US.

THANK YOU, JACK.

LET'S TALK ABOUT THE MAJOR ISSUES HERE SO FAR THAT HAVE BEEN PART OF THE STRUGGLE TO GET THIS BUDGET DOWN.

WHAT SORT OF ISSUES ARE YOU SEEING THAT ARE KIND OF GENERATING THE CONVERSATION HERE, IF YOU WILL?

SURE.

WELL, THE TWO BIG SPENDING ITEMS IN THE STATE BUDGET EVERY YEAR, EDUCATION AND HEALTH CARE.

BUT THERE'S ACTUALLY BEEN A LOT OF DISCUSSION ABOUT A FEW OTHER, ACTUALLY, SORT OF MORE MINOR ISSUES.

ONE OF THE BIG ONES IS RAISE THE AGE.

IT'S THE PUSH TO RAISE THE AGE OF CRIMINAL RESPONSIBILITY TO 18 YEARS OLD IN NEW YORK.

NEW YORK RIGHT NOW IS ONE OF TWO STATES.

ONE OF TWO STATES.

ALONG WITH NORTH CAROLINA THAT STILL ALLOWS THE SLIGHTER YOUNGER TEENAGERS TO BE TRIED AS ADULTS.

THE BIGGER QUESTION IS ALWAYS, WHAT ARE THE OBSTACLES?

WHAT ARE THE ROAD BLOCKS BEEN TO GETTING THIS BUDGET DONE?

UP UNTIL A COUPLE -- JUST A WEEK AGO NOW, HEALTH CARE WAS A BIG QUESTION.

COULD THEY DO A BUDGET, WHAT THEY HAVE TO DO A BARE BONES BUDGET AND COME BACK LATER?

MAYBE HAVE A SPECIAL SESSION WITH POTENTIAL OBAMACARE CUTS?

THAT'S A LOT OF MONEY COMING INTO NEW YORK AND IT'S THIS BIG UNCERTAINTY.

NOW IT'S OFF THE TABLE, BUT, YOU KNOW, THE PRESIDENT'S TALKING ABOUT, MAYBE IT'S ON THE TABLE AGAIN.

THAT'S A NATIONAL ISSUE.

THERE'S ALSO SOME STATE OBSTACLES AS WELL.

WHAT ABOUT -- WHAT ABOUT THE IDEA OF DEMOCRATS VERSUS REPUBLICANS, JUST THE NOTION OF, YOU'RE ON ONE SIDE OF THE AISLE, I'M ON THE OTHER SIDE OF THE AISLE, SO I'M GOING TO FIGHT YOU.

HOW MUCH OF THAT IS PLAYING INTO THIS?

WELL, THERE'S A LOT OF THAT.

ONE BIG QUESTION WAS EDUCATION, SO SENATE REPUBLICANS, THEY CONTROL THE UPPER HOUSE IN ALBANY, THEY WANT TO GET MORE MONEY FOR CHARTER SCHOOLS.

MEANWHILE, IN THE ASSEMBLY, WHICH IS CONTROLLED BY DEMOCRATS, THEY JUST WANT MORE MONEY FOR REGULAR PUBLIC SCHOOLS, THAT'S SOMETHING GOING ON RIGHT NOW AS A BIG FIGHT.

AND IT'S REALLY TO BE EXPECTED WITH THOSE TWO CONSTITUENCIES.

ALSO, IN TERMS OF EDUCATION, LITERALLY IN THE LAST WEEK OR SO, ABOUT THE IDEA OF -- I THINK THEY'RE CALLED THE EXCELSIOR SCHOLARSHIPS, THE IDEA OF ESSENTIALLY FUNDING PUBLIC HIGHER EDUCATION.

RIGHT.

HOW IS THAT PLAYING OUT IN THIS CONVERSATION?

YEAH, THAT'S ONE OF THE BIG THINGS CUOMO RULED OUT AT THE BEGINNING OF THE YEAR ALONG WITH U.S. SENATOR BERNIE SANDERS, THIS PROGRESSIVE ICON, SAID HE'S GOING TO PROVIDE FREE TUITION AT CUNY AND SUNY SCHOOLS.

THERE WAS SOME REAL PUSHBACK FROM PRIVATE SCHOOLS, WHO SAID, 'LOOK, WHAT ABOUT US?

ARE WE GONNA BE AT A COMPETITIVE DISADVANTAGE BECAUSE OF THIS?'

