MetroFocus host Rafael Pi Roman interviews Philip Parr of FEMA. Parr, deputy federal coordinating officer for Hurricane Sandy in New York, answers questions about FEMA’s response to the hurricane and new threats to storm victims, such as construction scams.

“Unfortunately, there’s a core of folks who are very unscrupulous. They follow storms around and they do try and prey and take advantage of those unsuspecting,” Parr said.
