BUT LATELY HE HAS.

WHY USE THIS ONE?

AND IT'S A HOT-BUTTON, EMOTIONAL ISSUE.

WHY USE THIS NOW AT THE VERY END OF THIS SECOND TERM AS OPPOSED TO SOMETIME EARLIER?

WELL, THAT'S A GREA QUESTION THE PRESIDENT DID VERY LITTLE AT ALL ON GUN SAFETY IN HIS FIRST FOUR YEARS AND THEN THE HORRIBLE SHOOTING AT NEWTOWN HAPPENED AND HE SEEMED TO HAVE AN AWAKENING AN REALLY DOVE INTO IT.

BUT THE REAL REASON HE'S DOING IT IS BECAUSE CONGRESS REFUSES TO ACT, AND AS YOU MAY REMEMBER, THERE WAS LEGISLATION, BIPARTISAN LEGISLATION BROUGHT TO THE FLOOR OF THE SENATE AFTER THE SHOOTINGS TO STRENGTHEN TH BACKGROUND CHECK SYSTEM.

AND IT HAD 90% PUBLIC APPROVAL IT WAS BIPARTISAN.

IT HAD A MAJORITY OF THE SENATE.

BUT A FILIBUSTER KILLED IT AND SO PRESIDENTS OFTEN WILL USE THESE EXECUTIVE ORDERS WHE CONGRESS IS BEING OBSTINATE.

THE PROBLEM WITH AN EXECUTIV ORDER IS THE NEXT PRESIDEN USUALLY CAN UNDO IT OR CONGRES WOULD PASS A LAW TO UNDO IT AN COULD OVERCOME A PRESIDENTIA VETO

SO IT'S MORE THAN A PRESS RELEASE, ALTHOUGH SOME PEOPL ARGUE IT IS EFFECTIVELY A PRES RELEASE, DEPENDING ON WHAT SITUATION YOU'RE TALKING ABOUT BUT IT'S LESS THAN A LAW COMIN OUT OF CONGRESS.

SO IF WE LOOK AT THIS SPECIFIC ONE, AND ESSENTIALLY THIS WA NOT A BROAD-REACHING DOING AWA WITH GUN OWNERSHIP IT FOCUSED ALMOST EXCLUSIVELY ON THE IDEA OF TRYING TO REGULATE GUN SALES THAT ARE TAKING PLAC AT GUN SHOWS AND TRYING TO DETERMINE WHO WOULD BE CONSIDERED TECHNICALLY SORT OF A GUN SALESMAN SO THAT THEY HAVE TO REGISTER AND DO BACKGROUN CHECKS OF THEIR OWN.

HOW EFFECTIVE DO YOU THINK - AND I SHOULD MENTION TO PEOPLE YOU WORKED IN THE WHITE HOUSE.

THERE ARE SOME WHO HAVE ON EITHER SIDE STAKED-OUT HAR POSITIONS BUT A LOT OF THINKIN PEOPLE IN THE MIDDLE SOME PEOPLE HAVE LOOKED AT THI AND WHAT THE PRESIDENT HAS DON AND SAID, YOU KNOW WHAT, THI ISSUE HAS BEEN RESOLVED BY THE COURTS THE COURTS HAVE TOLD US YOU'RE ALLOWED TO DO THESE THINGS WHY CONTINUE TO FIGHT THAT BATTLE

WELL SO, THE COURTS PLAY NEW AND INTERESTING AN IMPORTANT ROLE IN THIS WHEN PEOPLE TALK ABOUT GUN SAFETY AND GUNS, NOW AT THE TI OF THEIR TONGUE WILL BE TH SECOND AMENDMENT AND IT WAS NOT UNTIL 2008 THAT THE SUPREME COURT EVER RULED THAT THE SECOND AMENDMEN REFLECTS AN INDIVIDUAL RIGHT T GUN OWNERSHIP.

AS OPPOSED TO THE MILITIA -

AND WHEN I WENT BACK AN RESEARCHED WHAT THE FOUNDERS WERE THINKING ABOUT, THEY WERE REALLY FOCUSED ON THOS MILITIAS THEY WERE CITIZEN SOLDIERS WHO WERE REQUIRED BY LAW -- EVER ADULT MAN EVENTUALLY EVERY ADULT WHITE MAN WAS REQUIRED BY LAW TO OWN A GUN AND BRING IT FROM HOME FOR THE MILITIA SERVICE.

SO IT'S A VERY DIFFERENT WORLD IT WAS LIKE A DRAFT ALMOST NOW THE COURTS SAY THAT THERE' AN INDIVIDUAL RIGHT, THIS FAMOUS DECISION BY JUSTICE SCALIA, BU EVEN IN THAT DECISION, HE SAID BUT AS WITH ANY INDIVIDUAL RIGHT THERE CAN BE RESTRICTIONS, THERE'S RESPONSIBILITY HE LISTED A BUNCH OF THEM.

SO THE KIND OF PROPOSALS THA THE PRESIDENT HAS MADE AND ALL THESE OTHER GUN SAFETY LAWS GE UPHELD BY THE COURTS EVE RECOGNIZING AN INDIVIDUAL RIGHT.

THERE ARE LIMITATIONS.

BUT GUNS COULD BE MUCH SAFER THAN THEY ARE NOT ONLY T PREVENT A MASS SHOOTING BUT TO PREVENT A SUICIDE, TO PREVEN SOME TODDLER FROM PICKING UP A GUN AND SHOOTING HIS SISTER, WHICH IS IS KIND OF THING THAT LEADS TO 30,000 GUN DEATHS I THE UNITED STATES EVERY YEAR THERE ARE ALL KINDS OF SMART GUN TECHNOLOGIES THAT COULD MAKE I SO THAT GUNS ONLY RECOGNIZ THEIR LEGITIMATE OWNER AND THE UNITED STATES GOVERNMENT IS ONE OF THE BIGGEST PURCHASERS OF GUNS.

WE HAD MANY ANNOUNCEMENTS, THI ONE WILL HAPPEN, AND THE REASO IS THIS IS GOING TO HAPPEN I BECAUSE THE GOVERNOR HAS CONVINCED CABLEVISION TO GIVE UP PART OF THE SPACE AT MADISON SQUARE GARDEN FOR A NEW WAITIN ROOM AND ENTRANCE AND BRIN LIGHT INTO THE BUILDING.

WE'VE HAD LOTS OF DIFFEREN PROPOSALS.

I THINK THIS IS NOW ALL WORKIN TOGETHER