SO, WHAT LOOKS LIKE WHAT'S GOING TO HAPPEN IS THEY'RE GOING TO PROVIDE MORE TUITION-ASSISTANCE PROGRAM SPENDING.

THE STATE ALREADY IS PRETTY GENEROUS WITH ITS SUBSIDIZATION OF TUITION COSTS FOR STUDENTS.

I'M LOOKING AT SOME OF THESE ISSUES.

FOR INSTANCE, THE AGE ISSUE, MOVING FROM 16 TO 18, IN TERMS OF CRIMINAL CHARGES AGAINST YOUNG PEOPLE.

AND I'M LOOKING AT THAT, SAYING, THEY SOUND LIKE POLICY ISSUES TO ME.

THEY REALLY DON'T SOUND LIKE BUDGET.

USUALLY, WHEN YOU'RE THINKING OF BUDGET, YOU'RE THINKING, OKAY, A LINE ITEM THIS MUCH, FOR THIS.

WHY IS THIS PART OF THE CONVERSATION?

WELL, TWO THINGS THERE.

ONE, STRATEGICALLY, IF YOU CAN GET SOMETHING IN THE BUDGET, IT'S THAT MUCH MORE LIKELY TO PASS.

IT'S ONE VOTE, FOR THE MOST PART, ON THE WHOLE PACKAGE, YOU CAN'T PICK AND CHOOSE, AND GET ITEMS PULLED OUT INDIVIDUALLY.

SO, YOU'RE EITHER VOTING UP OR DOWN ON THIS WHOLE BUNDLE OF THINGS?

EXACTLY, EXACTLY.

SO, STRATEGICALLY, IF YOU'RE A LAWMAKER, YOU GET IT IN THE BUDGET, YOU GET THE GOVERNOR ON BOARD, YOU'RE GOOD TO GO.

BUT ALSO WITH RAISE THE AGE, THE LATEST TALK IS THAT THEY WOULD ACTUALLY SET UP A SEPARATE YOUTH COURT, SO THAT WOULD INVOLVE SOME COSTS.

SO, YOU COULD MAKE THE ARGUMENT, OKAY, IT'S A FISCAL MATTER, IT REALLY SHOULD BE IN THE BUDGET.

IN THE PAST, I'M JUST CURIOUS ABOUT THIS.

IN THE PAST, WHEN THEY HAVEN'T BEEN ABLE TO COME IN WITH A BUDGET AT THE APPROPRIATE TIME, STATUTORY TIME, WHAT HAVE WE DONE?

WELL, IT'S ACTUALLY A BIG ISSUE FOR THE GOVERNOR HIMSELF.

HE'S PRIDED HIMSELF ON ENDING DYSFUNCTION IN ALBANY, BRINGING, YOU KNOW, CLEANING IT UP, DRAINING THE SWAMP, TO USE A TRUMP WORD.

AND HE HAS, EVERY YEAR, COME VERY CLOSE, IF NOT RIGHT ON TIME, HITTING THAT BUDGET.

IN THE PAST, UNDER PATTERSON, IN PARTICULAR, WHEN WE HAD A REAL BIG SHORTFALL, THEY USED BUDGET EXTENDERS, THESE TEMPORARY, FOR A FEW WEEKS, FOR A FEW MONTHS, LET'S JUST GO AT THE EXISTING LEVELS, CONTINUE WITH THE GOVERNING OF THE STATE, BUT WAIT AND FIGURE OUT THE BIG ISSUES LATER ON.

AGAIN, YOU CAN TAKE A POLITICAL HIT FOR THAT, ESPECIALLY THE GOVERNOR.

YOU KNOW, YOU WANT TO BE SEEN AS IN CHARGE.

YOU MENTIONED BEFORE, PRESIDENT TRUMP AND NEW ADMINISTRATION POLICIES, WHAT SORT OF IMPACT THEN HAS THIS NEW ADMINISTRATION, MAYBE SOME OF UNCERTAINLY SURROUNDED THIS NEW ADMINISTRATION, HAD, DO YOU THINK, ON THESE BUDGET NEGOTIATIONS?

WELL, THAT'S THE BIGGEST THING, THE UNCERTAINLY, AS WE SAW WITH OBAMACARE.

LOOKED LIKE THERE ARE GOING TO HAVE THIS VOTE, IT FELL APART, JUST A WEEK AGO AND THAT'S A REPRIEVE, AT LEAST FOR NOW, FOR THE STATE.

