If an institution is to make a genuine impact, it must maintain an enduring and relevant presence, rising above trends and fashions to become an integral and meaningful part of its community. To achieve this, the institution must remain creative and willing to adapt to a changing environment. This year, the Educational Broadcasting Corporation (EBC) took a historic step to keep pace with the rapid-fire changes in the world of electronic media. On January 31, 2003, in a bold move that broke new ground for public broadcasting, Thirteen/WNET joined forces with sister station WLIW21 on Long Island under the EBC umbrella. Together, the two stations -- Thirteen, with the largest audience of any public station, and WLIW, the fourth-most-watched public station in America -- form a public television powerhouse in the New York tri-state metropolitan area.
Each station brings strengths to the mix. Thirteen produces and presents many of the signature series that define public television nationwide -- from NATURE to Great Performances, from Wide Angle to Cyberchase. Thirteen is also the originator of some of the most innovative miniseries and specials on television, such as this year's The Rise and Fall of Jim Crow and Kofi Annan: Center of the Storm.
WLIW is the creator of the magnificent Visions series, which lifts viewers on stunning flights of discovery, and is well-known for producing so many of the delightful musical specials that grace the public television schedule. Over the years, the station has developed particular expertise in producing the exciting Pledge programs that help inspire member support for stations nationwide. And WLIW also imports BBC World News to help keep Americans up-to-date on world events.
In the New York metropolitan area, 6.7 million viewers per month turn to Thirteen for arts, history, science, performance, and public affairs -- programming that challenges the mind and stirs the senses. Thirteen's deep connections with the New York community enable it to use television as a window onto our local environs and as a source of lifelong learning.

With four million viewers per month, WLIW reaches public television fans from throughout the region who tune in for the best in British comedies, a wealth of popular cooking programs, and special productions
that get at the heart of Long Island issues.
These two dynamic producer-broadcasters combine to make the New York metropolitan region the epicenter of public television in the United States. More importantly, working together they create dramatic cost efficiencies, which not only contribute to a higher quality of programming today, but will also help both stations remain strong and vital long into the future.
Bringing Thirteen and WLIW together did not happen overnight. It took strategic planning, enormous energy, and a great deal of time. As we review the achievements of the past fiscal year and head into an exciting new era of public television possibilities, I would like to express my appreciation to the EBC Board, as well as to the management and staff of both Thirteen and WLIW for their excellent work in making this vision a reality, and, indeed, for their terrific work all around.
This year, in an enormously challenging media environment, EBC demonstrated that it continues to be relevant, vibrant, and necessary. By finding an innovative path toward cooperation and growth, Thirteen and WLIW have both emerged stronger. Distinct but united, both stations are now better prepared to make a real and enduring impact on the lives of the countless people who view public television as the high point in the media landscape of 21st-century America.
