On September 11, when subways, highways, and commuter buses suddenly shut down, ferries provided the best way off the island for many trapped in the financial district. New York Waterway, a private ferry operator, evacuated 160,000 people that day. Company ferrymen set up makeshift docks, lifted passengers over steep railings, and brought the injured to triage centers in Jersey City.