BUT THERE ARE ANY NUMBER OF OTHER CUTS THAT ARE IN THE WORKS.

NO ONE KNOWS EXACTLY WHEN THAT MIGHT HAPPEN.

AGAIN, THE GOVERNMENT MAY HAVE TO CALL A SPECIAL SESSION TO BRING BACK THE LAWMAKERS, ADDRESS SOME OF THOSE ISSUES AS THEY COME UP, BUT TO THAT POINT, HE IS PUSHING FOR AN EXTENSION OF THE MILLIONAIRES TAX HERE IN THE STATE.

EXPLAIN THAT.

THAT'S SOMETHING ALREADY IN PLACE.

IT'S SET TO EXPIRE.

THE GOVERNOR SAID, LOOK, THERE IS THIS UNCERTAINTY AT THE FEDERAL LEVEL.

SENATE REPUBLICANS WANT TO DO AWAY WITH IT.

SENATE DEMOCRATS WANT TO INCREASE T THE GOVERNOR IS KIND OF THE GOLDILOCKS IN THE MIDDLE, JUST RIGHT.

KEEP IT GOING.

I THINK THAT'S PROBABLY WHAT WILL HAPPEN, THE STATUS QUO.

LET'S TALK ABOUT THE GOVERNOR AS WE WRAP UP OUR CONVERSATION.

YOU MENTIONED SIX TIMES IN A ROW, BROUGHT IN A BUDGET EITHER ON TIME OR AWFULLY CLOSE TO ON TIME.

HOW IMPORTANT DO YOU THINK IT IS FOR THE GOVERNOR'S POLITICAL REPUTATION AND MAYBE EVEN PERCEPTION IF, IN FACT, HE IS LOOK AT SOME HIGHER OFFICE DOWN THE ROAD THAT BUDGETS GET DONE ON TIME AND EFFECTIVELY.

I THINK IT DOES HELP HIM CERTAINLY IN THE STATE.

ON A NATIONAL LEVEL, I'M NOT SURE IF PEOPLE WOULD PAY ATTENTION TO THAT.

IT'S A REALLY INTERESTING THING.

THIS WEEK, HE IS ACTUALLY TALKING MORE ABOUT DONALD TRUMP AND FEDERAL ISSUES.

A LOT OF PEOPLE WONDER -- I'M GOING TO PRESENT MYSELF AS THE DEMOCRATIC OPPOSITION TO DONALD TRUMP.

THAT'S WHAT WE'RE HEARING.

DONALD TRUMP THIS, DONALD TRUMP THAT.

I WOULDN'T BE SURPRISED TO SEE IF HE GETS IN THE RACE IN 2020.

AND PERHAPS USE THIS AS A SPRINGBOARD.

EXACTLY.

RIGHT.

HE HAS DONE A FAIRLY EFFECTIVE JOB AS A GOVERNOR, WHETHER YOU AGREE OR SFWRAE WITH HIS POLICY.

JONATHAN, THANK YOU FOR LENDING YOUR EXPERTISE TO THIS WE APPRECIATE YOU SPENDING TIME WITH US.

TAKE CARE.

THANK YOU.

> NOW TO THE ONGOING BATTLE OVER FEDERAL FUNDING FOR THE ARTS AND YOUR SUPPORT IS NEEDED.

PRESIDENT TRUMP'S PROPOSED BUDGET CUTS WHICH GUTS THE ENDOUGHMENT FOR THE ARTS AND, IN EFFECT, PBS, ARE DEVASTATING.

REPORT BY SCOTT STRINGER CONCLUDED THAT $14.5 MILLION AND A WHOPPING $200 MILLION OVER THE LAST SIX YEARS.

FUNDING WENT TO MORE THAN 400 ORGANIZATIONS, LARGE AND SMALL, ACROSS ALL FIVE BURROUGHS.

THE REPORT ALSO SPELLED OUT THE IMPACTS THAT A LOSS OF FUNDING COULD HAVE ON TOURISM.

EVERY YEAR, APPROXIMATELY 30 MILLION PEOPLE VISIT THE CITY'S CULTURAL INSTITUTIONS, MANY OF WHICH ARE SUSTAINED BY NEA FUNDS.

THAT ALSO MEANS THOUSANDS OF JOBS MAY BE LOST IN THE PROCESS.

FIGHT THE PRESIDENT'S PROPOSED CUTS.

