Republican frontrunner John McCain faces a financial dilemma. He may have access to only limited funds this summer, thanks to a government campaign finance program that prohibits a candidate from spending any privately-raised funds. Senator Barack Obama, on the other hand, has raised $55 million in February alone and an additional $40 million in March, according to The New York Times.