CITY COUNCIL MAJORITY LEADER JIMMY KRAMER HAS CALLED THEM, QUOTE, UNPRECEDENTED AND VICIOUS ASSAULT ON THE ARTS AND THE HUMANITIES.

AND ON MONDAY, COUNCILMAN BEN CRAMER WILL BE LEADING A TOWN HALL DEMANDING THAT FUNDING NOT BE CUT.

I WILL BE WITH HIM AT THE RALLY.

TONIGHT IT IS MY PLEASURE TO WELCOME BACK TO THE SHOW COUNCILMAN BEN BRAVER.

WELCOME TO 'METROFOCUS.'

THANK YOU.

FIRST OF ALL, WE TALKED A SECOND AGO.

HOW WOULD THESE CUTS AFFECT NEW YORK CITY?

THEY WOULD BE POTENTIALLY DEVASTATING.

OBVIOUSLY, YOU TALKED IN THE INTRO ABOUT THE ECONOMIC EFFECT, THE FACT THAT SEVERAL HUNDRED ARTS GROUPS IN THE CITY OF NEW YORK RECEIVED FUNDING.

TENS OF MILLIONS OF DOLLARS WOULD BE PULLED OUT OF THE CITY AND MANY OF THOSE GROUPS ARE SMALLER CULTURAL ORGANIZATIONS.

SO THAT SUSTAINS THEM AND ALLOWS THEM TO CREATE ART, DANCE, MUSIC.

IF YOU TAKE THAT FUNDING AWAY, YOU ARE REALLY DESTABILIZING THE ARTS WHICH, OF COURSE, IS THE HEART AND SOUL OF NEW YORK CITY.

I THINK WHEN PEOPLE TEND TO THINK OF THE ARTS IN THE CITY, OF COURSE, WE THINK OF THE WORLD RENOWNED INSTITUTIONS, METROPOLITAN MUSEUM, LINCOLN CENTER WHERE WE ARE FOR THE SHOW.

BUT WHAT ARE SOME OF THE SMALLER ORGANIZATIONS THAT PEOPLE MIGHT NOT EVEN REALIZE ARE RELYING ON THIS FUNDING?

THERE ARE SO MANY.

JUST LAST WEEK, I SPOKE TO SEVERAL HUNDRED ARTS GROUPS, SMALL ARTS GROUPS AND WE ASKED HOW MANY OF THEM HAD RECEIVED NEA FUNDING.

THERE WERE SMALL DANCE GROUPS, SMALL THEATER COMPANIES, THE CHOCOLATE FACTORY THEATER, WHICH IS A SMALL, NONPROFIT BASED IN LONG ISLAND CITY, QUEENS, RECEIVED NEA GRANT FUNDING.

YOU TAKE THAT AWAY FROM A SMALL ARTS GROUP LIKE THAT, YOU ACTUALLY PREVENT THEM FROM BEING ABLE TO PAY THE RENT, PAY THEIR STAFF AND PUT ON EXHIBITIONS AND PERFORMANCES.

I WOULD ARGUE THAT WHAT PRESIDENT TRUMP IS DOING IS ATTACKING THE HEART AND SOUL OF OUR COMMUNITY.

ARTS, INFORMATION HOW WE DESIGN A DEMOCRACY, HEALTHY DEMOCRACY.

YOU SALE THAT FROM THE PEOPLE, YOU STEAL AND CRUSH THEIR HEART AND SOUL.

IT'S INTERESTING THAT YOU SAY THAT THE PRESIDENT IS STEALING THIS FROM THE COUNTRY.

ONE OF THE ARGUMENTS THAT HIS BUDGET DIRECTOR HAS MADE IS WHY SHOULD A SINGLE MOM IN DETROIT OR COAL MINER IN PENNSYLVANIA HAVE TO PAY FOR THE ARTS IN NEW YORK CITY?

WELL, THEY ARE HELPING TO PAY FOR THE ARTS.

WHEN ART AND CULTURE ARE PART OF A COMMUNITY, WHEN THE ARTS ARE THRIVING IN A COMMUNITY, TRUTH IS THAT CHILDREN PERFORM BETTER IN SCHOOL, CRIME IS ACTUALLY REDUCED AND OUTCOMES ARE BETTER IN TERMS OF WELLNESS IN ANY COMMUNITY.

SO EACH OF US WANTS TO AND SHOULD INVEST IN THE ARTS.

MICK MULVANEY, I WOULD ARGUE, IS NOT SPEAKING FOR AFRICAN-AMERICAN WOMEN IN DETROIT, AND THEIR CHILDREN.

HE'S SPEAKING FOR VERY, VERY WEALTHY INTERESTS AND PRESIDENT TRUMP, WHO I DON'T BELIEVE HAS THAT WOMAN AND HER CHILD AND THEIR BEST INTEREST AT HEART.

ALL RIGHT.

ONE LAST THING IS THAT YOU DID ALSO MENTION AMONGST THE SMALLER ORGANIZATIONS LIBRARIES.

I DON'T THINK A LOT OF PEOPLE REALIZE LIBRARIES ARE PART OF THIS.

THAT'S RIGHT.

WHAT PRESIDENT TRUMP IS DOING IS ASSAULTING THE ARTS, THE HUMANITIES, CORPORATION FOR PUBLIC BROADCASTING AND THE INSTITUTE FOR MUSEUM AND LIBRARY SERVICES.

ANYBODY WHO CAN ATTACK THOSE ORGANIZATIONS, INCLUDING LIBRARY, WHO DOESN'T LIKE LIBRARIES?

EVERYONE LIKES LIBRARIES.

PRESIDENT TRUMP IS SEEKING TO TAKE $500 MILLION AWAY FROM THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES.

THE HEADS OF ALL THE LIBRARY SYSTEMS IN NEW YORK CITY WILL BE JOINING US, ARTS, HUMANITIES AND LIBRARIES BECAUSE THE PRESIDENT IS ASSAULTING, IN ONE FELL SWOOP, ALL OF THEM.

ALL RIGHT.

LISTEN, COUNCILMAN, THANK YOU SO MUCH FOR JOINING US.

AND I'LL LOOK FORWARD TO SEEING YOU ON MONDAY.

> IN THE FACE OF ECONOMIC TROUBLES AT HOME, MANY IN AMERICA HAVE BECOME WEARY OF ACTING AS THE WORLD'S POLICEMEN.

THIS ISOLATIONIST MENTALITY COULD ALSO LEAD TO NEW GLOBAL DISORDER.

THE BULLIES OF THE WORLD ACTING OUT AGAINST WEAKER NATIONS.

BRETT STEVENS, PULITZER PRIZE WINNING COLUMNIST AND AUTHOR TAKES US THROUGH THIS THEORY IN A NEW FILM BASED ON HIS BOOK CALLED 'IS AMERICA IN RETREAT' WHICH AIRS THIS SATURDAY ON 13 AT 1:00 PM.

LET'S TAKE A LOOK.

AMERICAN FOREIGN POLICY IS AT ITS BEST.

AND WE ARE REALLY THE FACE THE CRISIS.

UNITED STATES IS NO LONGER GOING TO BE THE POLICEMEN OF THE WORLD.

MR. PUTIN HAS SAID THERE NEEDS TO BE NEW RULES OF GLOBAL ORDER OR THERE WILL BE NO RULES.

SYRIA?

SYRIA IS DEAD.

THERE IS NO SYRIA.

WE WILL HAVE SITES IT'S PRACTICALLY SAYING, GO AHEAD.

THAT'S EXACTLY WHAT HAPPENED.

WHAT'S THE COMMON DENOMINATOR?

AN AMERICAN RETREAT.

SHOULD WE LOOK FOR SUBSTITUTES?

REPLACE WHAT AMERICA MAY BE TAKING AWAY?

I WORRY ABOUT SOME OF THE LESSONS THAT CHINA IS LEARNING.

THIS IS THE TIME TO CHALLENGE AMERICAN LEADERSHIP.

ANNEXING CRIMEA, ATTACKING THE UKRAINE, THROWING THE INTERNATIONAL RULE BOOK OUT THE WINDOW.

AND BRETT STEVENS JOINS US NOW TO TALK ABOUT ALL OF THIS.

WELCOME TO YOU.

VERY THOUGHT-PROVOKING BOOK, THE FILM DONE ON IT.

LET ME ASK YOU TO GIVE US A SENSE OF CONTEXT HERE.

QUICK HISTORY LESSON.

WHEN AND HOW DID WE BECOME THE WORLD'S POLICEMAN?

ALMOST 100 YEARS AGO TO THIS DAY IN WORLD WAR I EFOUGHT ON THE DECIDE OF THE ALLIES.

AFTER THE WAR WE DECIDE TO RETREAT, NOT PARTICIPATING IN THE LEAGUE OF NATIONS, NOT GOING TO HELP SHORE UP THE SHAKY WORLD ORDER EMERGING FROM WORLD WAR I.

THE RISE OF MOUSOLINI, HITLER AND THE LESSON THAT HARRY TRUMAN BRINGS WITH HIM AFTER HE BECOMES PRESIDENT AFTER WORLD WAR II IS THAT WE CANNOT AFFORD TO REPEAT THAT MISTAKE AND PRETEND OUR OCEANS ARE MOATS AND WE CAN REMAIN ALOOF FROM THE PROBLEMS OF THE WORLD AND BE IMMUNE FROM THOSE PROBLEMS.

THAT'S WHEN THE CONCEPT OF AMERICA AS WORLD POLICEMEN IS REALLY ESTABLISHED.

AMERICAN POWERS ARE REQUIRED AS A BACKSTOP FOR GLOBAL SECURITY BUT ALSO THAT IT CAN'T JUST BE SELF INTERESTED.

IT HAS TO BE EXERCISED FOR THE SAKE OF THE COMMON GOOD.

WE CAN'T AFFORD TO DO THAT.

WE CAN'T AFFORD TO BACK UP.

AS MANY VOICES AS WE'RE HEARING ON BOTH ENDS OF THE SPECTRUM.

WE HAVE TO FOCUS ON OURSELVES FIRST.

YOU SAY WE CAN'T DO THAT.

WHY NOT?

A MILITARY FUNDED NORTH OF $500 BILLION A YEAR, THAT'S A LARGE CHUNK OF NATIONAL CHANGE.

ON THE OTHER HAND THERE ARE ARE ANOTHER SET OF COSTS.

WHAT HAPPENS WHEN CHINA IS ABLE TO DOMINATE THE SOUTH CHINA SEA?

TWO-THIRDS OF THE WORLD MARITIME COMMERCIAL TRAFFIC AND THEY'RE ABLE TO CUT THAT OFF OR IRAN CAN DOMINATE THE STRAIT OF HORMUZ OR RUSSIA CAN DOMINATE EUROPE?

AFTER WITHDRAWING FROM IRAQ, WE FOUND THAT IRAQ DIDN'T LEAVE US ALONE.

IT FELL INTO CHAOS, REQUIRING PRESIDENT OBAMA, ONCE AGAIN, TO SEND AMERICAN TROOPS BACK TO PREVENT ISIS FROM TAKING -- FROM ASSUMING CONTROL IN BAGHDAD.

THERE ARE COSTS WHEN AMERICA LOOKS INWARD AND LETS THE PROBLEM OF THE WORLD FESTER TO THE POINT THAT FORCES INTERVENE AT A HIGHER COST THAN WE WOULD HAVE PAID HAD WE BEEN ENGAGED IN THE FIRST PLACE.

SYRIA IS ANOTHER EXAMPLE OF THAT.

ARE YOU SURPRISED HOW STRONG THE DRUM BEAT HAS BECOME FOR TO US START WITHDRAWING AND STOP BEING THE WORLD POLICE?

I HAVE TO SAY I'M NOT.

I STARTED WRITING THIS BOOK IN 2012 WHEN THE THEME OF THE DAY WAS WE HAD RESET RELATIONS WITH RUSSIA, AL QAEDA WAS ON A PATH TO DEFEAT.

AND I WORRIED THAT THERE WAS A KIND OF A HISTORY, BIPARTISAN HISTORY OF MUCH OF MY CRITIQUE WAS ABOUT THE OBAMA ADMINISTRATION BUT I WAS ALSO WRITING ABOUT TEA PARTY ISOLATION.

VERY NATURAL AMERICAN IMPULSE TO ASSUME IF WE TURN THE CHANNEL ON A FOREIGN CONFLICT, THAT CONFLICT NO LONGER AFFECTS US, THAT THE REST OF THE WORLD IS FAR, FAR AWAY.

AND THE TRUTH IS, IT'S NOT.

LIKE IT OR NOT WE LIVE IN AN INTRA-CONNECTED WORLD WHERE E.BOLA IN WEST AFRICA, TERRORISTS IN SYRIA OR AGGRESSIVE REGIME IN SOUTH CHINA WILL HAVE AN AFFECT ON OUR LIVES IN AMERICA.

YOU NEED A KIND OF PEDIGOGY AND STATESMANSHIP TO PERSUADE AMERICANS THAT WALKING AWAY IS NOT AN OPTION FOR ZBLUS DO YOU SEE US PULLING BACK OR DO YOU SEE US SAYING WE HAVE TO KEEP INVOLVED AT SOME LEVEL?

I'M AFRAID -- I RUN A CHAPTER CALLED REPUBLICANS IN RETREAT.

I THOUGHT RAND PAUL WOULD BE THE DOMINANT VOICE.

IT TURNED OUT TO BE DONALD TRUMP.

WE HAVE A THEME OF AMERICA FIRST, WHICH RECALLS ALL THE MISTAKES WE WERE MAKING BEFORE WORLD WAR II.

I'M AFRAID WE'LL FIND OURSELVES STRUMBLING INTO CRISIS BEFORE WE REALIZE WE NEED NOT JUST AMERICAN POWER BUT THE CONSENT OF THOSE OVER WHOM WE EXERCISE POWER.

WE NEED TO BRING ALLIES ON BOARD AND NOT ALIENATE THEM THE WAY WE HAVE BEEN DOING IN RECENT MONTHS.

THE BOOK, AS I SAID, PROVOCATIVE LOOK AT THESE VERY SIGNIFICANT ISSUES.

THE FILM ALSO ECHOING ALL OF THAT.

BRETT STEPHENS, THANK YOU.

THANKS FOR HAVING ME.

AMERICA IN RETREAT AIRS TOMORROW, APRIL 1st AT 1:00 PM ON 13.

> FINALLY TONIGHT, THIS NAME MIGHT SOUND UNFAMILIAR TO YOU.

CALIFORNIA DEVELOPER HAPPENS TO BE THE MAN WHO BROUGHT CARNEGIE HALL OUT WEST.

KNOWN FOR TURNING HIS FAMILY'S ORANGE COUNTY LIMA BEAN FARM INTO A BOOMING CENTER, HE IS ALSO REMEMBERED FOR PHILANTHROPIC EFFORTS.

HE HELPED SPAN CARNEGIE HALL'S REACH TO AUDIENCES OUTSIDE NEW YORK CITY FOR THE FIRST TIME.

FOLLOWING HIS DEATH IN 2015, NOW THE SUBJECT OF A NEW DOCUMENTARY.

IMAGINING THE FUTURE.

MAKING ITS 13 PREMIERE TONIGHT AT 10:30.

HERE IS A LOOK.

STRANGER TO THE NEW YORK FASHION WORLD, HENRY'S INFLUENCE BEGAN TO BE FELT IN THE NEW YORK ART SCENE AS WELL.

SEVERAL YEARS AGO IN A MEETING, HE SAID WE'RE GOING TO DO A PARTNERSHIP WITH CARNEGIE HALL AND THE CENTER FOR THE ARTS.

WHEN WE LEFT THE MEETING SOME OF THE PEOPLE IN THE MEETING WERE WONDER, COULD THAT REALLY HAPPEN IN CARNEGIE HALL?

IT HAD NEVER BEEN DONE BEFORE.

SO INTERESTED TO ME BY SO MANY AND I TALKED TO THOSE WHO WORKED CLOSE WITH HIM.

AND THEY SAID I THINK YOU WOULD LIKE TO MEET HIM BECAUSE YOU WOULD REALLY GET ON.

WE MET AND TALKED AND WE WERE TALKING ABOUT, YOU KNOW, CARNEGIE HALL.

AND I'M TALKING ABOUT THESE FESTIVALS AND SOMEHOW THE CONVERSATION CAME THE NOTION, WHY DON'T WE WORK TOGETHER?

BECAUSE, AFTER ALL, IF ONE IS DEVELOPING ALL THESE IDEAS BECAUSE HE HAS CREATED SUCH AN EXTRAORDINARY CULTURAL DISTRICT REALLY.

YOU KNOW, WITHIN A COUPLE OF HOURS, WE BOTH DECIDED IT WOULD HAVE TO BE.

HAD NEVER DONE ANYTHING OUTSIDE NEW YORK.

AND, AGAIN, IT WAS ONE OF THOSE SITUATIONS WHERE IT WAS AN IDEA THAT WENT FROM IDEA TO INCEPTION IN RECORD TIME.

FIRST PARTNERSHIP FOR THE FESTIVALS BOTH FOR THE BIG CHINA FESTIVAL AND THE JAPAN FESTIVAL.

WE PARTNERED WITH THE CENTER FOR THE ARTS.

I THINK THAT IF ONE HAD HATCHED ANY ONE IN THE ARTS IN ORANGE COUNTY, IF THEY WOULD BE POSSIBLE THAT WE WOULD BE PARTNERING WITH CARNEGIE, I DON'T THINK THERE'S ANYONE WHO WOULD HAVE SAID OH, YES, THAT WILL HAPPEN.

IT'S REALLY TOTALLY UNEXPECTED.

AN EXTRAORDINARY COMBINATION OF BEING A GREAT BUSINESSMAN, FANTASTIC ENTREPRENEUR IN HIS BUSINESS.

BUT HE HAS AN ENVISION OF REALLY UNDERSTANDING THE CENTRALITY OF THE ARTS, BOTH FOR THE HUMAN EXPERIENCE BUT ALSO IF YOU'RE GOING TO RUN A GREAT BUSINESS, YOU SHOULD BE PUTTING SOMETHING BACK INTO THE COMMUNITY THAT WAY.

VERY HIGHLY THOUGHT OF AT THE CARNEGIE HALL ORGANIZATION.

AND IN NEW YORK, IN GENERAL.

BECAUSE, YOU KNOW, MANY, MANY OF OUR HAVE NEW YORK HEADQUARTERS.

THEY MAY BE BASED IN MILAN BUT HAVE NEW YORK OFFICES, TOP EXECUTIVES THERE.

HE IS WELL KNOWN AND WELL RESPECTED.

SO, HE HAS A BIG INFLUENCE THERE, TOO.

I PROBABLY MET HENRY AT CARNEGIE HALL AT AN EVENT THERE, BECAUSE WE'RE BOTH ON THE BOARD THERE.

AND I FOUND HIM SO DELIGHTFUL.

HE JUST HAD AN EASY LAUGH AND A REAL -- AND OBVIOUSLY A LOVE FOR THE ARTS.

AND I THINK I SANG IN ORANGE COUNTY IN CELEBRATION OF HIS BIRTHDAY.

SUPPORTED CARNEGIE HALL AND ALL THE ORGANIZATIONS THAT THEY WORK WITH SO MUCH.

SHE'S CONTINUING ON IN HIS WORK, WHICH I THINK IS FANTASTIC.

AND THE HALL IS A TESTAMENT TO HIS GENEROSITY AND PATRONAGE OF THE ARTS IN SOUTHERN CALIFORNIA.

WHAT BETTER LEGACY THAN TO GIVE

LEGACY OF CARNEGIE HALL OF EXCELLENCE.

I HAD THE GREAT PRIVILEGE OF BEING THE STORE MANAGER OF BULLOCKS AND SOUTH KOETS PLAZA WHEN I WAS 28 YEARS OLD.

YOU HAD THE DIVISION, HENRY, AND TALK ABOUT IT EARLY IN THE DAY ABOUT WANTING TO CREATE SOMETHING SO SPECIAL BEYOND THE SHOPPING CENTER.

AND THE ARTS WAS ALWAYS A VERY IMPORTANT PART OF THAT.

MEDAL OF EXCELLENCE.

REMARKABLE BUSINESS PEOPLE AND HAVE HAD A GREAT CAREER IN BUSINESS BUT ALSO WHO HAVE A MAJOR COMMITMENT TO PHILANTHROPY.

EMPHASIZE IN ACCEPTING THIS MEDAL.

THERE'S JUST TWO WORDS AND THAT'S THANK YOU.

HIS COMMITMENT TO THE BROADER VALUES OF SOCIETY ARE SO IMPORTANT AND, YOU KNOW, OPEN IN HIS OWN COMMUNITY, I WOULD SAY LARGELY WITHIN HIS OWN COMMUNITY.

WHEN' FINDS SOMETHING LIKE CARNEGIE HALL WHERE HE BELIEVES IN THE VISION HERE AS WELL, INCREDIBLY IMPORTANT TO US.

MENCH MEANS AN HONORABLE, UPRIGHT PERSON.

THAT'S WHAT HENRY IS.

HENRY IS ONE OF THOSE RARE BENEFACTORS, WHO HAS NO.

IN THE SENSE THAT HE'S NOT BUILDING MONUMENTS FOR HIMSELF.

HE'S BUILDING MONUMENTS FOR THE PEOPLE TO ENJOY.

I REALLY WANTED HIM TO KNOW FROM AN ARTIST'S VIEWPOINT JUST HOW MUCH WE APPRECIATE YOUR VISION AND YOUR KIND.

AND LOOK WHAT YOU'VE GIVEN US.

THANK YOU.
